City of Lasalle City Council met Nov. 14

Here is the minutes provided by the council:

A regular meeting of the La Salle City Council of La Salle, Illinois was held at 6:30 p.m. with Mayor Jeff Grove presiding with proper notices being duly and continuously posted. 

The meeting was called to order at 7:00 p.m. 

PLEDGE OF ALLEGIANCE 

ROLL CALL 

Present - Mayor Grove, Aldermen Bacidore, Thompson, Ptak, Reynolds, Lavieri, Herndon, Jeppson, Crane

Absent - NONE 

A quorum was present.

Others Present: Deputy Clerk Brent Bader, Finance Director John Duncan, Fire Chief Jerry Janick, Attorney Patrick Hermann

APPROVAL OF MINUTES 

Moved by Alderman Reynolds and seconded by Alderman Thompson to accept and place on file the Amended Minutes of the Regular Meeting of the City Council held October 31, 2022. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

DISCUSSION AND POTENTIAL ACTION ON THE FOLLOWING PETITIONS: 

Moved by Alderman Herndon and seconded by Alderman Crane to approve the request from Ameren Illinois to break ground at:

• 852 Walnut Street to replace a broken transformer pole.

• 737 8th Street to retire gas service for demolition.

Voice vote, all ayes. Motion carried.

REPORTS OF CITY OFFICERS 

Moved by Alderman Bacidore and seconded by Alderman Thompson to accept and place on file the Building Inspector’s Report for October 2022 showing total fees collected of $1,334.00 with total value of construction of $3,703,848.00

Voice vote, all ayes. Motion carried.

COMMUNICATIONS 

Moved by Alderman Ptak and seconded by Alderman Lavieri to approve the Illinois Department of Revenue report showing sales tax collected for August 2022 of $94,940.87 and Home Rules Sales Tax of $84,966.78 for a total of $179,907.65.

Voice vote, all ayes. Motion carried.

STANDING COMMITTEES 

Moved by Alderman Ptak and seconded by Alderman Lavieri to accept the bid from Fire Service for $285,000.00 for the purchase of a 2022 Ford F550 Diesel ambulance.

Moved by Alderman Bacidore and seconded by Alderman Ptak to approve the recommendation of the Streets, Alleys, and Traffic Committee regarding a request for a handicapped parking sign at 142 9th St.

MOTION CARRIED: 8-0 

Moved by Alderman Bacidore and seconded by Alderman Reynolds to approve the recommendation of the Streets, Alleys and Traffic Committee regarding a request to remove a handicapped parking sign at 832 Ninth Street.

Moved by Alderman Bacidore and seconded by Alderman Herndon to approve the request the recommendation of the Streets, Alleys and Traffic Committee to install temporary reflective poles in front of 852 26th Street and to revisit the curb concern in the spring time.

OLD BUSINESS 

Moved by Alderman Lavieri and seconded by Alderman Reynolds to confirm straw vote regarding approval of a revised fiber line for a previously approved request to install Comcast facilities for service to LaSalle-Peru Township High School.

MOTION CARRIED: 8-0 

Moved by Alderman Ptak and seconded by Alderman Reynolds to pay and authorize payment #4 for Vissering Construction Company totaling $26,766.90 for work completed to date on the Aerobic Digester Conversion project.

Moved by Alderman Lavieri and seconded by Alderman Jeppson to pay and authorize pay request #3 and Final for Ladzinski Cement Finishing Co. Totaling $6,596.15 for work completed to date on the 2022 Sidewalk Improvements project.

NEW BUSINESS 

Mayor mentioned that City Leaf Vac is caught up for the time being. He is not going to make the call that they are done for the season because they may need to do one more pickup for the year. Two city employees did volunteer to do the leaf vac on Friday, Veteran’s Day. They did receive time and a half, not double time. Mayor is thinking one more Saturday, December 3rd, for the Leaf Drop Off site and it will be closed for the season. The Wednesday time is shutting down early because the road is being used for the Celebration of Lights.

Celebration of Lights officially opened up Friday, November 11th. Ten area schools will participate this year as volunteers to work the Celebration of Lights and with a portion of the proceeds go back to those districts.

Mayor also mentioned how there is a Celebration of Light ornament to commemorate the 10 year anniversary of the lights. The city will plan to have a new ornament created every year.

DISCUSSION AND POTENTIAL ACTION ON THE FOLLOWING ADDITIONAL ORDINANCES/RESOLUTIONS: 

Alderman Thompson asked about any progress into the appropriate wording for a bike/light ordinance. Bader mentioned not having a chance to look into other town’s ordinances and will get it on a future agenda very soon. Alderman Thompson suggested using the motorcycle ordinance in regard to appropriate lighting at night. It is currently a state law for motorcycles.

COMMENTS 

No update from the 1st St project and Mayor was unsure if they will hear back from them. 

APPROVAL OF BILLS 

Moved by Alderman Ptak and seconded by Alderman Lavieri to accept, pay, and place on file bills for October 31, 2022 with Total Submitted: $1,214,019.02 (Total Payroll $201,604.37, Bills to be Paid $170,280.13, Total Bills Paid $842,133.52).

Each and every alderman has a copy.
