City of Peru Public Services Committee met June 20.

Here are the minutes provided by the committee:

ROLL CALL: Aldermen Waldorf, Lukosus, Ballard and Edgcomb present.

OTHER PERSONS PRESENT: Clerk Bartley, Mayor Kolowski, Treasurer Jackson Powell, Alderman Payton, Alderman Tieman, Deputy Police Chief Sarah Raymond , PSM/Fire Chief Jeff King, Finance Director Justin Miller, Director of Engineering and Zoning Eric Carls, Human Resource Director Kim Reese, IT Director Stephen Rounds, Adam Thorson, Director of Parks, Recreation and Special Events and Chris Perra of T.E.S.T.

MINUTES

Alderman Waldorf made a motion to approve the Public Services Meeting minutes of May 23, 2022. Alderman Lukosus seconded the motion; motion carried.

PUBLIC COMMENT

None

WATER & SEWER

Committee discussed and recommended the rodder pump replacement on the City’s Vactor truck in the amount of $24,104.10 with Standard Equipment Company.

Committee discussed and recommended the purchase of a 2014 Ford F250 pickup truck from Autoland Outlet, Inc. in the amount of $39,233.00

T.E.S.T.

PSM/Fire Chief Jeff King reported that the hydro unit 2 has been dewatered for inspection of a possible mechanical failure and a specialist will be out later this week.

Eric Carls, Director of Engineering and Zoning addressed plans and evaluation of our overhead water towers. Mr. Carls stated both tanks need painting and recommending consideration of

super majority vote to use local contractor Putman County Painting to paint the north tower. $750,000 has been budgeted for this.

Mr. Chris Perra of T.E.S.T. reported on problems with our raw water pump and controls for emergency repairs; formal approval will be on the next regular agenda.

STREETS & ALLEY

None

ELECTRIC

Alderman Lukosus reported on receiving formal retirement paperwork from Electric Department Foreman Kye Kaszynski. Alderman Lukosus reported the job posting is published with 14 applicants for the position of Electric Operations Manager.

Mayor Kolowski reported he has been in communication with Kevin Lindeman of N.C.I.C.G. regarding the grant for the electric substation.

LANDFILL

Eric Carls, Director of Engineering and Zoning reported work on EPA-required filling of uneven ground and stated he is working on material options.

AIRPORT

Eric Carls, Director of Engineering and Zoning stated they are ready for pre-construction meeting for taxiway extension.

Mr. Carls reported on ongoing work on hangar leases.

CEMETERY

Mayor Kolowski reported on the removal of a section to the west.

Mayor Kolowski stated he is working on fence options and will present in two weeks.

PARKS & RECREATION

Eric Carls, Director of Engineering and Zoning reported on the following regarding proposed Schweickert Arena:

• Bids

• Ice rink low bidding is Vissering Construction in the amount of $1,027.00

• Architect recommends moving forward and pricing will not likely go down.

• Aldermen Waldorf and Lukosus support moving forward

• Finance Director Justin Miller will prepare a cash flow analysis for consideration

• Work to value engineer some savings

• Consider moving expenditures over two fiscal years

• Alderman Payton expressed his concerns with cash flow.

Adam Thorson, Parks, Recreation and Special Events discussed proposal from 258Xtreme for various (extreme air, rock wall, obstacle course, bounce house, 2 slides, zipline, bungee run) for Taste of the Illinois Valley in the amount of $29,045.00.

CODE ENFORCEMENT/BUILDING & ZONING

None

ENGINEERING

Eric Carls, Director of Engineering and Zoning reported on the $247,610.00 water main extension change which extends the project from Putnam Street to Pike Street.

Alderman Edgcomb made a motion to adjourn the meeting. Alderman Lukosus seconded the motion; motion carried.
