City of LaSalle Finance Committee met Aug. 22.

Here are the minutes provided by the committee:

Chairman Ptak called the Meeting to order at 6:00 p.m.

ROLL CALL

Present: Chairman Ptak, Alderman Thompson, Lavieri, Jeppson, Herndon (Arrived at 6:16pm)

Absent: None

Others Present: Mayor Jeff Grove, Deputy Clerk Brent Bader, Supt. Of Public Works Patrick Watson, Alderman Reynolds, Alderman Bacidore, Alderman Crane, Treasurer Virginia Kochanowski, City Engineer Brian Brown, City Attorney James McPhedran, Parks and Rec Director Lynda Kasik, Alderman Crane (Arrived at 6:06pm)

A quorum was present.

Moved by Alderman Thompson and seconded by Alderman Jeppson to approve and place on file the minutes of the Finance Committee for August 8, 2022. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

Supt. Watson stated that the Street Dept. has three older orange single axle dump trucks that have required a lot of maintenance and have been rusting out over the years. He is looking to replace these three vehicles of ‘95, ‘98, ‘99 with the 2023 Ford F750 Dump Truck/Snow Plow. Watson would like to try this style vehicle instead of the 550s for the heavier size vehicle. Watson did not receive another bid on this vehicle because it is a Sourcewell bid, which is a state program, and the pricing would be comparable to the municipal bid. Alderman Bacidore is questioning if the city could just get away with purchasing another one-ton at $80,000. Bacidore does not see a reason to spend the money on this vehicle when the city is already in a deficit. The vehicle may be appropriated for already but he states that there is no reason for it if the city could possibly beef up a one-ton and save potentially $100,000 for the city. Watson would not necessarily be getting rid of any of the 3 trucks. The trucks could still be in service of the city as slop trucks, for watermain breaks, and for sewer repairs.

Chairman Ptak asked for Supt. Watson to get a little more information and bids on this vehicle and the committee would discuss in two weeks at the next Finance Committee meeting.

Mayor Grove began discussion in regards to the pool liner needing to be replaced. It was installed in 2001, now 21 years old. Water Dept. Employee Mike Girton began discussion in regards replacement of pool liner. He stated the current liner will not last after this year. The liner is basically fiberglass/chicken wire that they sprayed PVC over when installing the liner. The fiberglass mesh is currently unraveling like a shirt. Girton was afraid that it would be pushing pressure on liner this year. There are gauges in the liner and holes in the concrete. Girton stated that the city could invest in a diamond coat/epoxy liner that people put onto concrete floors. However, our area would not allow for it to cure properly. The city would need a week of perfect weather. The bid that they received was from a local Indiana company for $230,000 to do everything, removal and installation. They grant a 10 yr. warranty. All materials are made in the United States. The life expectancy of the liner is 10-15years. It was originally appropriated for $150,000. The final cost will come in at approx. $230,000. The final bill will not come until complete installation. Girton plans on it starting in March and completion by May 1.

Moved by Alderman Jeppson and seconded by Alderman Lavieri to approve the quote for Veteran’s Memorial Pool repairs from Natare Corporation for $222,922.74.

Girton stated that the city will be getting a new pool pump and new motor Thursday. Girton states that the integrity of the pool is good.

Supt. Watson began the discussion of extending the I-Fiber connection to the LaSalle Wastewater Treatment Plant at 200 River Road. They currently have a wireless connection from the top of City Hall to that facility. Internet has currently been sporadic. It is believed that every other municipal building is connected via I-Fiber. The city has previously approved an agreement with I-Fiber. This would just be an extension onto that.

Moved by Alderman Lavieri and seconded by Alderman Thompson to approve the request regarding extending I-Fiber connection to LaSalle Wastewater Treatment Plant, 200 River Road.

MOTION CARRIED: 5-0

Moved by Alderman Thompson and seconded by Alderman Jeppson to adjourn the meeting. Voice vote, all ayes. Motion carried.

Chairman Ptak adjourned the meeting at 6:23 p.m.
