City of LaSalle City Council met Dec. 27.

APPROVAL OF MINUTES
Moved by Alderman Reynolds and seconded by Alderman Thompson to accept and place on file the minutes of the Regular Meeting of the City Council held December 12, 2022. Each and every alderman has a copy.
Voice vote, all ayes. Motion carried.
DISCUSSION AND POTENTIAL ACTION ON THE FOLLOWING PETITIONS:
Moved by Alderman Jeppson and seconded by Alderman Reynolds to approve the request from J & S Electric & Sign on behalf of XPO to re-install a non-illuminated, single-facing panel on a ground sign with design changes at 750 Progress Parkway.

STANDING COMMITTEES
Moved by Alderman Bacidore and seconded by Alderman Ptak to accept the recommendation of the Streets, Alleys and Traffic Committee to grant the request regarding placing a 15-minute parking space in front of the store at 148 Gooding Street.

Alderman Crane mentioned to move some “15-minute Parking” signs that are placed throughout the city that may not be necessary to have up anymore.
The request regarding placing a “No Parking (Loading Zone)” sign effective from 8am to 5 pm Mondays through Fridays in front of their business, 11 Joliet St, just south of their driveway was withdrawn and no action was taken.
OLD BUSINESS
Moved by Alderman Lavieri and seconded by Alderman Jeppson to approve the acceptance of the Recommendation of the Board of the Fire and Police Commission to hire Angelo Hernandez to the position of patrol officer in the City of LaSalle.

Alderman Crane stated that he has nothing against the officer by voting nay. He just didn’t feel comfortable yet with what the City’s decision will be on the benefit package.
Finance Director Duncan mentioned that he will not be used any differently. He will in the union with the other officers. He will just not be eligible for the City’s pension when he is currently already receiving a pension. He mentioned to the City Council how the finance committee did mention that they would like to look into a 401a plan which could be a match contribution for the City.
Moved by Alderman Reynolds and seconded by Alderman Thompson to pay and authorize Pay Request #4 for Vissering Construction Company totaling $26,766.90 for work completed to date on Aerobic Digester Conversion project. ROLL CALL

Moved by Alderman Lavieri and seconded by Alderman Jeppson to approve resolution abating principal and interest on $695,000 Taxable General Obligation Bonds, Series 2010 (Recovery Zone Economic Development Bonds), of the City of LaSalle, LaSalle County.

City Attorney McPhedran wanted to mention to counCil that the abatements of resolutions are to further the commitment to the taxpayers that the city had mentioned doing for years. If the City did not do this, it would have been on the tax roll. He mentioned that these are savings to the tax payers.
COMMENTS
Mayor Grove wanted to wish everyone a Merry Christmas and a Happy New Year.
Mayor Grove said the Council would need to enter Executive Session tonight and that the Council will not act on anything after the session other than approving the bills. He said the public is welcome to stay outside, but no further action will be taken.
Moved by Alderman Lavieri and seconded by Alderman Thompson to suspend regular session and go into executive session regarding pending and/or potentially imminent litigation and related matters: Collective bargaining and related matters, and acquisition and/or sale of city real estate and related matters and the employment, discipline, appointment, performance and/or compensation of non-union and/or union personnel and related matters pursuant to the Open Meetings Act including 5-ILCS 120 Section 2(c) 1-2,5,6,11 thereof.
