City of Peru City Council met Nov. 21.

A regular meeting of the Peru City Council was called to order by Mayor Ken Kolowski in the Peru City Council Chambers on Monday, November 21, 2022, at 7:00 p.m.
City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo present; Alderman Payton absent; Mayor Kolowski present.
All joined in the Pledge of Allegiance to the Flag of the United States of America.

Mayor Kolowski thanked outgoing Police Chief Bob Pyszka for his 32 years of service.
Mayor Kolowski recommended the appointment of Deputy Chief Sarah Raymond to Chief of Police. Alderman Waldorf made a motion to concur with the recommendation. Alderman Buffo seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; Alderman Payton absent; motion carried.

Mayor Kolowski presented the Regular Minutes of November 7, 2022; Special Meeting Minutes of November 15, 2022; Treasurer’s Report for October 2022 and Peru Police Department Monthly Report for October 2022. Alderman Waldorf made a motion the minutes and reports be received and placed on file. Alderman Lukosus seconded the motion; motion carried.
FINANCE AND SAFETY COMMITTEE
Alderman Buffo presented the following disbursements for payment on November 23, 2022:

Alderman Sapienza made a motion to approve a Christmas Bonus for City employees: $100.00 for full time and $50.00 for part-time. Alderman Buffo seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; Alderman Payton absent; motion carried.
Alderman Tieman made a notion to approve $100,000 investment into Sallie Mae Bank, CD at 4.95% for 2 years (Municipal Pool) and noted it is a reinvestment. Alderman Sapienza seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; Alderman Payton absent; motion carried.
Alderman Buffo made a motion to approve $150,000 investment into Sallie Mae Bank, CD at 5% for 3 years (Utility Fund). Alderman Sapienza seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; Alderman Payton absent; motion carried.
PUBLIC SERVICES COMMITTEE
Alderman Lukosus made a motion to seek applicants for Operator Maintenance at the Electric Department. Alderman Waldorf seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; Alderman Payton absent; motion carried.
Alderman Lukosus made a motion to seek internal applicants for Electric Department Apprentice Lineman position. Alderman Waldorf seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; Alderman Payton absent; motion carried.
PSM/Fire Chief Jeff King reported that both leaf vacuuming machines are down and waiting for parts. PSM/Fire Chief King stated the service is suspended and recommended that residents bag their leaves. PSM/Fire Chief King stated he would keep the council posted on the outcome. Mayor Kolowski commended the leaf vacuum team(s) for their hard work. Mayor Kolowski and PSM/Fire Chief Jeff King reported on a one-man machine demonstration for leaf collection which can hold double the capacity. PSM/Fire Chief King stated he is awaiting a proposal for the new machine.
POLICE AND FIRE COMMITTEE
Alderman Buffo made a motion to approve the purchase of a 2021 Ford F150 in the amount of $34,839 from Illinois Valley Auto Group. (Price includes the trade of 2013 Ford Explorer for $4,000 and 2010 Ford Expedition for $6,000). Alderman Tieman seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; Alderman Payton absent; motion carried.
REPORT OF CITY ATTOREY/ORDINANCES AND RESOLUTIONS
Corporate Counsel Scott Schweickert present the minutes of public hearing on petition of Sandra Affarano concerning property located at 6 Terminal Road in the City of Peru, Illinois. Alderman Lukosus made a motion the minutes be received, placed on file and concur with the recommendation. Alderman Buffo seconded the motion; motion carried.

PETITIONS AND COMMUNICATION
Clerk Bartley presented a petition from Giovanny Moctezuma requesting variances for property located at 1809 West Street, Peru, IL. Alderman Waldorf made a motion the petition be received, placed on file and referred to Planning/Zoning Commission for review and recommendation. Alderman Tieman seconded the motion; motion carried.
MAYOR’S NOTES
Mayor Kolowski stated Christmas decorations are going up and looking good.
Mayor Kolowski stated the Christmas decorations provided by the Peru CSO are looking good and thanked them for their efforts
Mayor Kolowski reported on the loss of retired K9, eleven-year-old Miko. Mayor Kolowski stated Miko worked for the Peru Police Department for 6 ½ years with Sergeant Matt Peters.
Adam Thorson, Director of Parks, Recreation and Special Events reported on the upcoming Lighted Parade on Saturday, December 3rd at 5:00 p.m. Mr. Thorson stated the parade will begin at 5:00 p.m. with the arrival of Santa, gifts and refreshments at 6:00 p.m. at Washington Park.
PSM/Fire Chief Jeff King reported on the upcoming Breakfast with Santa on Sunday, December 4th from 8:00 a.m. to 1:00 p.m. at the Peru Fire Department.
Adam Thorson, Director of Parks, Recreation and Special Events reported on the Let it Glow Holiday Lights & Decorating Contest beginning December 9th. Mr. Thorson stated the top 3 winners will receive prizes.
