City of Ottawa City Council met Nov. 1.

Here is the minutes provided by the council:

Present: Wayne A. Eichelkraut Jr., Marla K. Pearson, James J. Less, and Mayor Daniel F. Aussem.

Absent: Thomas G. Ganiere.

Commissioner Eichelkraut presented minutes of previous meeting.

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, October 18, 2022, be approved as recorded in the permanent files of the City Clerk.

Second by Pearson.

Ayes: Eichelkraut, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Roy Soffe, of 417 Cornell Street, alerted the Council to an abandoned house at 413 Cornell Street. He believes the house is vacant and has a rodent problem. Marie Smith, of 312 W. Center Street also complained about the condition of 413 Cornell Street and added that there a lot of cats.

As part of the Kiwanis Club’s observation of “Kid’s Day”, students from Shepherd Middle School and Marquette Academy filled various offices. Seated to act for the evening as their counterpart were:

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of October 28, 2022, in the amount of $505,486.47, be approved and warrants issued.

Second by Pearson.

Ayes: Eichelkraut, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Expense Report.

Moved by Commissioner Eichelkraut that the Monthly Expense Report dated November 1, 2022, showing expenses in the amount of $1,732,316.94, be approved and warrants issued.

Second by Pearson.

Ayes: Eichelkraut, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Annual Financial Report.

Moved by Commissioner Eichelkraut that the Annual Financial Report of City Clerk, Shelly L. Munks, for fiscal year 22, be received and placed on file.

Second by Pearson.

Ayes: Eichelkraut, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of an amendment to the vehicle lease agreement between the City of Ottawa and St. Margaret’s Health, regarding a leased bus modification, be received and placed on file for public inspection.

Second by Pearson.

Ayes: Eichelkraut, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of the 5311 grant agreement between the City of Ottawa and the Illinois Department of Transportation for NCAT, be received and placed on file for public inspection. 

Second by Pearson.

Ayes: Eichelkraut, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of an agreement for professional services between the City of Ottawa and Fehr Graham, for the new Fox River Wastewater Treatment Plant, which has been on file for public inspection since October 18, 2022, be adopted.

Second by Pearson.

Ayes: Eichelkraut, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of an inspection and maintenance agreement between the City of Ottawa and Altorfer Power Systems, for 5 generators for the Water Department, be received and placed on file for public inspection.

Second by Less.

Ayes: Eichelkraut, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Pearson presented Resolution.

Moved by Commissioner Pearson that a Resolution requesting permission from the Illinois Department of Transportation to temporarily close LaSalle Street from 5:45p.m. until 7:30p.m. on Friday, November 25, 2022, for the annual Festival of Lights Parade, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Pearson presented Resolution.

Moved by Commissioner Pearson that a Resolution authorizing the execution of an agreement between the City of Ottawa and J & M Displays Inc., for fireworks on Friday, November 25, 2022, be received and placed on file for public inspection. Second by Eichelkraut.

Ayes: Eichelkraut, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Report of Police Chief.

Moved by Commissioner Less that the Report of Police Chief, Brent A. Roalson, for the month of October 2022, be received and placed on file.

Second by Pearson.

Ayes: Eichelkraut, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Report of Fire Chief.

Moved by Commissioner Less that the Report of Fire Chief, Brian Bressner, for the month of October 2022, be received and placed on file.

Second by Pearson.

Ayes: Eichelkraut, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Resolution.

Moved by Commissioner Less that a Resolution authorizing the execution of an intergovernmental agreement between the City of Ottawa and the Village of Naplate, regarding emergency medical services, be received and placed on file for public inspection.

Second by Eichelkraut.

Ayes: Eichelkraut, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Quotes.

Moved by Commissioner Less that the Quotes received from Axon Enterprises Inc. in the amount of $462,929.90, for fleet, body, and booking cameras, for the Ottawa Police Department, be accepted, approved, and paid for from the DUI and Drug Funds. 

Second by Eichelkraut.

Ayes: Eichelkraut, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Report of Registrar.

Moved by Mayor Aussem that the Report of Registrar, Shelly L. Munks, for the month of October 2022, be received and placed on file.

Second by Less.

Mayor Aussem presented Report of Parking Administration.

Moved by Mayor Aussem that the Report of the Parking Administration Department showing fines collected of $2,830.00 for the month of October 2022, be received and placed on file.

Second by Pearson.

Mayor Aussem presented Report of Building Official.

Moved by Mayor Aussem that the Report of Building Official, Mathew W. Stafford, for the month of October 2022, be received and placed on file.

Second by Eichelkraut.

Nays: None. Motion carried.

Mayor Aussem presented Report of Sidewalk Program.

Moved by Mayor Aussem that the Report of the Sidewalk Program showing 4 participants in the amount of $4,712.00 for the month of October 2022, be approved and paid for from the General Corporate Fund.

Second by Eichelkraut.

Ayes: Eichelkraut, Pearson, Less and Mayor Aussem.

Nays: Less. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of a sale of public property agreement between the City of Ottawa and Margaret Wagner for property located at 1707 Mulberry Street, which has been on file for public inspection since October 18, 2022, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Pearson, Less and Mayor Aussem.

Nays: Less. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of a sale of public property agreement between the City of Ottawa and Dean Weitz for property located at 110 15th Avenue, be received and placed on file for public inspection. Second by Eichelkraut.

Ayes: Eichelkraut, Pearson, Less and Mayor Aussem.

Nays: Less. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of a sale of public property agreement between the City of Ottawa and Mark Hall for property located at 738 E. Superior Street, which has been on file for public inspection since October 18, 2022, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Pearson, Less and Mayor Aussem.

Nays: Less. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of a sale of public property agreement between the City of Ottawa and Greg Gebhardt for property located at 545 Christie Street, which has been on file for public inspection since October 18, 2022, be adopted.

Second by Pearson.

Ayes: Eichelkraut, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of a sale of public property agreement between the City of Ottawa and Heiss Welding for property located at 924 W. Marquette Street, which has been on file for public inspection since October 18, 2022, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the Mayor to execute engagement agreements between the City of Ottawa and Stanard and Associates for police officer entry level testing, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Proposal.

Moved by Mayor Aussem that the Proposal received from Midwest Environmental Consulting Services in the amount of $11,170.00 for the asbestos abatement at 819 Canal Street, be approved and paid for from the grant funds.

Second by Eichelkraut.

Ayes: Eichelkraut, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Report of Plan Commission.

Moved by Mayor Aussem that the Report of the Plan Commission meeting held on Monday, October 24, 2022, considering a conditional use permit request for a double drive thru facility for Culver’s located at 3001 Fairfield Lane, be received and placed on file. Be it further moved, the Council concur with the recommendation of the Plan Commission and the conditional use permit be granted and the follow up Ordinance be passed and approved.

Second by Eichelkraut.

Ayes: Eichelkraut, Pearson, Less and Mayor Aussem.

Mayor Aussem presented Bids.

Moved by Mayor Aussem that the Bids received for 538 St. George Street all be received and referred to Staff for review and recommendation.

Second by Eichelkraut.

Nays: None. Motion carried.

Mayor Aussem presented motion to adjourn.

Moved by Mayor Aussem that this regular meeting be adjourned.
