City of Peru City Council met Oct. 24

Here is the minutes provided by the council:

A regular meeting of the Peru City Council was called to order by Mayor Ken Kolowski in the Peru City Council Chambers at 7:00 p.m.

City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo present; Mayor Kolowski present.

All joined in the Pledge of Allegiance to the Flag of the United States of America. Mayor Kolowski asked for a moment of silence for the passing of Roger Chamlin. Clerk Bartley read the following:

Roger John Chamlin, 82, of Peru, passed away Wednesday, October 19, 2022. Roger passed peacefully at home surrounded by his loving wife and children last Wednesday.

Roger was born in the Illinois Valley to Casimir and Josephine Chamlin.

Mr. Chamlin attended Peru Grade School and LaSalle Peru Township High School where he was Vice President of the class of '58 for 4 years and enjoyed playing football and was captain of the track and swimming teams. Mr. Chamlin married the love of his life, Anida Miller, in 1963 and over the years welcomed four children into their family. In 1966, after working as an architect in Milwaukee, Roger and his family moved back to Peru where he joined the engineering firm Chamlin & Associates, which was founded by his father in 1952. He served on the Board of Directors and enjoyed a 50-year career with the firm serving local communities as city engineer. The legacy of Mr. Chamlin's work can be seen throughout the Illinois Valley including the Illinois Valley Regional Airport and the Morris Municipal Airport, Baker Lake Park and countless roads, bridges and other municipal works. Mr. Chamlin took great pride in the City of Peru, its infrastructure, and economic development, grant writing contributions. Finally… the comradery of working with Mayor Baker and the City Council and the post-game cards and humor. We offer our deepest sympathies to his family and thank him for his hard work and love for Peru.

PUBLIC COMMENT

PRESENTATION

MINUTES/FINANCIAL REPORTS/ACTIVITY REPORTS

Mayor Kolowski presented the Regular Minutes of October 10, 2022, Building Permit Report-3rd Quarter and Peru Police Department Monthly Report for September 2022. Alderman Waldorf made a motion the minutes be received and placed on file. Alderman Payton seconded the motion; motion carried.

FINANCE AND SAFETY COMMITTEE

Alderman Buffo presented the following disbursements for payment on October 26, 2022:

Alderman Buffo made a motion the disbursements be received, placed on file and the bills be paid in the usual manner. Alderman Payton seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.

PUBLIC SERVICES COMMITTEE

Alderman Edgcomb made a motion to approve pole inspection and treatment quote from Osmose in the amount of $20,729.86. Alderman Waldorf seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.

PSM/Fire Chief Jeff King reported the leaf vacuum started making its rounds and reminded residents of proper leaf pickup practices.

• Residents should have their leaves by the curb no later than 7 a.m. on their scheduled day. 

• Collection schedules of the vacuuming routes can be found on the city’s website at https://www.peru.il.us/ or city’s calendar. Leaves should be raked within three feet of the curb, but not in the street.

• Residents shouldn’t rake twigs, brush, branches, rocks, garbage, plants or grass clippings into the leaf piles. Leaves shouldn’t be bagged or canned.

• Once the leaf vacuum has passed a residence, it will not make a return trip. Residents should make sure they have their leaves ready to go on their scheduled pickup day.

• Warned residents not to park their cars near the leaf piles, to give the public works team enough space to vacuum them.

Aldermen also warned against leaves being raked into the street and clogging the city’s catch basins. Residents are asked if they see leaves in the catch basins, to either clear them or call the city’s public works department at 815-223-2962.

POLICE AND FIRE COMMITTEE

REPORT OF CITY ATTOREY/ORDINANCES AND RESOLUTIONS

Corporate Counsel Scott Schweickert present the minutes of Planning/Zoning Commission hearing held on October 19, 2022 as prayed for by the petition of Anthony Cielenski concerning property located at 2016 12th Street, Peru, IL. Alderman Lukosus made a motion the minutes be received, placed on file and concur with the recommendation. Alderman Buffo seconded the motion; motion carried.

Corporate Counsel Scott Schweickert present the minutes of Planning/Zoning Commission hearing held on October 19, 2022 as prayed for by the petition OP Storage, LLC d/b/a U-Store It concerning property located at 1050 38th Street, Peru, IL. Alderman Payton made a motion the minutes be received, placed on file and concur with the recommendation. Alderman Edgcomb seconded the motion; motion carried.

Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

ORDINANCE NO. 6690 

AN ORDINANCE ESTABLISHING MEETING DATES FOR THE CITY OF PERU PARKS AND RECREATION ADVISORY BOARD FOR CALENDAR YEAR 2023

Alderman Waldorf made a motion the ordinance be adopted as written and read. Alderman Buffo seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.

Alderman Tieman made a motion the ordinance be adopted as written and read. Alderman Waldorf seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.

Alderman Tieman made a motion the ordinance be adopted as written and read. Alderman Sapienza seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.

Alderman Waldorf made a motion the ordinance be adopted as written and read. Alderman Lukosus seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.

Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

ORDINANCE NO. 6695 

AN ORDINANCE AMENDING ORDINANCE NO. 6684 ENTITLED: “AN ORDINANCE FIXING WAGES FOR EMPLOYEES OF THE CITY OF PERU, ILLINOIS COMMENCING MAY 1, 2022 AND ENDING APRIL 30, 2023” 

Alderman Waldorf made a motion the ordinance be adopted as written and read. Alderman Lukosus seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.

Corporate Counsel Scott Schweickert presented a proposed resolution entitled:

RESOLUTION NO. 2022-14 

RESOLUTION AUTHORIZING AND APPROVING VACATION TIME INCENTIVE FOR THE NEWLY-HIRED CITY OF PERU ELECTIC OPERATIONS MANAGER 

Alderman Lukosus made a motion the resolution be adopted as written and read. Alderman Waldorf seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.

Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

ORDINANCE NO. 6696 

AN ORDINANCE APPOINTING CITY OF PERU’S REPRESNTATIVE TO THE ILLINOIS MUNICIPAL ELECTRIC AGENCY BOARD OF DIRECTORS 

Alderman Lukosus made a motion the ordinance be adopted as written and read. Alderman Payton seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; motion carried.

MAYOR’S NOTES

Mayor Kolowski offered condolences on the passing of Roger Chamlin.

Adam Thorson, Director of Parks, Recreation and Special Events reported on the upcoming events:

• Halloween in the Park-October 29th from 1pm-3pm at Washington Park

• Trick-or-Treat-October 31st from 5pm-7pm

• Christmas Parade-December 3rd at 5pm

Justin Miller, Director of Finance reported it would be his last meeting and thanked the city for their support.

Alderman Payton made a motion that the meeting be adjourned. Alderman Lukosus seconded the motion and motion carried. Meeting adjourned at 7:15 p.m.
