City of LaSalle City Council met Sept. 19.

Here are the minutes provided by the council:

A regular meeting of the La Salle City Council of La Salle, Illinois was held at 6:30 p.m. with Mayor Jeff Grove presiding with proper notices being duly and continuously posted.

The meeting was called to order at 6:30 p.m.

PLEDGE OF ALLEGIANCE

Present - Mayor Grove, Aldermen Bacidore, Thompson, Ptak, Reynolds, Lavieri, Jeppson, Crane, Herndon

Absent - NONE

A quorum was present.

APPROVAL OF MINUTES

Moved by Alderman Reynolds and seconded by Alderman Bacidore to accept and place on file the Minutes of the Regular Meeting of the City Council held September 6, 2022. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

PRESENTIATION

Moved by Alderman Lavieri and seconded by Alderman Jeppson to approve the request for Lighted Way to address the Council regarding the upcoming work to the new location for the Lighted Way School.

Voice vote, all ayes. Motion carried.

Jessica Krieser, Executive Director of the Lighted Way, began the Presentation. Mrs. Kreiser had the board members introduce themselves: Fran Brolley, Scott Schweickert , Ellen Credi, Chris Vaske, and Brandi Anderson-Maier. Other Board members that were not present were Adriane Shore and Lean Inman-Erickson

Kreiser discussed other details to the Lighted Way Association. Lighted Way Association is 501c3 non-public, nonprofit. It is home for students ages 3-22 that are unable to be educated by home school districts due to severe medical needs. There are 46 Lighted Way students from 22 school districts. The original building has had 5 building additions since 1963. The Lighted Way impacts the community in many ways. The students have been through a lot and students have been tremendously impacted

by COVID-19. Kreiser mentioned how the financial burden of COVID-19 has been well documented. The building was properly sanitized daily and was labor intensive and costly. Lighted Way is not eligible for any state or federal funding. The new facility is a 30,000+ sq.ft commercial property. This new building will allow plans for sensory rooms, commercial cooking, kitchen, auxiliary classrooms, and a larger more appropriate playground. It will Provide more space for individualized learning. There is currently a list of students waiting to be accepted. Some students even take a 2 hour trip one way.

Kreiser mentioned how this new facility will be the perfect fit for the Lighted Way students, staff and families. Tieman Builders will be the general contractor behind this project and it is protected to be completed 2023. By July 1, Kreiser hopes to be in the final stages. Kreiser invited the Mayor and City Council to the Ribbon Cutting on Saturday August 5th at 10am.

Mrs. Kreiser thanked Mayor Grove for continually keeping her up to speed with their current building and area projects. Kreiser also thanked the current residents for being very patient with buses and parking.

REPORTS OF CITY OFFICERS

Moved by Alderman Ptak and seconded by Alderman Thompson to accept and place on file the Treasurer's report for August 2022 showing total cash balances in LaSalle State Bank of $13,620,687.57 and in Hometown national bank of $6,130,293.56. Voice vote, all ayes. Motion carried.

COMMUNICATIONS

Moved by Alderman Ptak and seconded by Alderman Thompson to accept and place on file the Illinois Department of revenue report showing sales tax collected for June 2022 to $107,604.25 and Home Rules Sales Tax of $94,580.67 for a total of $202,184.92 Voice vote, all ayes. Motion carried.

STANDING COMMITTEES

Moved by Alderman Ptak and seconded by Alderman Lavieri to accept the recommendation from the Finance Committee regarding a $500 donation to the Perfectly Flawed Foundation.

Moved by Alderman Bacidore and Alderman Ptak to accept the SAT Committee recommendation to deny the request to restrict parking on the east side of the 1300 block of Campbell Avenue.

OLD BUSINESS

Moved by Alderman Lavieri and seconded by Alderman Herndon to pay request #2 to Vissering Construction Company totaling $19,260.00 for work completed to date on the aerobic digester conversion project.

Alderman Reynolds began the discussion in regards to the regularly scheduled update on 801-805 1st St. building. Reynolds stated that he spoke with Nathan Watson this morning. They are ready to go and waiting for the contractor to come back with a bid to finish. As soon as they get that bid back, they will start doing the work. If the numbers do not come back fast enough, they will then go out for bid.

Bacidore is upset that Watson is not giving facts. Mayor reminded the council that Reynolds is just the liaison. Bacidore asked if the council could write their questions down so when Reynolds goes back for an update, maybe they can get some more answers.

Mayor Grove mentioned that Building Inspector Bacidore is watching the Permit Timeline. They may have to redo the permit or get cited for abandoned property if the permit expires.

Mayor Grove mentioned as a side note that The Wheel of Fortune building is not an abandoned building. It is actually for sale for he believed to be $67,000. Reynolds stated they will come back to the city to update when they do have some numbers.

DISCUSSION AND POTENTIAL ACTION ON THE FOLLOWING ADDITIONAL ORDINANCES/RESOLUTIONS:

Moved by Alderman Bacidore and seconded by Alderman Thompson to approve and accept the ordinance further regulating parking within the City of LaSalle (Handicap Parking - 437 Crosat Street). Each and every alderman has a copy.

Alderman Reynolds made a comment in regards to another request by the resident at 437 Crosat. This resident also requested a sign in her alley for “Children at Play” but Reynolds mentioned that the resident needed to trim up the landscaping so it would be more visual when there are children at play.

Mayor discussed the EPA compliance that the city established to address the matter with the CIty Yard Waste Drop Off SIte. The city made designated hours and also installed cameras to help with this matter.

Moved by Alderman Thompson and seconded by Alderman Lavieri to approve and accept the ordinance authorizing and confirming Compliance Commitment Agreement with the Illinois Environmental Protection Agency (CIty Yard Waste Drop-Off Site).

Alderman Ptak asked to pass until next meeting on the resolution of the City of LaSalle in support of Passenger Rail Service and the financial participation in the application to the Federal Rail Administration’s Rail Corridor Identification and Development Program for the Peoria to Chicago Region.

Alderman Reynolds mentioned that he will be meeting with the Mayor of Peoria and she will be willing to answer any more questions that the council may have.

Deputy Bader mentioned that candidates can take out petitions and the week to file is Dec. 12-Dec.19th with City Hall being open until 5pm that final day to accept any final petitions.

APPROVAL OF BILLS

Moved by Alderman Ptak and seconded by Alderman Lavieri to accept, pay, and place on file bills for September 6, 2022 with Total Submitted: $1,028,618.18 (Total Payroll $204,619.01, Bills to be Paid $252,593.44, Total Bills Paid $571,406.74
