City of Ottawa City Council met Dec. 20

City of Ottawa City Council met Dec. 20.

Here are the minutes provided by the council:

Present: Wayne A. Eichelkraut Jr., Thomas G. Ganiere, Marla K. Pearson, James J. Less, and Mayor Daniel F. Aussem.

Absent: None.

A public hearing was held on the Community Development Block Grant storm sewer separation project. Kevin Lindemann of NCICG explained the project in detail. With no one publicly commenting, the hearing was declared closed at 7:06 p.m.

A second public hearing was held on the City’s tax levy. Commissioner Eichelkraut and City Treasurer, Don Harris, explained the levy. With no one publicly commenting, the hearing was declared closed at 7:09 p.m.

Commissioner Eichelkraut presented minutes of previous meeting.

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, December 6, 2022, be approved as recorded in the permanent files of the City Clerk.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of December 9, 2022, in the amount of $523,658.38, be approved and warrants issued. 

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Expense Report.

Moved by Commissioner Eichelkraut that the Monthly Expense Report dated December 20, 2022, showing expenses in the amount of $1,191,971.67, be approved and warrants issued.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Financial Report.

Moved by Commissioner Eichelkraut that the Monthly Financial Report of City Clerk, Shelly L. Munks, for the month of November 2022, be received and placed on file. 

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Ordinance and set public hearing. Moved by Commissioner Eichelkraut that an Ordinance levying taxes in the City of Ottawa, LaSalle County, Illinois, for the fiscal year beginning May 1,2022, and ending April 30, 2023, and authorizing the City Clerk of the City of Ottawa, to certify to the County Clerk of LaSalle County, the several amounts required to be raised by taxation for the corporate purposes of said City for said fiscal year, which has been on file for public inspection since December 6, 2022, be passed and approved.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of a transit service agreement between the City of Ottawa and the LaSalle, Marshall and Putnam County Regional Office of Education #35, regarding NCAT, be received and placed on file for public inspection.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut wished everyone Happy Holidays. Commissioner Ganiere wished everyone Merry Christmas & Happy New Year. Commissioner Pearson said ditto.

Commissioner Less presented Resolution.

Moved by Commissioner Less that a Resolution authorizing the execution of an agreed modification of the intergovernmental agreement between the City of Ottawa and the City of Marseilles, regarding emergency communication services, which has been on file for public inspection since December 6, 2022, be adopted.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Resolution.

Moved by Commissioner Less that a Resolution authorizing the execution of an amendment to the client agreement between the City of Ottawa and Target Solutions Learning LLC d/b/a Vector Solutions, for scheduling software for the Fire Department, which has been on file for public inspection since December 6, 2022, be adopted. 

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Resolution.

Moved by Commissioner Less that a Resolution authorizing the execution of a purchase agreement between the City of Ottawa and Macqueen Emergency to purchase a Pierce Enforcer PUC Pumper Fire Truck in the amount of $948,000.00, which has been on file for public inspection since December 6, 2022, be adopted.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Quote.

Moved by Commissioner Less that the Quote received Brandenburg Electronic Systems in the amount of $16,325.00 to purchase and install 2 cameras, be approved and paid for from the Drug Fund.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Less presented Quote.

Moved by Commissioner Less that the Quote received from Terry’s Ford to purchase 2 2023 Ford Explorers for the Ottawa Police Department in the amount of $85,066.00, be approved and paid for from the General Corporate Fund.

Second by Eichelkraut.

Commissioner Less added that this purchase will be paid over 2 fiscal years. 

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: Less. Motion carried.

Commissioner Less presented Quote.

Moved by Commissioner Less that the Quote received from Karl Emergency Vehicles to provide upgrades to the 2016 Ford Explorer for the Ottawa Fire Department in the amount of $9,245.12, be approved and paid for from the General Corporate Fund. 

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: Less. Motion carried.

Commissioner Less presented Quote.

Moved by Commissioner Less that the Quote received from Communications Direct Inc. in the amount of $10,586.00 to purchase radios for the Ottawa Fire Department, be approved and paid for from the General Corporate Fund.

Second by Eichelkraut.

Commissioner Less noted that grant funds are being used for this purchase. 

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: Less. Motion carried.

Commissioner Less reminded everyone of the weather watch this upcoming weekend.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of a mutual release and settlement agreement between the City of Ottawa, Rebecca Zytnowski, Shawn Zytnowski, and the American Amateur Baseball Congress Inc., which has been on file for public inspection since December 6, 2022, be adopted.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of an agreement for professional services between the City of Ottawa and Fehr Graham, for the 2022 Brownfields Assessment Grant, which has been on file for public inspection since December 6, 2022, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of an annexation agreement between the City of Ottawa, Ronald Noel, and Catherine Noel, for properties located at 6 Airport Road and 5 Maplewood Lane, be received and placed on file for public inspection. Be it further moved, a public hearing be set for Tuesday, January 3, 2023, at 7:00 p.m. in Council Chambers on this said annexation agreement.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution of Support and Commitment of Funds for the Community Development Block Grant in the amount of $382,000.00, be adopted. 

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of a side letter agreement between the City of Ottawa and the Police Benevolent Labor Committee, regarding the residency requirement, be received and placed on file for public inspection. 

Second by Less.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of a contract for sale between the City of Ottawa and Nathan Eslinger for property located at 538 St. George Street, be received and placed on file for public inspection. 

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Report of Zoning Board of Appeals/Ordinance. Moved by Mayor Aussem that the Report of the Zoning Board of Appeals meeting held on Thursday, December 15, 2022, considering a side yard setback variance request from Carol Wahlstrom for property located at 709 Congress Street, be received and placed on file. Be it further moved, the Council concur with the recommendation of the Zoning Board of Appeals and the variance request to allow a side yard setback to 1 foot 6 inches from the West property line to construct a garage be granted and the follow up Ordinance be passed and approved.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: Less. Motion carried.

Mayor Aussem presented motion to recess.

Moved by Mayor Aussem that this Council recess into Closed Session to discuss matters of personnel, collective bargaining, the purchase or lease of real estate and the sale or lease of real estate.

Second by Less.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: Less. Motion carried. Council recessed at 7:22 p.m.

Mayor Aussem presented motion to reconvene.

Moved by Mayor Aussem that this Council reconvene from Closed Session. 

Second by Less.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented motion to adjourn.

Moved by Mayor Aussem that this regular meeting be adjourned.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, Less and Mayor Aussem.

Nays: None. Motion carried. Council adjourned at 8:42 p.m.
