City of Ottawa City Council met Sept. 20.

Here are the minutes provided by the council:

Present: Wayne A. Eichelkraut Jr., Thomas G. Ganiere, Marla K. Pearson, James J. Less, and Mayor Daniel F. Aussem.

Absent: None.

Commissioner Eichelkraut presented minutes of previous meetings.

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday September 6, 2022, and the minutes of a special meeting held on Tuesday, September 13, 2022, both be approved as recorded in the permanent files of the City Clerk.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Donna Reynolds and Kristal Nodland of the Ottawa Visitors Center, presented the Council with a check from the proceeds of the Cup in Hand Kickball Tournament. Proceeds will be used to purchase Christmas lights.

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of September 16, 2022, in the amount of $481,730.51, be approved and warrants issued.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Expense Report.

Moved by Commissioner Eichelkraut that the Monthly Expense Report dated September 20, 2022, showing expenses in the amount of $2,088,770.27 be approved and warrants issued.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Financial Report.

Moved by Commissioner Eichelkraut that the Monthly Financial Report of City Clerk, Shelly L. Munks, for the month of August 2022, be received and placed on file.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut reminded everyone about the upcoming Scarecrow Fest and parade.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of a vehicle purchase agreement between the City of Ottawa and Richard S. Corcoran Jr., for 2 2019 Ford buses to be used by NCAT, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Ganiere presented Quote.

Moved by Commissioner Ganiere that the Quote received from Jeff Perry in the amount of $45,665.24 to purchase a 2021 GMC Sierra truck to be used by the Water and Wastewater Departments, be accepted and paid for from the Water Fund.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Less and Mayor Aussem.

Nays: None. Motion carried. Pearson abstained.

Commissioner Pearson presented Resolution.

Moved by Commissioner Pearson that a Resolution authorizing a proposal for professional engineering services by Chamlin & Associates Inc. for an engineering and economic study of the Fox River Bridge, which has been on file for public inspection since September 6, 2022, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Pearson presented Resolution.

Moved by Commissioner Pearson that a Resolution authorizing the execution of a proposal for the fitness court installation by Engineered Installation Solutions, which has been on file for public inspection since September 6, 2022, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Pearson presented Resolution.

Moved by Commissioner Pearson that a Resolution of Support for the Allen Park OSLAD Grant application, be adopted.

Second by Eichelkraut.

Commissioner Less asked how much the project was. Pearson replied it was $1.4 million, but it was scaled back to $1 million. The City is getting a $600,000.00 grant.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: Less. Motion carried.

Commissioner Pearson presented Quote.

Moved by Commissioner Pearson that the Quote received from Brandenburg Electronic Systems in the amount of $11,604.00 for additional cameras for the Police and Fire Stations, be approved and paid for from the General Corporate Fund.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Pearson presented Resolution.

Moved by Commissioner Pearson a Resolution authorizing an agreement with BB Community Leasing Services Inc. to purchase a 2022 Ford F550 truck in the amount of $114,420.00, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: Less. Motion carried.

Commissioner Pearson awarded Bid.

Moved by Commissioner Pearson that the Bid received from Advanced Asphalt Co. in the amount of $1,339,726.55 for the 2022 Street Maintenance Program, be accepted and paid for from the General Corporate Fund, TIF Funds, and Motor Fuel Tax Fund.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Pearson presented Proposal.

Moved by Commissioner Pearson that the Proposal received from Grand Rapids Enterprises in the amount of $18,708.00 for the Thornton Park excavation and landscaping be accepted and paid for from the Thornton Park Fund.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: Less. Motion carried.

Commissioner Pearson presented Quote.

Moved by Commissioner Pearson that the Quote received from Ruiz Construction Co. in the amount of $24,000.00 for the Thornton Park sidewalks be accepted, competitive bidding be waived, and paid for from the Thornton Park Fund.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: Less. Motion carried.

Commissioner Less presented Resolution.

