Here are the minutes provided by the council:

A regular meeting of the La Salle City Council of La Salle, Illinois was held, Monday, December 12, 2022 at 6:30 p.m. with Mayor Jeff Grove presiding with proper notices being duly and continuously posted. 

The meeting was called to order at 6:30 p.m. 

PLEDGE OF ALLEGIANCE

Absent – Alderman Ptak

A quorum was present.

Others Present: Finance Director John Duncan, Deputy Clerk Brent Bader, City Treasurer Virginia Kochanowski, Econ. Dev. Director Curt Bedei, City Attorney James McPhedran, City Engineer Brian Brown, Building Inspector Andy Bacidore

APPROVAL OF MINUTES 

Moved by Alderman Reynolds and seconded by Alderman Thompson to accept and place on file the minutes of the Regular Meeting of the City Council held November 28, 2022. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

DISCUSSION AND POTENTIAL ACTION ON THE FOLLOWING PETITIONS: 

Moved by Alderman Herndon and seconded by Alderman Crane to approve the request from Ameren Illinois to break ground at 2152 Rockwell Road to replace pole.

MOTION CARRIED: 7-0 

Moved by Alderman Herndon and seconded by Alderman Crane to approve the request from Ameren Illinois to break ground at 374 N. 2959th Road to install electric and gas service.

MOTION CARRIED: 6-0 

Moved by Alderman Jeppson and seconded by Alderman Reynolds to approve the request from Comcast and Porter Installations to install CATV service cable at a depth of 24” – 36” at 2124 Creve Coeur.

Voice vote, all ayes. Motion carried.

Moved by Alderman Bacidore and seconded by Alderman Lavieri to send a request from Amin Kanchwala, owner of Rosati’s Pizza, for a 15-minute parking space in front of the store at 148 Gooding Street to the Streets, Alleys and Traffic meeting in two weeks.

Alderman Lavieri asked if the City has jurisdiction on Joliet Street and City Engineer Brian Brown said yes, with regards to parking. Alderman Herndon reminded everyone that due to the Christmas holiday, the next Streets, Alleys and Traffic meeting as well as City Council meeting would be on Tuesday, Dec. 26.

Moved by Alderman Bacidore and seconded by Alderman Lavieri to send a request from Cyclops Welding & Manufacturing Co. for a “No Parking (Loading Zone)” sign effective from 8 a.m. to 5 p.m. Mondays through Fridays in front of their business, 11 Joliet Street, just south of their driveway to the Streets, Alleys and Traffic meeting in two weeks.

REPORTS OF CITY OFFICERS 

Moved by Alderman Lavieri and seconded by Alderman Crane to accept and place on file the Treasurer’s Report for November 2022 showing total cash balances in LaSalle State Bank of $13,835,205.21 and in Hometown National Bank of $6,313,039.48. Voice vote, all ayes. Motion carried.

Moved by Alderman Bacidore and seconded by Alderman Reynolds to accept and place on file the Building Inspector’s Report for November 2022 showing total fees collected of $2,219.03 with total value of construction of $299,700.00. Voice vote, all ayes. Motion carried.

Moved by Alderman Herndon and seconded by Alderman Reynolds to accept and place on file the Monthly Police Income Report for November 2022 showing total fees collected of $7,890.43. Voice vote, all ayes. Motion carried.

COMMUNICATIONS 

Moved by Alderman Herndon and seconded by Alderman Thompson to accept and place on file the letter of resignation from Officer Damien Presthus. Voice vote, all ayes. Motion carried.

Mayor Grove said the Police and Fire Commission interviewed eight individuals for testing for a new officer. Mayor Grove said eight is the biggest number of applicants the area has seen in awhile.

OLD BUSINESS 

Moved by Alderman Reynolds and seconded by Alderman Thompson to pay and authorize payment of $34,694.00 to SKI Sealcoating & Maintenance, Inc. for work completed to date on the Drainage Improvements for Wastewater Treatment Plant roadway by Blue Building and Fire Training Area project.

Moved by Alderman Reynolds and seconded by Alderman Lavieri to pay and authorize payment of $45,232.50 to SKI Sealcoating & Maintenance, Inc. for work completed to date on the Pond Levee Repair project at Rotary Park.

