City of Ottawa City Council met July 5.

Here are the minutes provided by the council:

Present: Wayne A. Eichelkraut Jr., Thomas G. Ganiere, Marla K. Pearson, James J. Less, and Mayor Daniel F. Aussem.

Absent: None.

Commissioner Eichelkraut presented minutes of previous meetings.

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, June 21, 2022, and the minutes of a special meeting held on Tuesday, June 28, 2022, both be approved as recorded in the permanent files of the City Clerk.

Second by Less.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

A public hearing concerning the City of Ottawa’s intent to issue not to exceed $7,900,000.00 of General Obligation bonds was held. Don Harris explained the 3 different proposed bonds. One being for a new municipal swimming pool, one for a new Fire truck and the other to refinance debt from 2012 pending the interest rate. With no one publicly commenting, the Mayor declared the public hearing closed at 7:07 p.m.

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of June 24, 2022, in the amount of $511,133.28, be approved and warrants issued.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Expense Report.

Moved by Commissioner Eichelkraut that the Monthly Expense Report dated July 5, 2022, showing expenses in the amount of $1,165,887.43, be approved and warrants issued.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Financial Report.

Moved by Commissioner Eichelkraut that the Monthly Financial Report of City Clerk, Shelly L. Munks, for the month of May 2022, be received and placed on file.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Ganiere presented Quote.

Moved by Commissioner Ganiere that the Quote received from LAI Ltd. in the amount of $11,345.00 for a replacement cutter cartridge, be approved and paid for from the Wastewater Fund.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Ganiere presented Request.

Moved by Commissioner Ganiere that the City Clerk be authorized to advertise for Bids for the Long Term Control Plan Sewer Separation Element 8.2 project. Bids will be received until Wednesday, July 27, 2022, at 10:00 a.m. at City Hall.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Commissioner Pearson presented Resolution.

Moved by Commissioner Pearson that a Resolution appropriating $500,000.00 of Motor Fuel Tax Funds for the 2022 Street Maintenance Program, be adopted.

Second by Less.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Report of Police Chief.

Moved by Commissioner Less that the Report of Police Chief, Brent A. Roalson, for the month of June 2022, be received and placed on file.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Report of Fire Chief.

Moved by Commissioner Less that the Report of Fire Chief, Brian Bressner, for the month of June 2022, be received and placed on file.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Ordinance.

Moved by Commissioner Less that an Ordinance authorizing the sale of personal property in a 2014 Ford F450 Osage ambulance to the City of Streator in the amount of $50,000.00, be passed and approved.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Report of Registrar.

Moved by Mayor Aussem that the Report of Registrar, Shelly L. Munks, for the month of June 2022, be received and placed on file.

Second by Less.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Report of Parking Administration.

Moved by Mayor Aussem that the Report of the Parking Administration Department showing fines collected of $1,765.00 for the month of June 2022, be received and placed on file.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Report of Building Official.

Moved by Mayor Aussem that the Report of Building Official, Mathew W. Stafford, for the month of June 2022, be received and placed on file.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution appointing Lucas Hennefent and Patricia Mansor, terms to expire September 2024, both to the Special Events Committee, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of multiple health benefits contracts, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Report of Plan Commission.

Moved by Mayor Aussem that the Report of the Plan Commission meeting held on Monday, June 27, 2022, considering a text amendment to Chapter 118 of the Municipal code to allow storage and warehousing facilities in the Class “C-3 Special Business District”, be received and placed on file. Be it further moved, the Council concur with the recommendation of the Plan Commission and the text amendment to allow storage and warehousing as a conditional use in the C-3 zoning district be granted and the follow up Ordinance, be passed and approved.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented motion to recess.

Moved by Mayor Aussem that this Council recess into Closed Session to discuss matters of personnel, collective bargaining, and pending litigation.

Second by Less.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried. Council recessed at 7:17 p.m.

Mayor Aussem presented motion to reconvene.

Moved by Mayor Aussem that this Council reconvene from Closed Session.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Step III grievance.

Moved by Mayor Aussem that the Step III grievance regarding the mowing of City property located at the old Central School site and Boyce Memorial Drive, be denied.

Second by Pearson.

Ayes: Ganiere, Pearson, and Mayor Aussem.

Nays: Eichelkraut and Less. Motion carried.

Mayor Aussem presented Step III grievance.

Moved by Mayor Aussem that the Step III grievance regarding the hiring of a contractor to maintain the fountain, be denied.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented motion to adjourn.

Moved by Mayor Aussem that this regular meeting be adjourned.

Second by Less.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried. Council adjourned at 8:17 p.m.
