Ken Brown called the meeting to order at 11:01 a.m.

Public Comment

None.

Minutes

Moved by Steve Malinsky second by Tim McTaggart, to approve the minutes of the August 15, 2022 meeting as written. All ayes. Motion passed.

Fire Hiring

The Board received a request from Commissioner James Less to hire one firefighter due to the anticipated resignation of two firefighters and the potential of another firefighter not returning to duty due to a work comp injury.

Moved by Tim McTaggart, second Steve Malinsky to offer conditional employment to last candidate on the current Firefighter Eligibility Register. All ayes. Motion passed.

Firefighter Testing

The firefighter eligibility register dated August 15, 2022 is now exhausted.

Moved by Tim McTaggart, second by Steve Malinsky to schedule a firefighter entry level written exam for October 27, 2022, with the oral interview conducted on November 10, 2022 for candidates that achieve a score of 70% or greater. All ayes. Motion passed.

Police Lateral Transfers

The Board has received a request to create a police lateral transfer eligibility register.

Moved by Ken Brown, second by Tim McTaggart to advertise for police lateral transfer applications. Applications will be due on or before November 3, 2022, with oral interviews scheduled for November 10, 2022. All ayes. Motion passed.

Old Business

Several years ago the Board’s Rules and Regulations allowed police candidates under the age of 21 to be considered for employment with certain requirements. The current statute allows for this consideration (see below).

(65 ILCS 5/10-2.1-6) (from Ch. 24, par. 10-2.1-6)

Sec. 10-2.1-6.

e) Applicants who are 20 years of age and who have successfully completed 2 years of law enforcement studies at an accredited college or university may be considered for appointment to active duty with the police department. An applicant described in this subsection (e) who is appointed to active duty shall not have power of arrest, nor shall the applicant be permitted to carry firearms, until he or she reaches 21 years of age.

Chief Roalson has requested that the Board consider amending the Rules and Regulations to consider this provision. The Board will address this at the next meeting.
