City of Peru City Council met May 9.

A regular meeting of the Peru City Council was called to order by Mayor Ken Kolowski in the Peru City Council Chambers at 7:00 p.m.
City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza and Lukosus present; Alderman Buffo absent; Mayor Kolowski present.
All joined in the Pledge of Allegiance to the Flag of the United States of America.
PUBLIC COMMENT
Aldermen Waldorf asked to table the proposed noise ordinance. Alderman Sapienza concurred and asked to table to at least two meetings.
PRESENTATION/PROCLAMATION
MINUTES/FINANCIAL REPORTS/ACTIVITY REPORTS
Mayor Kolowski presented the Regular Minutes of April 25, 2022, Special Meeting Minutes of April 25, 2022. Alderman Waldorf made a motion the minutes be received and placed on file. Alderman Payton seconded the motion; motion carried.
FINANCE AND SAFETY COMMITTEE
Alderman Sapienza presented the following disbursements for payment on May 11 2022:

PUBLIC SERVICES COMMITTEE
Alderman Lukosus made a motion to authorize purchase (order) of 3 reels (2500 ft ea) of Okonite 4 aught primary from Anixter in the amount of $28,200.00. Alderman Waldorf seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza and Lukosus voting aye; Alderman Buffo absent; motion carried.
Alderman Waldorf made a motion to approve an engineering service agreement with Chamlin & Associates for Rte. 6 water main improvements. Alderman Edgcomb seconded the motion. Eric Carls,
Director of Engineering and Zoning reported the agreement is in coordination with IDOT to discuss and jointly plan for water main replacement in conjunction with repaving. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza and Lukosus voting aye; Alderman Buffo absent; motion carried.
Alderman Edgcomb made a motion to authorize purchase of VMT (valve maintenance trailer) from E.H. Wachs in the amount of $83,252.13. Alderman Lukosus seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza and Lukosus voting aye; Alderman Buffo absent; motion carried.
POLICE AND FIRE COMMITTEE
REPORT OF CITY ATTORNEY/ORDINANCES AND RESOLUTIONS
Corporate Counsel Scott presented the minutes of public hearing concerning certain territory generally located in Bureau County; north of Interstate 80 and west of the City of Peru’s Plank Road, to the City of Peru, Illinois. Alderman Waldorf made a motion the minutes be received, placed on file and concur with the recommendation. Alderman Lukosus seconded the motion; motion carried.

PROCLAMATIONS
Clerk Bartley presented a proclamation proclaiming May 15-21, 2022 as National Police Week and May 15th as Peace Officers Memorial Day. Alderman Lukosus made a motion to receive the proclamation and place it on file. Alderman Sapienza seconded the motion; motion carried.

PETITIONS AND COMMUNICATIONS
Clerk Bartley presented a communication from Music Suite 408 and North Central Illinois ARTWorks would like to partner with the City of Peru and host the first Annual Summer Tuba Fest with the concert being Sunday, July 31, 2022 at Centennial Park. Alderman Waldorf made a motion the communication be received, placed on file and permission granted. Alderman Tieman seconded the motion; motion carried.
Clerk Bartley presented a communication from Starved Rock Runners requesting permission to hold the annual kids running clinic at Baker Lake every Monday night from June 13th through August 11th. Alderman Tieman made a motion the communication be received, placed on file and permission granted. Alderman Ballard seconded the motion; motion carried.
Clerk Bartley presented a petition from Jordan and Meghan Lutes for variance request for the property located at 1307 Herbert Street, Peru, IL. Alderman Lukosus made a motion the petition be received, placed on file and referred to the Planning/Zoning Commission for review and recommendation. Alderman Edgcomb seconded the motion; motion carried.
MAYOR’S NOTES
Alderman Lukosus reported the TBM Avenger and Salute to Veterans event is in two weeks and noted the following:
• Free event
• B17 bomber in town Thursday
• Friday aeroshell night performance
• Saturday salute to veterans, honor guard
• 50/50 raffle
Mayor Kolowski thanked the Peru CSO for hanging the veteran’s banners.
PSM/Fire Chief Jeff King reported the new fire truck is in service and was out the same day. CLOSED SESSION
Alderman Lukosus made a motion to go into closed session to discuss the purchase or lease of real property for the use of the public body is being considered, including meetings held for the purpose of discussion whether a particular parcel should be acquired, or where the public body is considering the setting of a price for sale or lease of its property and meetings held to discuss litigation when an action against, affecting, or on behalf of the particular body has been filed or is pending in a court, or when the public body finds that such an action is probable or imminent.
