City of Peru City Council met Aug. 15.

Here are the minutes provided by the council:

A regular meeting of the Peru City Council was called to order by Mayor Ken Kolowski in the Peru City Council Chambers at 7:03 p.m.

City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo present; Mayor Kolowski present.

All joined in the Pledge of Allegiance to the Flag of the United States of America.

PUBLIC COMMENT

PRESENTATION

MINUTES/FINANCIAL REPORTS/ACTIVITY REPORTS

Mayor Kolowski presented the Regular Minutes of August 1, 2022; Treasurer’s Report for June 2022 and the Peru Police Department Report for July 2022. Alderman Waldorf made a motion the minutes and reports be received and placed on file. Alderman Payton seconded the motion; motion carried.

FINANCE AND SAFETY COMMITTEE

Alderman Buffo presented the following disbursements for payment on August 17, 2022:

Alderman Buffo made a motion the disbursements be received, placed on file and the bills be paid in the usual manner. Alderman Tieman seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.

PUBLIC SERVICES COMMITTEE

Alderman Waldorf made a motion to approve quote from Putnam County Painting Inc. in the amount of $47,535.00 for handrail on top of tank and tank mixer for the N. Peoria Street water tower. Alderman Lukosus seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.

Alderman Waldorf made a motion to approve the Schweickert Stadium Improvements to Vissering Construction Co. in the amount of $482,964.00. Alderman Ballard seconded the motion. Mayor Kolowski asked Finance Director Justin Miller to outline the plan to pay for the over-budget projects. Finance Director recommended reallocating infrastructure restricted funds to a utility project and swap funds to general funds. Finance Director Justin Miller reported some of the donation of $1 million is starting to be spent now. Eric Carls, Director of Engineering and Zoning stated he will work with Finance Director Justin Miller on the long-term strategic plan and treat these projects like any other grant to accommodate and adjust. Finance Director Justin Miller noted the timing of components and some of the projects may flow into the next fiscal year. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.

Alderman Waldorf made a motion to approve quote from Sportsfields Inc. in the amount of $23,800 for Little League infield renovations at Washington Park. Alderman Payton seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.

POLICE AND FIRE COMMITTEE

REPORT OF CITY ATTORNEY/ORDINANCES AND RESOLUTIONS

Corporate Counsel Scott Schweickert presented the minutes of Planning/Zoning hearing held on August 3, 2022 regarding the petition of Michael Lock concerning property located at 400 5th Street, Suite 199, in the City of Peru, IL. Alderman Tieman made a motion the minutes be received, placed on file and concur with the recommendation. Alderman Ballard seconded the motion; motion carried.

Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

AN ORDINANCE APPROVING TEXT AMENDMENT TO SECTION 11.05(d) OF THE ZONING ORDINANCE AND GRANTING A SPECIAL USE AS SOUGHT BY THE PETITION OF MICHAEL LOCK CONCERNING PROPERTY LOCATED AT 400 5TH STREET, SUITE 199, IN THE CITY OF PERU, IL

Corporate Counsel Scott Schweickert reported the tattoo establishment registered with the State of IL.

Alderman Ballard made a motion the ordinance be adopted as written and read. Alderman Tieman seconded the motion.. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.

PETITIONS AND COMMUNICATIONS

Clerk Bartley presented a petition from Teran Industries seeking variances and waivers from the City’s Zoning Ordinance. Alderman Lukosus made a motion to receive the communication, place it on file and refer to the Planning/Zoning Commission for review and recommendation. Alderman Waldorf seconded the motion; motion carried.

Clerk Bartley presented a communication from Jessica Spear requesting permission to hold a wedding ceremony at Centennial Park (specifically Schweickert Pavilion) on Saturday, May 27, 2023. Alderman Edgcomb made a motion the communication be received, placed on file and permission granted. Alderman Buffo seconded the motion; motion carried.

Clerk Bartley presented a communication from Merry Noonan of Lou’s LaGratto requesting permission to close 5th Street in front of her business for a Dreamwave Wrestling event on Saturday, August 20th. Alderman Lukosus made a motion the communication be received, placed on file and permission granted. Alderman Buffo seconded the motion; motion carried.

MAYOR’S NOTES

Adam Thorson, Director of Parks, Recreation and Special Events reported on the 2022 Summer Camps. Mr. Thorson reported there were 38 well attended camps and commended Recreation Director Seth Brannan for his efforts.

Mr. Thorson reported the Splash Pad is still open but on back-to-school hours (4pm-7pm during week and 10am-7pm on weekends). The last day for the splash pad will be Monday, September 5th.

Mr. Thorson reminded the council of the 155th birthday celebration of Maud Powell on Sunday, August 21st from 4pm-7pm at the Maud Powell Plaza.

Mr. Thorson reported the Taste of IL Valley was successful and thanked the volunteers, food vendors and sponsors. Mr. Thorson thanked committee members Kim Reese, Blake Frund, Sarah Raymond, Alderman Mike Sapienza, Jeff King, Bob Pyszka, Steve Michelini, Alderman Bob Tieman and Ken Kolowski and specifically thanked Human Resources Assistant Crystal Smith for her hard work.

Human Resources Director Kim Reese reminded the council about the upcoming charity golf outing sponsored by the Health and Wellness Committee. Human Resource Director Kim Reese reported the following regarding the event:

• $75.00 per person

• Proceeds will go to United Way

• Outing will be held at Oak Ridge Golf Course

Mayor Kolowski announced the retirement of Firefighter Dennis Lemmer. Mr. Lemmer retired after a 42- year career. Mayor Kolowski thanked Mr. Lemmer for his service.

Alderman Edgcomb inquired about having the drafted IL Valley Pistol Shrimp player sign a pistol shrimp banner.

CLOSED SESSION

Alderman Waldorf made a motion to go into closed session to discuss litigation “when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting, meetings held to discuss the appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee or legal counsel for the public body to determine its validity and meetings for the discussion of minutes of meetings lawfully closed under the act either for purposes of approval by the body of the minutes or semi-annual review of the minutes required by the act. Alderman Lukosus seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.

Closed session began at 7:35 pm and ended at 9:02 p.m.

Alderman Waldorf made a motion to reopen the meeting. Alderman Lukosus seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo present; Mayor Kolowski present.

Alderman Edgcomb made a motion that the meeting be adjourned. Alderman Payton seconded the motion and motion carried. Meeting adjourned at 9:03 p.m.
