Village of Ladd Village Board met Oct. 11.

The Ladd Village Board met in regular session on Tuesday, October 11, 2022, in the Village Hall. Mayor Frank Cattani called the meeting to order at 6:30 pm and led the pledge of allegiance to the American flag.
Roll Call: Present: Trustees Jim Manning, Dave Margherio, Jan Martin, Dan Nelson, Molly Thrasher, and Mike Urbanowski (6)
In attendance: Attorney Pat Barry, Attorney Colin Barry, Deputy Clerk Julie Koch, Police Chief Jacob Frund, & Engineer Adam Ossola. Absent: Clerk Rhonda Bezely
Margherio motion/Thrasher second to accept September 27, 2022, regular meeting minutes as presented and October 4, 2022, special meeting minutes as presented.

Urbanowski motion/Martin second to authorize payment of the bills in the amount of $33,389.65. Ayes: Manning, Margherio, Martin, Nelson, Thrasher, Urbanowski - Motion carried 6-0
Correspondence: Thank you card from the Englehaupt family for the loss of their mother. A card from Karen Knauf-Ladzinski with a donation to Support our Soldier with a note stating that her great-uncle Francis Flaherty’s name is on the monument and is the brother of Karen's grandmother, Anabel Flaherty Knauf. Thanking us for your attention and for seeing that this memorial is preserved for future generations.
Public Comment: None
Committee Reports: Margherio went and looked at Donna Engels house and the sidewalk that is heaving is in front of her house on the corner of Selby and Pine. You could tell there was a tree there at one time that heaved up that sidewalk and the owner of the house’s 70-year-old sister almost tripped on it and it's her concern that someone is going to get hurt if it's not fixed. They feel like we have so many sidewalks in town that are like this, if we go out and look at every sidewalk in town that needs to be repaired then we are probably looking at half the town. We agreed that we pay for concrete but that the homeowner pays for the installation. Wondering if there is any grant that we can look up to help with this project if we are interested in it. Pat is thinking that it would be a good idea to go all around town and see where we think the sidewalks need to be replaced. We need to determine how many projects we have with this. Pat stated that Illinois is a comparative negligence state so it is the responsibility of the village if we notice something to maintain the sidewalks and also the responsibility of the person that is walking to pay attention and avoid the hazard once they are aware of it. We will visit it again next meeting after we take a look at more of the problem areas in town.
Engineer’s Report: Update on the alley water main project. They started last week working on the water main in the park and are a little over halfway done at the park. Right now they are working on the sewer behind the post office and A&B garage. Once they are done there they will go back to the park and work their way north. The 1-inch copper that is sticking out of the ground at the park is for them to inject the chlorine.
Superintendent’s Report: None
Police Chief: Chief Frund told the council Connie Berg would be parking her bus on the side of her apartment between shifts during the day, but then at night it would be parked elsewhere. As long as there are no complaints they don’t see it being a problem. Since we started the day shift on the weekends it's been quite busy when we have an officer on. Sammi is working hard on more grants and helping come up with some things for the Christmas walk. She and Chief Frund are trying to get more things on Main Ave for the kids and families that will be attending. He also stated that he received the laptop from the grant that Sammi got for the police department. Molly asked about the motorhome that is sitting in front of the house on Selby Ave. Chief Frind stated that it comes and goes and that they are going to be moving so he is just going to keep an eye on it. The council also brought up the diagonal parking and how there are so many people that are parking this way and that the cars are then either hanging over the sidewalks so that people can't walk on them or out on the street where they are either going to get hit or be a hazard for the snow plows.
Building Inspector: None
Village Attorney: Atty Pat Barry let the council know that after our special meeting last week that Rhonda emailed him and let him know that Mr. Bauer asked for something in writing for the agreement that was made regarding Phase I and Phase II testing fees. We would split 50/50 on the cost of the testing. If the results came back that it is contaminated then we the Village will pay the full amount of that testing. Barry will write up an addendum to the agreement and have Frank sign it and get it over to Kevin Bauer for him and his two partners to sign as well.
Old Business: Leaf Burning in Ladd: We are getting a lot of calls and comments on Facebook about the burning and how people with allergies are having lots of difficulties and some are burning more than just leaves. Should we put in an ordinance that there will be no burning and have lawn bags up here for sale for them to come and purchase to put all of their leaves in to be picked up or possibly see if we could go in with Spring Valley on their leaf vacuum and do it that way? Frund stated that if you ban burning then you have to provide some way for them to get rid of all of their leaves.
New Business: Discuss IML 2023 Insurance Coverage Quote and Payment: Discussed that we pay the quote of $51,935.00 to keep the IML insurance coverage. After the motion was passed a second on the motion Deputy Clerk Koch realized that she showed them the wrong amount so they had to amend the motion to pay $55,014.82 for Option #1 to pay it in full. Koch was looking at 2022 coverage instead of the 2023 coverage quote.
Urbanowski motion/Nelson second to pay $51,935 for IML 2023 Insurnace Coverage Ayes: Manning, Margherio, Martin, Nelson, Thrasher, Urbanowski
Urbanowski Amended the first Motion/Nelson Amended his second motion to now pay $55,014.82 for IML 2023 Insurance Coverage

Discuss Proposal from DC Computers on 2 laptops for the Clerk’s Office: Deputy Clerk presented the quote for 2 Laptop computers from DC Computers for the Clerk and Deputy Clerk. These are computers that they will take home with them and they will be set up with everything that they can work on in the office for them to be able to work from home if needed. The council stated that they would like to have a second quote obtained and have it presented at the next meeting. Jeff Borelli from Connecting Point will be contacted for a quote. Council also stated that they don’t expect us to work from home when we are sick. Koch explained to them that Rhonda types all of her meeting minutes from home 2 times a month and when she or Julie gets calls during off hours and isn’t at the office that they will have access to look into things as well. Also, if Koch is home with a sick kid she can then work from home. If Koch and Bezely are both out of the office for some reason, they will both be able to work from home. Cattani asked that this matter be put on the next agenda to be discussed and possibly pass a motion to get two laptop computers for the clerk's office after we present the other quote.