Moved by Alderman Herndon and seconded by Alderman Crane to pay and authorize payment of $16,100.00 to SKI Sealcoating & Maintenance, Inc. for work completed to date on the Constructing Sand Beach, Grading and Drop-off Area shaping project.

Deputy Clerk Brent Bader reminded the City Council that at the last meeting discussion included amending the City’s Code of Ordinances to possibly require lights on the front and read of motorized bicycles. Bader explained he presented the research he found at the time at that meeting but was later advised by City Attorney Jim McPhedran that he believed a prior Ordinance covered Alderman Thompson’s concerns. Deputy Clerk Bader identified Ordinance 2935 adopted in June 2021, which already included a provision for lights on those bicycles. The Ordinance had not yet been updated on the

City’s online Code of Ordinances but will be in the new year. Mayor Grove said he’s glad it was brought up again and it has become more of an issue now than ever.

NEW BUSINESS 

Deputy Clerk Bader said the Council’s agenda was amended on Saturday, Dec. 10 to include this item and present it to the Council at its first December meeting.

Moved by Alderman Reynolds and seconded by Alderman Crane to approve the 2023 schedule of regular meetings of the La Salle City Council and its committees.

DISCUSSION AND POTENTIAL ACTION ON THE FOLLOWING ADDITIONAL ORDINANCES/RESOLUTIONS: 

Moved by Alderman Reynolds and seconded by Alderman Lavieri to approve an ordinance levying for the corporate purposes for the City of La Salle, La Salle County, Illinois for the fiscal year beginning May 1, 2022 and ending April 30, 2023. Each and every alderman has a copy.

Deputy Clerk Bader said the following Ordinance was the culmination of work with the City’s next garbage hauler, LRS, who identified a potential partnership opportunity with The Recycling Partnership for grant money to offset the cost of transitioning to a new garbage contract with larger bins for garbage and recycling. Deputy Clerk Bader explained the organization was established to increasing communities recycling output and has funds for those communities transitioning to a bin system, which The Recycling Partnership believes leads to more residents recycling. Deputy Clerk Bader thanked LRS representatives as well as Jim Pozzi with Republic Services for providing past data which assisted in acquiring the grant. The City will receive $55,500 which the City will then directly pass along to residents to offset the garbage fee that residents will pay under the new contract. That final cost had not yet been determined but will be in the next couple of weeks now that city officials know we have received the grant.

Moved by Alderman Reynolds and seconded by Alderman Thompson to approve an ordinance authorizing Recycling Partnership Grant Agreement with the “The Recycling Partnership, Inc.” Each and every alderman has a copy.

Moved by Alderman Jeppson and seconded by Alderman Lavieri to approve a resolution authorizing Joint Funding Agreement with Illinois Department of Transportation regarding improvement to Chartres Street. Each and every alderman has a copy.

City Engineer Brian Brown said the City of Peru will complete their portion of the project using Motor Fuel Tax funds.

COMMENTS 

Leonard Keenan congratulated the City of La Salle on another successful Celebration of Lights, noting its now in it’s 10th year.

Mayor Grove said the Council would need to enter Executive Session tonight and that the Council will not act on anything after the session other than approving the bills. He said the public is welcome to stay outside, but no further action would be taken.

Moved by Alderman Lavieri and seconded by Alderman Thompson to suspend regular session and to go into executive session regarding pending and/or potentially imminent litigation and related matters: collective bargaining and related matters, and acquisition and/or sale of city real estate and related matters and the employment, discipline, appointment, performance and/or compensation of non-union and/or union personnel and related matters pursuant to the Open Meetings Act including 5-ILCS 120 Section 2(c)1- 2,5,6,11 thereof.

Mayor adjourned the regular session meeting at 6:47 p.m.

Mayor proceeded back into the regular session meeting at 7:33 p.m.

Moved by Alderman Lavieri and seconded by Alderman Jeppson to accept, pay, and place on file bills for November 14, 2022 with Total Submitted: $628,946.28 (Total Payroll $194,461.19, Bills to be Paid $105,736.64, Total Bills Paid $328,748.45).
