City of Ottawa City Council met Oct. 18

City of Ottawa City Council met Oct. 18.

Here are the minutes provided by the council:

Present: Thomas G. Ganiere, Marla K. Pearson, James J. Less, and Mayor Daniel F. Aussem.

Absent: Wayne A. Eichelkraut Jr.

Mayor Aussem presented minutes of previous meeting.

Moved by Mayor Aussem that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, October 4, 2022, be approved as recorded in the permanent files of the City Clerk.

Second by Ganiere.

Ayes: Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Biweekly Salary Payroll.

Moved by Mayor Aussem that the Biweekly Salary Payroll of October 14, 2022, in the amount of $506,592.78, be approved and warrants issued.

Second by Pearson.

Ayes: Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Monthly Expense Report.

Moved by Mayor Aussem that the Monthly Expense Report dated October 18, 2022, showing expenses in the amount of $2,893,840.20, be approved and warrants issued. Second by Pearson.

Commissioner Less questioned the Pecover bill under the Playground/Recreation list. He added that the Council approved a Quote at the 9/6/22 meeting for $20,900.00 and another Quote for $8,000.00 both for Thornton Park painting.

Mayor Aussem then moved that the Pecover expenditure for $29,900.00 be held for review and clarification.

Second by Less.

Ayes: Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Monthly Financial Report.

Moved by Mayor Aussem that the Monthly Financial Report of City Clerk, Shelly L. Munks, for the month of September 2022, be received and placed on file.

Second by Ganiere.

Ayes: Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing execution and amendment of the Downstate Operating Assistance grant agreement for NCAT, which has been on file for public inspection since October 4, 2022, be adopted.

Second by Ganiere.

Ayes: Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Ganiere presented Resolution.

Moved by Commissioner Ganiere that a Resolution authorizing the execution of an agreement for professional services between the City of Ottawa and Fehr Graham, for the new Fox River Wastewater Treatment Plant, be received and placed on file for public inspection.

Second by Pearson.

Ayes: Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less noted that the Ottawa Fire Department received a $3800.00+ grant to purchase brush equipment from Compeer Financial.

Mayor Aussem presented Ordinance.

Moved by Mayor Aussem that an Ordinance approving and adopting the drainage report for the City of Ottawa’s Green Street improvements and authorizing a 3 culvert project design as presented by scenario 4 for the Green Street elevation project, be passed and approved.

Second by Ganiere.

Ayes: Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution approving and adopting the downtown design guidelines for the City of Ottawa, be passed and approved.

Second by Pearson.

Ayes: Ganiere, Pearson, Less and Mayor Aussem.

Nays: Less. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of a sale of public property agreement between the City of Ottawa and Margaret Wagner for property located at 1707 Mulberry Street, be received and placed on file for public inspection.

Second by Less.

Ayes: Ganiere, Pearson, Less and Mayor Aussem.

Nays: Less. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of a sale of public property agreement between the City of Ottawa and Mark Hall for property located at 738 E. Superior Street, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Ganiere, Pearson, Less and Mayor Aussem.

Nays: Less. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of a sale of public property agreement between the City of Ottawa and Greg Gebhardt for property located at 545 Christie Street, be received and placed on file for public inspection.

Second by Pearson.

Ayes: Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of a sale of public property agreement between the City of Ottawa and Heiss Welding for property located at 924 W. Marquette Street, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented motion to adjourn.

Moved by Mayor Aussem that this regular meeting be adjourned.

Second by Less.

Ayes: Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried. Council adjourned at 7:14 p.m.
