City of Ottawa City Council met June 7.

Commissioner Eichelkraut presented minutes of previous meetings.
Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, May 17, 2022, and the minutes of a special meeting held on Thursday, May 26, 2022, both be approved as recorded in the permanent files of the City Clerk.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of an engagement letter between the City of Ottawa and Bernardi Securities for professional services for the 2022 bond issues, which has been on file for public inspection since May 26, 2022, be adopted.

Moved by Commissioner Eichelkraut that a Resolution approving and authorizing the execution of 7 NCAT employment agreements for appointed City Officials in Emmett Frye as Facilities Assistant, Dennis Bute as part time Assistant to the Office Manager, Laura Loughridge as Reservationist, and Doug McManus, Tom Milby, William Korter, and Mike Schneider as full time Bus Operators, all be received and placed on file for public inspection.

Commissioner Eichelkraut noted that NCAT has 56 employees and 300 rides a day.

Moved by Commissioner Eichelkraut that an Ordinance authorizing the issuance of General Obligation Bonds (alternate revenue source) of the City of Ottawa, LaSalle County, Illinois, in an aggregate principal amount not to exceed $5,175,000.00 for the purpose of paying the costs of a new swimming pool in and for the City, be passed and approved.

Moved by Commissioner Eichelkraut that an Ordinance authorizing the issuance of General Obligation Bonds (alternate revenue source) of the City of Ottawa, LaSalle County, Illinois, in an aggregate principal amount not to exceed $1,550,000.00 for the purpose of paying the costs of capital improvements and equipment acquisition for the City’s Fire Department, be passed and approved.

Moved by Commissioner Eichelkraut that an Ordinance authorizing the issuance of Waterworks and Sewerage Revenue Bonds of the City of Ottawa, LaSalle County, Illinois, in an aggregate principal amount not to exceed $1,175,000.00 or in lieu thereof, General Obligation Bonds (waterworks and sewerage system alternate revenue source) said bonds being general obligation bonds for which real property taxes, unlimited as to rate or amount, may be levied, but which are expected to be paid from the net revenues of the combined waterworks and sewerage system of the City in an aggregate principal amount not to exceed $1,175,000.00 for the purpose of refunding certain outstanding obligations of the City which refinanced waterworks and sewerage system improvements, be passed and approved.
