City of LaSalle Street, Alleys, and Traffic Committee met Nov. 14.

Here are the minutes provided by the committee:

Chairman Bacidore Called the Meeting to order at 6:26pm

ROLL CALL 

Present: Chairman Bacidore, Aldermen Ptak, Reynolds, Lavieri, Jeppson, Herndon, Crane

Absent: None

Others Present: Others Present: Finance Director John Duncan, Deputy Clerk Brent Bader, Fire Chief Jerry Janick, Alderman Thompson

A quorum was present.

Moved by Alderman Reynolds and seconded by Alderman Crane to approve and place on file the minutes of the Finance Committee for October 3, 2022.

Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

There was no one in attendance in regards to the request for a handicapped parking sign at 142 9th St. However, Deputy Bader and Chairman Bacidore spoke with the resident in regards to this matter. The resident does have a handicap placard.

Moved by Alderman Lavieri and seconded by Alderman Reynolds to approve the request for a handicapped parking sign at 142 9th St.

MOTION CARRIED: 7-0 

The resident at 832 Ninth St. requested to remove the handicap signt at their resident. They are no longer able to drive, so they did not see a need for the handicap parking sign.

Moved by Alderman Reynolds and seconded by Alderman Ptak to approve the request to remove a handicapped parking sign at 832 Ninth St.

MOTION CARRIED: 7-0 

Alderman Crane asked for this item to be added to to the agenda. He felt that this request was due to its circumstance and not every resident without a curb should be able to request such a thing. The road was recently replaced and the makeshift curb that was once there was never done correctly, and he feels it looks very bad for a brand-new redone road. He also feels that this will allow for a mud mess on the new paved road, since there is no curb and a snowplow will come and hit the curb that does stick up past the area that was not redone properly.

The resident, Joseph Worbel, spoke in regard to the request for a curb at 852 26th St. There is a rolled asphalt curb that can be found under the grass. The rolled curb that was put in was about two feet away from lining up with the actual curb. The pavement was not rolled straight. When the resident noticed this issue, mid-project, he approached the owner of the asphalt company to discuss his concern. The owner mentioned that this is how the city wanted it and did not take a look at the resident's side of the road where he saw the curve in the asphalt/curb. The resident mentioned that the asphalt curb is actually in line or what’s left of an asphalt cut is in line with the concrete curb that you see. Bader shared pictures from this property with the council. Alderman Herndon suggested placing a decorative rock at the place where the asphalt curb and actual curb meet so a snowplow doesn’t hit this and create more of an issue. The council can revisit this topic in spring once snow has cleared to solve this curb issue. Alderman Thompson mentioned maybe a street sign instead of a decorative rock for the snowplows to see. This was just mentioned to Engineer Brown recently so there has not been much discussion to figure out how to solve this issue. The temporary solution will be placing reflective poles to avoid any snowplows or such from damaging this property/curb area until spring. The city will visit this topic later to discuss a solution.

Moved by Alderman Jeppson and seconded by Alderman Reynolds to install reflective poles at 852 26th St. during the winter months and will revisit the topic in the spring.

Chairman Bacidore mentioned the 145 9th St. "Resident Only” parking sign that was mentioned and tabled a few meetings ago. The resident has asked for the committee to discuss again. Alderman Crane mentioned that he did peek at this residency and did

not notice anyone parking in front of this residency. Crane also peeked at the back alleyway and thought there would have been room to park next to the garage in the grass area, without getting ticketed.

Moved by Alderman Jeppson and seconded by Alderman Herndon to deny the request to put a resident’s only sign at 145 9th St.

Moved by Alderman Reynolds and seconded by Alderman Lavieri to adjourn the meeting. Voice vote, all ayes. Motion carried.

Chairman Ptak adjourned the meeting at 6:55pm
