Village of Diamond Board met June 14.

Here are the minutes provided by the board:

The scheduled meeting of the Diamond Village Board was held at 6:00 p.m. with Commissioner Dean Johnson presiding. Upon roll call Commissioners present were Mark Adair, Jeff Kasher, and Dave Warner. Absent: Mayor Kernc.

Approval of 05-24-2022 Minutes

MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to approve the 05/24/2022 regular meeting minutes and place on file. Ayes: Kasher, Johnson, Warner. Abstain: Adair; Motion Carried.

Approval of June 14, 2022, Bill List

MOTION was made by Commissioner Warner, SECOND by Commissioner Kasher to approve the June 14, 2022, bill list and place on file. All Ayes: Motion Carried.

Approval of the May 2022 Treasurer’s Report

MOTION was made by Commissioner Kasher, SECOND by Commissioner Adair to approve the May 2022 Treasurer’s Report and place it on file. All Ayes: Motion Carried.

Public Comment

Lynda McKeown President of the Country Meadows Homeowners Association, Gloria Natyshok, John Zelinko and other residents from Country Meadows were in attendance. McKeown discussed the damage which occurred in Natyshok’s residence due to the Surf Broadband Solutions fiber optic cable cutting directly through her sewer line. Sewage backup/flooding occurred in her utility room, crawl space etc. Pictures were presented of the line installed directly through the sewer line, which were provided to the village by Zeiter’s Septics Unlimited who did camera the line when they were called out by the homeowner. She is unable to fully utilize her washing machine, toilet etc. until this repair is completed. Discussion of repairing her line were discussed and the reimbursement cost of the Zeiter’s, the bio-hazard cleanup which needs to be completed, and flooring etc. which were damaged. Public Works Supervisor Jim Dunning will determine the depth of the install which caused the damage tomorrow. Village Attorney John Gallo stated Cesare Bratta from Surf Broadband Solutions needs to be contacted immediately tomorrow to discuss this issue and to address the repair to the water service lines from last week, which reimbursement will be required by Surf Broadband Solutions for all the items discussed. Discussion of the poor restoration was discussed, and pictures were presented to the board for viewing. Village Clerk Lori Holmes will contact Cesare from Surf Broadband Solutions tomorrow regarding the issues.

New Business

Illinois State Water Survey, Well #2-Study/Data Collection

Village Clerk Lori Holmes stated Well #2 will be utilized by the Illinois State Water Survey for aquifer studies along with additional data collections. The sealing of the well will be arranged after the completion of the study.

Approve Ordinance #2022-07, Accepting Certain Public Improvements MBR Management Subdivision

Village Attorney John Gallo stated this is for the Domino’s property. It accepts all public improvements and posting their 1-year maintenance bond. Village Engineer Mike Perry stated there is some small issues with landscaping, which will be completed in the fall.

Old Business

Grundy and Will County Sheriff’s Monthly Update

Commissioner Johnson presented the Will County Sheriff's Office report. Nothing out of the ordinary. The letter from the Will County Sheriff's Office for the cost of law enforcement in the Will County section of Diamond. Village Attorney John Gallo stated the village is billed per hour for all calls they respond to.

Public Works Department Updates

Public Works Supervisor Jim Dunning stated the sewer plant is still waiting for the raw sewer pump to be delivered. The VFD should be delivered next month. The samples for the sludge removal must be re-analyzed due to an issue at the lab, which cost will not be incurred by the village. Public Works employee Larry Grachan discussed the water service line damage and repair that occurred last week on Laura Lane. Surf Broadband Solutions bored 5 ½ + feet down damaging 2 water service lines. Grachan summarized the issues from the water service line damage and the repairs which were completed.

Clerk Updates

Village Clerk Lori Holmes stated the village did not qualify in the first round for the lead meter replacement. Village Engineer Mike Perry stated the village was #95 and the last number receiving funds was #90. Perry stated there will be another round coming up in the fall/winter, which the village should receive funds at that time.

Commissioner Johnson stated he did contact an individual from the Agriculture Department in Yorkville regarding the dead fish in the Sterling Estates Pond. The natural occurrence was from an algae bloom. Johnson will provide the contact’s name and phone number to the village staff for any future issues within the village.
