City of LaSalle City Council met June 13.

A regular meeting of the La Salle City Council of La Salle, Illinois was held at 6:30 p.m. with Mayor Jeff Grove presiding with proper notices being duly and continuously posted.
The meeting was called to order at 6:30 p.m.

PROCLAMATION
Maria Rosploch, Lily’s Mother, spoke to the council, remember life, courageous battles, and her legacy that has been left behind. She thanked the Council for proclaiming Lily Rosploch Day on her birthday, June 28.
Mayor Grove knows the Rosploch family and speaks of how so many remember Lily’s spirit. Mayor Grove mentioned how Lily’s sister, Mya, does keeps her sister's spirit alive. Mayor Grove spoke of how nice it was to see the community rally around Lily and her family.
Alderman Crane did mention how he was fortunate enough to have made the purple L for the Celebration of Lights and that display does mean the most to him.
Maria did mention how much Lily did love and enjoy the celebration of lights.
Moved by Alderman Lavieri and seconded by Alderman Crane to Proclaim June 28 as Lily Rosploch Day in perpetuity.

Moved by Alderman Herndon and seconded by Alderman Lavieri to go out of order with the agenda to Resignations/Appointments.

On Tuesday, Mayor and Brent received a letter from Alderman Diz Demes. Deputy Clerk Bader read the resignation letter from Alderman Demes.
Mayor was very surprised by this resignation letter. Mayor appreciated Diz and his proactive outlook for all his years on the council. He was very knowledgeable with equipment and vehicle purchases. Mayor believes that when health permits, he will be present and willing to help out the city at events.
Moved by Alderman Herndon to accept and place on file Diz Demes’ resignation with deepest regrets and seconded by Alderman Reynolds.

Alderman Ptak was very disappointed in hearing this news. He said Alderman Demes was very passionate about the city of LaSalle.
Alderman Lavieri agreed with Ptak’s statement.
Alderman Herndon voted aye with deepest regrets.
Alderman Crane was very shocked by this news and voted aye knowing that this is what is best for Demes and will back him up on his decision.
Mayor Grove asked Demes to be present but Demes mentioned that it would be too hard for him to be there. Mayor stated that Demes was very proud of his perfect attendance and did not want his health to affect that.
Mayor Grove asked for the Council’s approval with appointment of Bob Thompson to fill 1st Ward Alderman position. He is currently Zoning Board Chairman, Appointed July 2015, and made Chairman August 2016. He was a former Peru Lieutenant and is very active in the community. This term would run to April 2023.
Moved by Alderman Herndon and seconded by Alderman Reynolds to accept Mayor's appointment of Bob Thompson to fill role of the remaining term of Diz Demes.

Moved by Alderman Ptak and seconded by Alderman Reynolds to approve the request from Designs and Signs on behalf of B & B Partners LCC to install a double-facing non illuminated banner sign on a wall and a double-facing, non-illuminated under canopy sign at 821 First Street.

Moved by Alderman Reynolds and seconded by Alderman Bacidore to approve the request from LaSalle-Peru Township High School Band Parents Association to hold a Tag Day Collection on Friday, September 2 and Saturday, September 3 at the intersection of 11th and Bucklin streets as well as Beck’s, Casey’s General Store, Rudy’s Liquors, Save-A-Lot, Dollar General and Shell Gas Station.
Voice vote, all ayes. Motion carried.
Moved by Alderman Bacidore and seconded by Alderman Herndon to send the request from William Kathamegos for a handicapped parking sign in front of his residence at 1216 Third Street to the Streets, Alleys, and Traffic Committee.

Moved by Alderman Lavieri and seconded by Alderman Ptak to send the request from Joe Schwamberger and Carolyn Franklin to rezone their parcel (18-10-106-026) on the east side of Donahue Street, between Edwards and Garfield avenues, from R-1, Single-Family Residence, to R-3, Two-Family Residence to the Planning Commission.
Voice vote, all ayes. Motion carried.
Mayor Grove stated that the owners of the above-mentioned parcel are looking to build something no bigger than a duplex.
Moved by Alderman Herndon and seconded by Alderman Reynolds to approve the request from Reynolds Condon and Katherine Condon for a lease of a small portion of city property at 106 10th Street and for consent to assignment thereof to Bruce Patterson and Margee Patterson. Each and every alderman has a copy of the ordinance and the lease.
Attorney McPhedran stated that this is a 2-year lease and traditionally renewed unless there is some unusual circumstance. Attorney McPhedran and Deputy Bader both agreed that City Engineer Brian Brown was aware of this matter and has already surveyed the property. Attorney McPhedran stated that if there was not an accommodation made it will be very difficult, if not impossible, to sell that piece of property.

Moved by Alderman Ptak and seconded by Alderman Lavieri to approve and place on file the Treasurer’s Report for May 2022 showing total cash balances in LaSalle State Bank of $12,549,298.22 and in Hometown National Bank of $5,987,904.97.

COMMENTS
Mayor Grove introduced Olivia Doak with Shaw Media.
Alderman Lavieri mentioned that his neighbor complained that he went out to dump some evergreen branches after 2:30 p.m. one day and the gate was closed. He mentioned that two signs say 3 p.m. Mayor stated that the sign will get changed. City Workers do leave at 3pm but they are leaving the one building down by the burn pile by 2:30 p.m. and head to the main building by 3 p.m. For the summer months, the gate will be open on the 3rd Saturday a month for June, July, and August.
Attorney McPhedran commented that the Supt of Public Works stated that the site is regularly monitored at the present time.
Alderman Reynolds would like to see alleys spruced up and no amount available for the city alleyways.
Mayor did state that Alderman Reynolds and Alderman Ptak will have a few alleyways getting done this year in their ward. Mayor also mentioned that it does cost more to do any alley than a street because of the specialized equipment that is needed for an alleyway narrowness.
Mayor Grove asked Alderman Crane if the oil and chip option would be beneficial as an alleyway option. Alderman Crane said it would not be the right choice. Gary Hammers asked if old grindings/leftovers would work from other road projects. Alderman Crane thought that option could work for temporary applications. Alot of old grindings did get spread at the new park. Crane did state that everything is about the base of a surface. Alderman Crane thought that when redoing some of these alleyways, the city may have to start from the bottom to create a good base to last a longer time.
Alderman Herndon did state that the streets are getting better and there are 5 alleys currently in the 2022 program.

Moved by Alderman Ptak and seconded by Alderman Lavieri to accept, authorize, and place on file the bills from May 31, 2022. Total Submitted: $387,331.70 (Total Payroll $207,065.79, Bills to be paid $48,935.01, Total Bills Paid $131,330.90).
