City of Ottawa City Council met Oct. 4.

Here is the minutes provided by the council:

Present: Wayne A. Eichelkraut Jr., James J. Less, and Mayor Daniel F. Aussem. Absent: Thomas G. Ganiere and Marla K. Pearson.

Commissioner Eichelkraut presented minutes of previous meeting.

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, September 20, 2022, be approved as recorded in the permanent files of the City Clerk.

Second by Less.

Ayes: Eichelkraut, Less and Mayor Aussem.

Nays: None. Motion carried.

A public hearing was held for the vacation of a public street known as the St. Columba/Marquette Academy courtyard. Corporation Counsel, Megan Cantlin, explained the details of the vacation and the land swap with the Diocese of Peoria. The Mayor added that this is the last site in town for the superfund cleanup and then Ottawa will be off the list. When no one publicly commenting, the hearing was declared closed at 7:06 p.m.

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of September 30, 2022, in the amount of $478,580.27, be approved and warrants issued. 

Second by Less.

Ayes: Eichelkraut, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Expense Report.

Moved by Commissioner Eichelkraut that the Monthly Expense Report dated October 4, 2022, showing expenses in the amount of $2,211,192.48 be approved and warrants issued.

Second by Less.

Ayes: Eichelkraut, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of a vehicle purchase agreement between the City of Ottawa and Richard S. Corcoran Jr., for two 2019 Ford buses to be used by NCAT, which has been on file for public inspection since September 20, 2022, be adopted.

Second by Less.

Ayes: Eichelkraut, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing execution and amendment of the Downstate Operating Assistance grant agreement for NCAT, be received and placed on file for public inspection.

Second by Less.

Ayes: Eichelkraut, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing and ratifying a master equipment lease purchase agreement #5054 between the City of Ottawa and BB Community Leasing Services Inc., be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of an amendment to the master equipment lease purchase agreement #5054 between the City of Ottawa and BB Community Leasing Services Inc., to purchase a 2022 Ford F550 truck, which has been on file for public inspection since September 20, 2022, be adopted. 

Second by Eichelkraut.

Ayes: Eichelkraut, Less and Mayor Aussem.

Nays: Less. Motion carried.

Mayor Aussem presented Motion.

Moved by Mayor Aussem that the Bid accepted from Ruiz Construction Company for the 2022 Curb Replacement Project be reapproved in the correct total amount of $550,433.00 due to a scrivener’s error.

Second by Eichelkraut.

Ayes: Eichelkraut, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Quote.

Moved by Mayor Aussem that the Quote received from Bill Walsh Automotive Group in the amount of $48,284.00 to purchase a 2022 Chevrolet Silverado 2500 Truck, be accepted and paid for from the General Corporate Fund.

Second by Eichelkraut.

Ayes: Eichelkraut, Less and Mayor Aussem.

Nays: Less. Motion carried.

Mayor Aussem presented Quote.

Moved by Mayor Aussem that the Quote received from US Tennis Court Construction in the amount of $9,600.00 for the Thornton Park pickleball and tennis posts and nets, be accepted and paid for from the Thornton Park Fund.

Second by Eichelkraut.

Ayes: Eichelkraut, Less and Mayor Aussem.

Nays: Less. Motion carried.

Moved by Commissioner Less that the Report of Police Chief, Brent A. Roalson, for the month of September 2022, be received and placed on file.

Second by Eichelkraut.

Nays: Less. Motion carried.

Commissioner Less presented Report of Fire Chief.

Moved by Commissioner Less that the Report of Fire Chief, Brian Bressner, for the month of September 2022, be received and placed on file.

Second by Eichelkraut.

Ayes: Eichelkraut, Less and Mayor Aussem.

Nays: Less. Motion carried.

Commissioner Less presented Resolution.

Moved by Commissioner Less that a Resolution authorizing the execution of a lease agreement between the City of Ottawa and the Bill Walsh Automotive Group to lease vehicles for the Police Department, which has been on file for public inspection since September 20, 2022, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Report of Registrar.

Moved by Mayor Aussem that the Report of Registrar, Shelly L. Munks, for the month of September 2022, be received and placed on file.

Second by Less.

Ayes: Eichelkraut, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Report of Parking Administration.

Moved by Mayor Aussem that the Report of the Parking Administration Department showing fines collected of $1,790.00, for the month of September 2022, be received and placed on file.

Second by Eichelkraut.

Nays: None. Motion carried.

Mayor Aussem presented Report of Building Official.

Moved by Mayor Aussem that the Report of Building Official, Mathew W. Stafford, for the month of September 2022, be received and placed on file.

Second by Eichelkraut.

Ayes: Eichelkraut, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Report of Sidewalk Program.

Moved by Mayor Aussem that the Report of the Sidewalk Program showing 2 participants in the amount of $662.00 for the month of September 2022, be approved and paid for from the General Corporate Fund.

Second by Eichelkraut.

Ayes: Eichelkraut, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing and ratifying the execution of an agreement for purchase and sale of municipal real estate between the City of Ottawa and Illinois Valley Public Action to Deliver Shelter for property located at 1120 Canal Street, which has been on file for public inspection since September 20, 2022, be adopted. 

Second by Eichelkraut.

Ayes: Eichelkraut, Less and Mayor Aussem.

Nays: None. Motion carried

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution to enter into an agreement for administration and coordination services with NCICG for a Rebuild Illinois Downtown and Main Streets Capital Program Grant on behalf of the City of Ottawa, which has been on file for public inspection since September 20, 2022, be adopted.

Second by Less.

Ayes: Eichelkraut, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution of Support and Commitment of Funds for the Urban and Community Forestry Grant Program, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution accepting a grant and dedication of real property from the Diocese of Peoria, known as the Marquette Environmental Covenant Parcel, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Ordinance.

Moved by Mayor Aussem that an Ordinance vacating a portion of a public street known as the St. Columba Marquette Academy courtyard, be passed and approved. 

Second by Eichelkraut.

Ayes: Eichelkraut, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Auseem presented Quotes.

Moved by Mayor Aussem that the demolition Quotes received from Grand Rapids Enterprises Inc. in the amounts of $22,300.00 for 1924 Pratt Lane, $19,400.00 for 221 Deleon Street, $18,500.00 for 513 St. George Street, and 819 Canal Street, all be approved and paid for from the Grant proceeds.

Second by Eichelkraut.

Ayes: Eichelkraut, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem reminded that the 1st Annual Smoketober Fest is scheduled for this Saturday. He also added that a ribbon cutting was held earlier for the Sainte Genevieve Boat and they are now open for business.

Mayor Aussem presented motion to adjourn.

Moved by Mayor Aussem that this regular meeting be adjourned.

Second by Less.

Nays: None. Motion carried. Council adjourned at 7:17 p.m.
