City of Peru Public Services Committee met May 9.

Here are the minutes provided by the committee:

ROLL CALL: Aldermen Waldorf, Lukosus, Ballard and Edgcomb present.

OTHER PERSONS PRESENT: Clerk Bartley, Mayor Kolowski, Treasurer Jackson Powell, Alderman Sapienza, Alderman Payton, Alderman Edgcomb, Alderman Tieman, Police Chief Bob Pyszka, PSM/Fire Chief Jeff King, Finance Director Justin Miller, Director of Engineering and Zoning Eric Carls, Human Resource Director Kim Reese, IT Director Stephen Rounds, Adam Thorson, Director of Parks, Recreation and Special Events, Mike Perry of Chamlin and Associates and Chris Perra of T.E.S.T.

MINUTES

Alderman Waldorf made a motion to approve the Public Services Meeting minutes of April 25, 2022. Alderman Lukosus seconded the motion; motion carried.

WATER & SEWER

Eric Carls, Director of Engineering and Zoning reported he received some surprising news from IDOT that they will be resurfacing Rt 6 in 2023. Carls noted the poor condition of the water main under Rt 6. Carls reviewed the proposed IDOT Rt. 6 water main improvement agreement planned for 2023 and noted the need to replace aging water main under Rt. 6. Carls reported Chamlin & Associates will be doing initial topographic work.

ELECTRIC

Alderman Lukosus reported the Electric Department is in need of wire and favorably recommended the purchase of 3 reels (2500 ft ea) of Okonite 4 aught primary from Anixter in the amount of $28,200.00.

CEMETERY

None.

PARKS & RECREATION

Adam Thorson, Director of Parks, Recreation and Special Events reviewed the OSLAD Grant updated packet with pictures and descriptions.

Mr. Thorson updated the committee on the issues/complaints from pickleball vs tennis. Mr. Thorson stated some pickleball complaints are asking for consideration adjusting spacing. The engineered minimum requirement for both sports have been taken into consideration. Alderman Payton recommended sticking with the layout of the engineering team proposed. Mayor Kolowski reported that Mr. Thorson has communicated with both representative to confirm there will be no changes.

CODE ENFORCEMENT/BUILDING & ZONING

ENGINEERING

Eric Carls, Director of Engineering and Zoning provided the following updates: • Area 5 Phase 1 (7th Street)

o Progressing

• General Fund Street Program (RBI/MFT funds)

o Project is underway with lots of grinding completed

o Phased approach

▪ Grinding

▪ Concrete, curb, sidewalk, approaches

▪ Binding

▪ Final paving

• Wenzel Road Improvements

o Underground work nearly complete

• Pohar Crossing

o Progressing with road beds

• Water Street Improvements

o Underway with rock pillars

BUILDING & GROUNDS

OLD BUSINESS

Mayor Kolowski asked for a review of banners for The Pointe and Police Department area.

NEW BUSINESS

PSM/Fire Chief Jeff King reported on the proposed replacement of the VMT (valve maintenance trailer) from E.H. Wachs in the amount of $83,252.13. PSM/Fire Chief King stated the old one is 12 years old. PSM/Fire Chief King also reported it is a budgeted item.

Mayor Kolowski noted the splash pad will open on May 28th and have vending machines.

Mayor Kolowski reported on Little League week and we will be putting up decorations and bunting.

Alderman Waldorf made a motion to adjourn the meeting. Alderman Lukosus seconded the motion; motion carried.
