City of Ottawa City Council met Dec. 6.

Here is the minutes provided by the council:

Present: Wayne A. Eichelkraut Jr., Thomas G. Ganiere, Marla K. Pearson, James J. Less, and Mayor Daniel F. Aussem.

Absent: None.

Commissioner Eichelkraut presented minutes of previous meeting.

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, November 15, 2022, be approved as recorded in the permanent files of the City Clerk.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of November 25, 2022, in the amount of $504,540.58, be approved and warrants issued. Second by Less.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Expense Report.

Moved by Commissioner Eichelkraut that the Monthly Expense Report dated December 6, 2022, showing expenses in the amount of $2,481,253.26, be approved and warrants issued.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Ordinance.

Moved by Commissioner Eichelkraut that an Ordinance abating the tax heretofore levied for the year 2022 to pay debt service on $2.485 million dollars of taxable general obligation bonds alternate revenue source of the City of Ottawa, LaSalle County, Illinois, be passed and approved.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Ordinance.

Moved by Commissioner Eichelkraut that an Ordinance abating the tax heretofore levied for the year 2022 to pay the principal of and interest on $4.770 million dollars of general obligation bonds waterworks and sewerage system alternate revenue source Series 2017, of the City of Ottawa, LaSalle County, Illinois, be passed and approved. Second by Less.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Ordinance.

Moved by Commissioner Eichelkraut that an Ordinance abating the tax heretofore levied for the year 2022 to pay the principal of and interest on $3.700 million dollars of general obligation bonds waterworks and sewerage system alternate revenue source Series 2020, of the City of Ottawa, LaSalle County, Illinois, be passed and approved. Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Moved by Commissioner Eichelkraut that an Ordinance abating the tax heretofore levied for the year 2022 to pay the principal of and interest on $4.520 million dollars of taxable general obligation bonds alternate revenue source Series 2021A, of the City of Ottawa, LaSalle County, Illinois, be passed and approved.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Ordinance.

Moved by Commissioner Eichelkraut that an Ordinance abating the tax heretofore levied for the pay the principal of and interest on $8.860 million dollars of general obligation bonds waterworks and sewerage system alternate revenue source Series 2021B, of the City of Ottawa, LaSalle County, Illinois, be passed and approved.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Ordinance.

Moved by Commissioner Eichelkraut that an Ordinance abating the tax heretofore levied for the year 2022 to pay the principal of and interest on $5.095 million dollars of general obligation bonds alternate revenue source Series 2022A, of the City of Ottawa, LaSalle County, Illinois, be passed and approved.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Ordinance.

Moved by Commissioner Eichelkraut that an Ordinance abating the tax heretofore levied for the year 2022 to pay the principal of and interest on $1.530 million dollars of taxable general obligation bonds alternate revenue source Series 2022B, of the City of Ottawa, LaSalle County, Illinois, be passed and approved.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Ordinance and set public hearing. Moved by Commissioner Eichelkraut that an Ordinance levying taxes in the City of Ottawa, LaSalle County, Illinois, for the fiscal year beginning May 1,2022, and ending April 30, 2023, and authorizing the City Clerk of the City of Ottawa, to certify to the County Clerk of LaSalle County, the several amounts required to be raised by taxation for the corporate purposes of said City for said fiscal year, be received and placed on file for public inspection. Be it further moved, a public hearing be set for Tuesday, December 20, 2022, at 7:00 p.m. on this said levy.

Second by Pearson.

Both Commissioner Eichelkaut and City Treasurer, Don Harris, made comments regarding this year’s levy and explained the need for the public hearing. 

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Ganiere presented Resolution.

Moved by Commissioner Ganiere that a Resolution authorizing the execution of an engineering design and construction services agreement between the City of Ottawa and Etscheid, Duttlinger, & Associates Inc., for the watermain replacements on Erickson Street and Anita Drive, which has been on file for public inspection since November 15, 2022, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Ganiere presented Resolution.

Moved by Commissioner Ganiere that a Resolution authorizing the execution of an engineering design and construction services agreement between the City of Ottawa and Renwick & Associates Inc., for the Long Term Control Plan Element 8.2, which has been on file for public inspection since November 15, 2022, be adopted.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Ganiere presented Change Order #1.

Moved by Commissioner Ganiere that Change Order #1 from Conley Excavating Inc. in the decreased amount of $317.30 for the 2023 Watermain replacements, be accepted and approved.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Ganiere presented Change Order #1.

Moved by Commissioner Ganiere that Change Order #1 from Stott Contracting LLC in the increased amount of $37,651.20 for the Illinois Route 71 watermain extension project, be accepted, approved, and paid for from the Route 71 TIF Fund.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Ganiere presented Change Order #1.

Moved by Commissioner Ganiere that Change Order #1 from Grand Rapids Enterprises Inc. in the increased amount of $7,439.00 for the 2022 LaSalle Street watermain replacement project, be accepted, approved, and paid for from the Water Fund. 

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Pearson presented Resolution.

Moved by Commissioner Pearson that a Resolution authorizing the execution of a design service agreement between the City of Ottawa and FGM Architects Inc., for the South Side Fire Station, which has been on file for public inspection since November 15, 2022, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Pearson presented Change Orders.

