City of Peru Public Services Committee met Aug. 15.

MINUTES
Alderman Waldorf made a motion to approve the Public Services Meeting minutes of July 18, 2022. Alderman Lukosus seconded the motion; motion carried.

WATER & SEWER
Presented a rendering of the N. Peoria Water Tower painting. Alderman Waldorf recommended the thickening of the Peru line and noted the TBM Avenger pointing up. Eric Carls, Director of Engineering and Zoning reported the cylinder of the tank will be grey. Mayor Kolowski recommended a red, white and blue. Alderman Lukosus was in favor. Mr. Carls reported the quote from Putnam County Painting to add a safety handrail for devices to be attached and a mixer will be a key for water quality. Alderman Lukosus asked for intel regarding procedure for tank attachments, accommodations and leasing. Mr. Carls explained there is not a procedure but when we disconnect we will know who’s on the tower.

STREETS & ALLEY
Committee discussed vacating Brennan Drive right-of-way west of Plank Road. Mr. Carls reported both adjacent owners are in favor.
ELECTRIC
Eric Carls, Director of Engineering and Zoning reported on the following:
• Substation preparation is ongoing
• GAF needs assessment being reviewed
• Pohar Crossing underground work starting in a couple months
• Street lights/poles-planning pre-order
Mayor Kolowski asked for Alderman Lukosus to note funding for the water tower painting project add on. Finance Director Justin Miller reported it would be paid out of the utility fund and the project is near budget.
LANDFILL
Mike Perry of Chamlin and Associates reported the IDOT inspection requirement for the deteriorating (Slough Bridge) will result in a significant increase from $4,000 to $30,000. Eric Carls, Director of Engineering and Zoning stated the bridge is deteriorating, and at some point we need to make a decision on what to do and noted three options: discuss a replacement plan, get an inspection and base a decision off the results or close the bridge permanently. Aldermen Waldorf and Buffo both said an inspection needs to happen now, especially because the bridge is nearing its end of the month due date for an inspection. Mr. Carls asked for a straw poll for inspecting or closing at the end of August. Alderman Waldorf asked how to enforce with limit. Mr. Carls noted proper signage would be required to limit liability. Alderman Edgcomb recommended getting the bridge inspected this year and evaluated its future. Committee agreed the inspection, while expensive, was necessary. Mr. Carls said he will move forward with plans for an inspection and the item will be put on the agenda for the next meeting. Mr. Carls stated he didn’t have an exact number on how much replacing the bridge would cost, but it would be at least a $1 million to $2 million project.
AIRPORT
Eric Carls, Director of Engineering and Zoning reported all projects are moving forward. Mr. Carls reported the public works department is performing water and sewer extension. Mr. Carls reported the taxiway project is underway.
CEMETERY

PARKS & RECREATION
Eric Carls, Director of Engineering and Zoning reported on the quote from Vissering Construction in the amount of $482,964.00 on the brick and concrete work Schweickert Stadium Improvements. Committee recommended.
Adam Thorson, Parks, Recreation and Special Events discussed quote from Sportsfields Inc. in the amount of $23,800 for Little League infield renovations at Washington Park. Mr. Thorson explained
the timing of the work limited his ability to get council approval and noted Veteran’s Park was completed last year and was not bid. Alderman Lukosus expressed his concerns with not bidding and a local contractor is concerned about the lack of opportunity to bid. Alderman Payton noted the recommendation with Veteran’s Park was from Pistol Shrimp. Mayor Kolowski acknowledged the error and took responsibility. Corporate Counsel Scott Schweickert noted the bidding component is not a violation of law but is a violation of the finance policy.

Alderman Waldorf made a motion to go into closed session for the discussion of minutes of meetings lawfully closed under the act either for purposes of approval by the body of the minutes or semi annual review of the minutes required by the act. Alderman Edgcomb seconded the motion. Clerk Bartley called the roll with Aldermen Waldorf, Lukosus, Ballard and Edgcomb voting aye; motion carried.
Closed session began at 6:44 p.m.; ended at 6:46 p.m.
