City of LaSalle City Council met Oct. 31.

Here are the minutes provided by the council:

A regular meeting of the La Salle City Council of La Salle, Illinois was held at 6:30 p.m. with Mayor Jeff Grove presiding with proper notices being duly and continuously posted.

The meeting was called to order at 6:30 p.m.

PLEDGE OF ALLEGIANCE

Present - Mayor Grove, Aldermen Bacidore, Thompson, Ptak, Reynolds, Lavieri, Herndon, Crane Excused Absence - Alderman Jeppson

A quorum was present.

APPROVAL OF MINUTES

Moved by Alderman Reynolds and seconded by Alderman Thompson to accept and place on file the Minutes of the Regular Meeting of the City Council held October 17, 2022. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

DISCUSSION AND POTENTIAL ACTION ON THE FOLLOWING PETITIONS: Moved by Alderman Lavieri and seconded by Alderman Crane to approve the request from Ameren Illinois to break ground at:

● 1016 Third Street to install gas service.’

● 229 Union Street to repair class three below grade.

Voice vote, all ayes. Motion carried.

Moved by Alderman Ptak and seconded by Alderman Reynolds to approve the request from Peaces of Fashion to install a non-illuminated, single-facing wall sign at 918 First Street. Voice vote, all ayes. Motion carried.

Moved by Alderman Thompson and seconded by Alderman Herndon to approve the request from Kim Radek-Hall, on behalf of the Zonta Club, to place signs for their “Zonta says NO” campaign on Bucklin Street from November 25 to December 10.

Voice vote, all ayes. Motion carried.

Moved by Alderman Bacidore to send a request from Charles Reed of 142 9th St. for a handicapped parking space to the Streets, Alleys, and Traffic Committee meeting in two weeks.

Moved by Alderman Lavieri and seconded by Alderman Herndon to send the request from Dean and Dawn Tieman to change the zoning of 737 Eighth Street from R-4, Multiple Dwelling, to C-2, Commercial to the Planning Commission.

Voice vote, all ayes. Motion carried.

Mayor Grove mentioned that the Tieman’s purchased the home behind their current building on 8th and Joliet. They plan on tearing the residence down so then they can add on to their current commercial property. Engineer Brown believes that Tieman’s are planning on building something small next to their current building but attaching on to it.

REPORTS OF CITY OFFICERS

Moved by Alderman Ptak and seconded by Alderman Lavieri to accept and place on file the Treasurer's Report for September 2022 showing total cash balances in LaSalle State Bank of $15,383,874.81 and Hometown National Bank of $6,228,373.35

Voice vote, all ayes. Motion carried.

Moved by Alderman Herndon and seconded by Alderman Reynolds to accept and place on file the Monthly Police Report for October 2022 showing total fees collected of $6,266.77. Voice vote, all ayes. Motion carried.

OLD BUSINESS

Moved by Alderman Lavieri and seconded by Alderman Crane to pay and authorize Pay Estimate #1 & Final for John Pohar & Sons, Inc. totaling $164,365.80 for work completed to date on Donahue Street / Baker Avenue emergency sanitary sewer replacement project.

Moved by Alderman Lavieri and seconded by Alderman Lavieri to pay and authorize payment #2 to Ladzinski Cement Finishing Company totaling $87,078.67 for work completed to the date on 2022 sidewalk Improvement projects.

Moved by Alderman Lavieri and seconded by Alderman Thompson to Pay and authorize a quote from Hoerr Construction Inc totaling $245,050 for aluminum storm sewer lining on 6th Street from Marquette to Gooding Streets and Wright Street 220 ft to the West.

Engineer Brown mentioned that Hoerr is the only local one to do this line of work. Brown stated that this bid/quote was a very good price. Alderman Crane does agree that this is the city’s best option at this point. This way that Hoerr will do this will be less intrusive. Brown mentioned that

they were having issues with the 248 stretches, with this being an emergency repair. This will be winter work.

Moved by Alderman Herndon and seconded by Alderman Reynolds to pay and authorize payment to Ace in the Hole inc. totaling $14,994.08 for work completed to date on 2022 chip seal catching project.

Brown pointed out that Ace in the Hole, Inc. did donate some small repairs at Rotary Park.

Moved by Alderman Lavieri and seconded Alderman Crane to pay and authorize pay estimate #4 and final to Advanced Asphalt Company totaling $71,834.48 for work completed to date on 24th Street/Wenzel Road Project.

Brown mentioned that with this being the final payment to Advanced for this project, LaSalle will calculate all the costs and will get Peru’s portion and what they have remaining to the city. This was a 25/75 split.

Moved by Alderman Lavieri and seconded by Alderman Herndon to pay and authorize Pay Estimate #1 to Universal Asphalt & Excavating Inc. totaling $64,903.05 for work completed to date on 2022 Ameren Clean up Road repair project.

Engineer Brown mentioned how this was $530,000 earmarked for this project. Brown then mentioned how he sent a complaint letter in regards to the road damage that was done from all the trucks on the roads. They had deducted $250,000 from their original $530,000 for road repairs. The city then received the other $280,000 forgiven because the city did not get the flows that were promised. The city had to agree with Ameren and D construction to close out the project by agreeing to pave.