Moved by Commissioner Pearson that Change Order #1 & #2 from Vissering Construction Company in the increased amount of $83,203.77 for the new outdoor swimming facility, be accepted, approved, and paid for from the bond proceeds.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Pearson noted that the Veteran banners will be available for pickup on Thursday, December 8, from 9:00 a.m. until 12:00 p.m. in Council Chambers. Questions can be directed to Tami Koppen.

Commissioner Less presented Resolution.

Moved by Commissioner Less that a Resolution authorizing the execution of an intergovernmental agreement between the City of Ottawa and the Village of Naplate, regarding emergency medical services, which has been on file for public inspection since November 15, 2022, be adopted.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Resolution.

Moved by Commissioner Less that a Resolution authorizing the execution of an agreed modification of the intergovernmental agreement between the City of Ottawa and the City of Marseilles, regarding emergency communication services, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Resolution.

Moved by Commissioner Less a Resolution authorizing and ratifying a Target Solutions client agreement between the City of Ottawa and Target Solutions Learning LLC d/b/a Vector Solutions, for software for the Fire Department, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Resolution.

Moved by Commissioner Less that a Resolution authorizing the execution of an amendment to the client agreement between the City of Ottawa and Target Solutions Learning LLC d/b/a Vector Solutions, for scheduling software for the Fire Department, be received and placed on file for public inspection.

Second by Pearson.

Moved by Commissioner Less that the Report of Police Chief, Brent A. Roalson, for the month of November 2022, be received and placed on file.

Moved by Commissioner Less that the Report of Fire Chief, Brian Bressner, for the month of November 2022, be received and placed on file.

Commissioner Less presented Quote.

Moved by Commissioner Less that the Quote received from North Central Emergency Vehicles Osage Ambulance to purchase 2 new 2025 Warrior ambulances in an amount not to exceed of $348,181.00 per ambulance, be accepted and approved.

Commissioner Less presented Resolution.

Moved by Commissioner Less that a Resolution authorizing the execution of a purchase agreement between the City of Ottawa and Macqueen Emergency to purchase a Pierce Enforcer PUC Puimper Fire Truck in the amount of $948,000.00, be received and placed on file for public inspection.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Mayor Aussem presented Report of Registrar.

Moved by Mayor Aussem that the Report of Registrar, Shelly L. Munks, for the month of November 2022, be received and placed on file.

Mayor Aussem presented Report of Parking Administration.

Moved by Mayor Aussem that the Report of the Parking Administration Department showing fines collected of $2,205.00 for the month of November 2022, be received and placed on file.

Mayor Aussem presented Report of Sidewalk Program.

Moved by Mayor Aussem that the Report of the Sidewalk Program showing 4 participants in the amount of $4,249.50 for the month of November 2022, be approved and paid for from the General Corporate Fund.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of a lease agreement between the City of Ottawa and Illinois Valley Community College for 321 W. Main Street, which has been on file for public inspection since November 15, 2022, be adopted.

Second by Ganiere.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of a second extension and addendum to the lease/donation agreement between the City of Ottawa and the Conservation Foundation, which has been on file for public inspection since November 15, 2022, be adopted.

Moved by Mayor Aussem that a Resolution authorizing the execution of an intergovernmental agreement between the City of Ottawa and the Ottawa Port District, which has been on file for public inspection since November 15, 2022, be adopted.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution of Support and Commitment of Local Funds for a FEMA Hazard Flood Mitigation Assistance Grant, in the amount of $730,175.00 to use in conjunction with grant funds to buy out and demolish the old existing YMCA building, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of a mutual release and settlement agreement between the City of Ottawa, Rebecca Zytnowsdki, Shawn Zytnowski, and the American Amateur Baseball Congress Inc., be received and placed on file for public inspection.

Second by Ganiere.

Moved by Mayor Aussem that a Resolution authorizing the execution of an agreement for professional services between the City of Ottawa and Fehr Graham, for the 2022 Brownfields Assessment Grant, be received and placed on file for public inspection.

Moved by Mayor Aussem that a Resolution appointing Melissa Hulse, term to expire July 2025, to the Zoning Board of Appeals, be adopted.

Moved by Mayor Aussem that a Resolution accepting the resignation of the Electrical Inspector Timothy Aussem and authorizing the termination of his employment agreement, be adopted.

Mayor Aussem presented Ordinance.

Moved by Mayor Aussem that an Ordinance establishing responsible bidder requirements on public works projects in the City of Ottawa, which has been on file for public inspection since November 15, 2022, be passed and approved.

Moved by Mayor Aussem that an Ordinance amending Section 26-400 of the Municipal Code of the City of Ottawa, LaSalle County, Illinois, regarding business registration, be passed and approved.

Mayor Aussem presented motion to recess.

Moved by Mayor Aussem that this Council recess into Closed Session to discuss matters of personnel, collective bargaining, and pending litigation.

Second by Less.

Nays: Less. Motion carried. Council recessed at 7:28 p.m.

Mayor Aussem presented motion to reconvene.

Moved by Mayor Aussem that this Council reconvene from Closed Session.

Mayor Aussem presented Step III AFSCME grievance.