Moved by Commissioner Less that a Resolution authorizing the execution of a grant assistance proposal between the City of Ottawa and Lexipol, for the Fire Department, which has been on file for public inspection since September 13, 2022, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Resolution.

Moved by Commissioner Less that a Resolution authorizing the execution of an intergovernmental agreement for communication services between the City of Ottawa and the Village of Naplate, regarding police and fire dispatching services, which has been on file for public inspection since September 13, 2022, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Resolution.

Moved by Commissioner Less that a Resolution authorizing the execution of a lease agreement between the Coty of Ottawa and the Bill Walsh Automotive Group to lease vehicles for the Police Department, be received and placed on file for public inspection.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Proposal.

Moved by Commissioner Less that the Proposal received from AEC Fire Safety Security in the amount of $57,669.00 to purchase rescue tools for the Fire Department, be approved and paid for from the General Corporate Fund.

Second by Eichelkraut.

Commissioner Eichelkraut asked if the additional power cot was ordered.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Ordinance.

Moved by Mayor Aussem that an Ordinance authorizing the sale of real property owned by the City of Ottawa and providing public notice thereof for property located at 538 St. George Street, be passed and approved.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Ordinance.

Moved by Mayor Aussem that an Ordinance vacating a portion of a public street known as the courtyard behind Tangled Roots Brewing Company, be passed and approved.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of a lease agreement between the City of Ottawa and the Nell’s Foundation, which has been on file for public inspection since September 6, 2022, be adopted.

Second by Ganiere.

Commissioner Less noted that this is a large investment. He had questions regarding City staff and maintenance. The Mayor responded that our City Staff will not be mowing but instead Nell’s will be using volunteers similar to our arrangement with Dayton Bluffs. Less questioned the $25,000.00 annual fee and $470,000.00 worth of road improvements. The Mayor said it was for the road, water, and sewer. City Engineer Tom Duttlinger, added that $60,000.00 was for water and $60,000.00 was for sewer. The rest was for the road. The Mayor said it’s a reimbursable agreement for Alexis Drive improvements.

Commissioner Eichelkraut wondered if the whole project was around $20,000,000.00.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of an agreement for purchase and sale of municipal real estate between the City of Ottawa and Illinois Valley Public Action to Deliver Shelter for property located at 1120 Canal Street, which has been on file for public inspection since September 13, 2022, be adopted.

Second by Ganiere.

Commissioner Ganiere added that this is a great community project.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution to enter into an agreement for administration and coordination services with NCICG for a Rebuild Illinois Downtown and Main Streets Capital Program Grant on behalf of the City of Ottawa, be received and placed on file for public inspection.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution in Support of passenger rail service and the financial participation in the application to the federal rail administration’s rail corridor identification and development program for the Peoria to Chicago region, be adopted.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Report of Zoning Board of Appeals.

Moved by Mayor Aussem that the Report of the Zoning Board of Appeals meeting held on Thursday, September 15, 2022, considering a variance request from Robert Wawerski for property located at 1024 Chestnut Street, be received and placed on file. Be it further moved, the Council concur with the recommendation of the Zoning Board of Appeals and the variance to allow an accessory structure in the front yard be granted and the follow up Ordinance be passed and approved.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem made a few comments about the RISE Grant. The budget that was submitted included $11,000.00 for public and community outreach efforts, $10,000.00 for researching properties, $12,000.00 for a residential study, $11,000.00 for a short term rental study, $12,000.00 for a short term rental Ordinance (consultant), $5,000.00 for a short term rental Ordinance (City Attorney) and $14,000.00 for a downtown residential and short tern rental impact study. Total project cost is $75,000.00.

Mayor Aussem presented motion to recess.

Moved by Mayor Aussem that this Council recess into Closed Session to discuss matters of collective bargaining.

Second by Less.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried. Council recessed at 7:21 p.m.

Mayor Aussem presented motion to reconvene.

Moved by Mayor Aussem that this Council reconvene from Closed Session.

Second by Less.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented motion to adjourn.

Moved by Mayor Aussem that this regular meeting be adjourned.