Alderman Crane asked about the 1st St. project plan and Brown stated that he will be working on the design this winter. The city is looking to work on Bucklin and East and possibly replacing the water main for that area. The city also hopes to repair the wall and fix the drainage in front of the depot.

Deputy Bader spoke of writing a letter in regards to the Safe-T Act to the state’s attorney. Attorney McPhedran prepared a draft proclamation for the council to review. Meyers, Flowers, Bruno, McPhedran & Herrmann. LLC are assistants in the civil division of the LaSalle County state’s Attorney’s office. McPhedran stated that he is not presently aware of any other community that has taken any other action such as this. He mentioned that it is clear that the drafted proclamation does not have specific jurisdiction or binding legal effect. Mayor supports the council if they want to go forward with this resolution.

Moved by Alderman Reynolds and seconded by Alderman Lavieri to put into action a resolution regarding the Safe-T Act. It is a proclamation in support of the LaSalle County State Attorney and LaSalle County Sheriff in regard to the legal challenge to the statue, commonly known as the Safe-T Act. Each and every alderman has a copy.

Deputy Bader also mentioned that he did receive a revised route for the Ifiber at LP. They will be moving to the north side of 5th st. This has seemed to have addressed all concerns. There is a water main on the south side of 5th St. and this was a concern of Brown’s. The fiber will be moved to the northside so there will be no conflict. This will all be done through the grass and underground. There will be no damage to pavement. Mayor asked for a straw vote from council members and all were in agreement to it.

NEW BUSINESS

Alderman Crane mentioned that he spoke with a resident at 852 26th st. They had some road repairs recently. The makeshift curb was there but with the road repair, it was ripped out and not put back how it once was. Crane is looking to get a curb for this resident from the corner to the driveway. Alderman Bacidore will put it on the agenda for the next Streets, Alleys, and Traffic Committee meeting in two weeks.

Alderman Herndon just wanted to mention how he appreciates Bader working with Ameren to figure out the streetlight situation on North Joliet St. He believes that there does need to be at least one more street light added on North Joliet St.

Alderman Thompson mentioned there are definitely more electric or gas bicycles around. He would like to look into an ordinance into requiring lighting on those vehicles. It is currently state law for a headlight on at all times for motorcycles. Thompson feels that it is necessary for these bicycles owners to be required to have a light on at all times for their safety. Mayor asked Bader to check other cities to see if there are any light ordinances out there.

Alderman Bacidore received a phone call from Mrs. Halerick on 10th/Bucklin. She was trying to call and get information about the garbage cans from the City Hall. She said that she could not get through to anyone. Bacidore’s concern is that everyone is working out at the light show. Mayor mentioned that the garbage situation is not happening until February and if anyone leaves a message at City Hall, it will be returned.

Alderman Bacidore is still unsure as to why off duty police officers are working out at the light show. The city is currently keeping track of all Public Works employees that are working and setting up the lights. Mayor will be able to share this info once the setup is complete. There is a lot more work that goes into the lights this year because there are approximately 450 light displays. Alderman Bacidore does not think it is necessary to pay an off duty officer, who is probably making $80, with salary, overtime, and pension included.

The Festival's opening night will be November 11th. Three schools were added this year to help work the light nights. Dimmick, Waltham, and LP Christian School will receive 50% of the earnings from their nights.

Mayor wanted to appreciate Brian Brown for all the road projects that were done this year. Mayor also mentioned that the driveway approaching north of Eddie’s Pet Shop will not get done until spring.

The yard waste site is now Every Saturday from 8am-4pm

Mayor Grove wanted to appreciate all LaSalle downtown businesses, LPAC, Public Works, and Ax Church for the LaSalle Halloween Event. There were approximately 375 Halloween bags handed out that afternoon.

DISCUSSION AND POTENTIAL ACTION ON THE FOLLOWING ADDITIONAL ORDINANCES/RESOLUTIONS:

Move by Alderman Reynolds and seconded by Alderman Crane to approve an ordinance amending Title V: Public Works, Chapter 51 – sewers on the City of LaSalle Code, amending ordinances enacting a general pretreatment program, regulating the use of sewers and providing penalties for violations thereof in the city of LaSalle – Public Works LaSalle, Illinois. Each and every alderman has a copy.

Move by Alderman Lavieri and seconded by Alderman Reynolds to approve ordinance authorizing the city of La Salle, La Salle County, Illinois to borrow funds from the Illinois public water supply Loan program and amending ordinance number 2970. Each and every alderman has a copy.

Move by Alderman Reynolds and seconded by Alderman Crane to approve a resolution authorizing City representative to execute public water supply revolving fund low-interest loan application and related documents and amending resolution 202203. Each and every alderman has a copy.

COMMENTS

Alderman Lavieri mentioned that the County awarded $1 million in American Rescue Funds to Lighted Way.

Alderman Crane mentioned a bill for $7,000 mowing and this was now the 3rd time for such a rental. The city now has the right mower and these rentals should go away.

The city is currently working on a Nov. 14th meeting with CL Enterprises. There is no new information on the rebuilding of the KFC.

There were no more questions or comments from the public.

Moved by Alderman Ptak and seconded by Alderman Reynolds to accept, pay, and place on file bills for October 17, 2022 with Total Submitted: $1,699,427.85 (Total Payroll $180,527.85, Bills to be Paid $155,975.81, Total Bills Paid $1,362,924.19).
