City of Ottawa City Council met Sept. 13.

Here are the minutes provided by the council:

Special meeting of the Council of the City of Ottawa, Illinois.

Present: Wayne A. Eichelkraut Jr., Thomas G. Ganiere, James J. Less, and Mayor Daniel F. Aussem.

Absent: Marla K. Pearson.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of transit service agreements between the City of Ottawa and multiple entities regarding transportation services through the administration of NCAT, which has been on file for public inspection since September 6, 2022, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of 3 employment agreements for appointed City officials in Alicia Fuchs as Assistant Director of Transit, Paul Slack as Driver Supervisor, and Kathy Thompson as part time Reservation Specialist, which has been on file for public inspection since September 6, 2022, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Resolution.

Moved by Commissioner Less that a Resolution authorizing the execution of a grant assistance proposal between the City of Ottawa and Lexipol, for the Fire Department, be received and placed on file for public inspection.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Resolution.

Moved by Commissioner Less that a Resolution authorizing an intergovernmental agreement for communication services between the City of Ottawa and the Village of Naplate, regarding police and fire dispatching services, be received and placed on file for public inspection.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Resolution.

Moved by Commissioner Less that a Resolution ratifying an intergovernmental agreement between the City of Ottawa and the Illinois Department of Healthcare and Family Services, regarding supplement ambulance rates, which has been on file for public inspection since September 6, 2022, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Resolution.

Moved by Commissioner Less that a Resolution authorizing the execution of a maintenance agreement between the City of Ottawa and Seps Inc., for an uninterrupted power supply for the Police Department, Fire Department, and Central Dispatching, which has been on file for public inspection since September 6, 2022, be adopted. Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Quote.

Moved by Commissioner Less that the Quote received from Philips Healthcare in the amount of $130,833.76 to purchase 4 new cardiac monitors, be approved and paid for from the General Corporate Fund.

Second by Eichelkraut.

Commissioner Less noted that we are switching to all Philips machines from Life Pak and will be getting 2 this budget year and 2 the next. Commissioner Eichelkraut suggested we make a budget amendment and order all 4 now. Commissioner Ganiere agreed. Ayes: Eichelkraut, Ganiere, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Quote.

Moved by Mayor Aussem that the Quote received from Loftwall in the amount of $23,109.39 for the Fire Department station #1’s panels, be approved and paid for from the General Corporate Fund.

Second by Less.

Ayes: Eichelkraut, Ganiere, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussen that a Resolution authorizing the execution of agreement for production services between the City of Ottawa and Floret Events LLC, for the 2022 Chris Kringle Market, which has been on file for public inspection since September 6, 2022, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem authorizing the execution of an agreement for the purchase and sale of municipal real estate between the City of Ottawa and the Illinois Valley Public Action to Deliver Shelter for property located at 1120 Canal Street, be received and placed on file for public inspection.

Second by Eichelkraut.

Commissioner Ganiere suggested a change to the buyback provision in item #7. He would like it changed to say until construction starts, not 180 days. Eichelkraut and Less agreed. The Mayor added that we need to talk to legal to see if that change requires another layover.

Ayes: Eichelkraut, Ganiere, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem announced that we received a $75,000 RISE Grant for downtown residential development and rentals. He thanked the economic development team and NCICG.

Mayor Aussem presented motion to adjourn.

Moved by Mayor Aussem that this special meeting be adjourned.

Second by Less

Ayes: Eichelkraut, Ganiere, Less, and Mayor Aussem.

Nays: None. Motion carried. Council adjourned at 5:17 p.m.
