City of Ottawa Board of Fire and Police Commissioners met May 11.

Ken Brown called the meeting to order at 11:01 a.m.

Public Comment 

None.

Minutes 

Moved by Steve Malinsky second by Tim McTaggart, to approve the minutes of the April 28, 2022 meeting as written. All ayes. Motion passed.

Firefighter Testing 

The application for firefighter entry level testing is available at IO Solutions as of May 4, 2022: Ottawa, IL Firefighter Application - Industrial/Organizational Solutions (iosolutions.com). Kim was advised on May 10 that there was a technical glitch with the online application. Kim contacted IO Solutions and the issue was resolved quickly. As of May 10, one application had been submitted.

Police Hiring 

The Board received a request from Commissioner Less to hire one police officer due to the recent resignation of Officer Stephanie Nelson.

Moved by Steve Malinsky, second by Ken Brown to extend a conditional offer of employment to the next eligible candidate on the current police patrolman eligibility register. All ayes. Motion passed.

Chief Roalson advised the Board that the department does have one spot available in the August, 2022 PTI. Captain Bangert advised the Board that the department is number 109 on a waitlist for the September, 2022.

Due to the upcoming retirement of Captain Bangert, it is anticipated that there will be a need to hire at least one patrol officer in the next few months. In that the current lateral transfer list is now exhausted, Chief Roalson requested that the Board advertise to establish a new lateral transfer list. Kim will prepare the necessary documents and place the advertising.

Chief Roalson requested that the Board test for entry level patrol officers, in anticipation that the current list may soon be exhausted (only two candidates remain on list). The newly established list will be combined with the current list (if not exhausted) pursuant to statute.

Chief Roalson requested that the Board use IO Solutions for the police patrolman entry level. Kim has received exam information from IO Solutions for police testing and will send that to the Board for review.

Disciplinary action 

Chief Roalson updated the Board on disciplinary action issued to two officers.

Moved by Steve Malinsky, second by Ken Brown, to adjourn at 11:50 a.m. Motion passed.
