City of Peru City Council met Dec. 5.

Here are the minutes provided by the council:

+5A regular meeting of the Peru City Council was called to order by Mayor Ken Kolowski in the Peru City Council Chambers on Monday, December 5, 2022, at 7:00 p.m.

City Clerk Dave Bartley called the roll with Aldermen Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo present; Alderman Ballard absent; Mayor Kolowski present.

All joined in the Pledge of Allegiance to the Flag of the United States of America.

Mayor Kolowski swore in newly hired Patrolman Damien Presthus.

MINUTES/FINANCIAL REPORTS/ACTIVITY REPORTS

Mayor Kolowski presented the Regular Minutes of November 21, 2022, and Peru Volunteer Ambulance Service Inc. Activity Summary for October 2022. Alderman Waldorf made a motion the minutes and reports be received and placed on file. Alderman Payton seconded the motion; motion carried.

FINANCE AND SAFETY COMMITTEE

Alderman Buffo presented the following disbursements for payment on December 7, 2022:

PUBLIC SERVICES COMMITTEE

Alderman Waldorf made a motion to approve final bill to Peru Greenhouse, in the amount of $26,400 for installation of 66 trees. Alderman Lukosus seconded the motion. Clerk Bartley called the roll with Aldermen Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; Alderman Ballard absent; motion carried.

Alderman Waldorf made a motion to seek applicants for Public Works Laborer. Alderman Lukosus seconded the motion. Clerk Bartley called the roll with Aldermen Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; Alderman Ballard absent; motion carried.

Alderman Lukosus made a motion to approve purchase of forklift for Electric Department from MH Equipment in the amount of $36,569.50. Alderman Waldorf seconded the motion. Clerk Bartley called the roll with Aldermen Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; Alderman Ballard absent; motion carried.

Alderman Lukosus made a motion to approve quote for new green and white LED beacon from Airport Lighting Company in the amount of $11,160.02. Alderman Edgcomb seconded the motion. Clerk Bartley called the roll with Aldermen Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; Alderman Ballard absent; motion carried.

Alderman Lukosus made a motion to approve quote from Normandy Machine Company in the amount of $12,500.00 for inspection of the Water St transformer/load tap changer. Alderman Waldorf seconded the motion. Clerk Bartley called the roll with Aldermen Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; Alderman Ballard absent; motion carried.

Alderman Lukosus made a motion to approve quote for Hydro repairs from Thompson HCMS in the amount of $234,447.22. Alderman Waldorf seconded the motion. Clerk Bartley called the roll with Aldermen Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; Alderman Ballard absent; motion carried.

Motion to approve Memo of Agreement with IBEW was tabled.

POLICE AND FIRE COMMITTEE

REPORT OF CITY ATTOREY/ORDINANCES AND RESOLUTIONS

Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

ORDINANCE NO. 6702

AN ORDINANCE AUTHORIZING THE EXECUTION OF AN AMENDMENT TO LAND LEASE AGREEMENT BY AND BETWEEN THE CITY OF PERU, LA SALLE COUNTY, ILLINOIS AND KCD AIR, LLC

Alderman Lukosus made a motion the ordinance be adopted as written and read. Alderman Edgcomb seconded the motion. Clerk Bartley called the roll with Aldermen Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; Alderman Ballard absent; motion carried.

Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

ORDINANCE NO. 6703

AN ORDINANCE ABATING 2022 TAX LEVY AS PROVIDED BY BOND ORDINANCE NO. 6188 ENTITLED: “AN ORDINANCE OF THE CITY OF PERU, LASALLE COUNTY, ILLINOIS, PROVIDING THE ISSUANCE OF GENERAL OBLIGATION REFUNDING BONDS, SERIES 2017” DULY PASSED AND ADOPTED OCTOBER 31, 2016.

Alderman Payton made a motion the ordinance be adopted as written and read. Alderman Buffo seconded the motion. Clerk Bartley called the roll with Aldermen Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; Alderman Ballard absent; motion carried.

Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

AN ORDINANCE ABATING 2022 TAX LEVY AS PROVIDED BY BOND ORDINANCE NO. 6485 ENTITLED: “AN ORDINANCE OF THE CITY OF PERU, LASALLE AND BUREAU COUNTIES, PROVIDING THE ISSUANCE OF GENERAL OBLIGATION BONDS, SERIES 2020” DULY PASSED AND ADOPTED JUNE 8, 2020.

Alderman Payton made a motion the ordinance be adopted as written and read. Alderman Tieman seconded the motion. Clerk Bartley called the roll with Aldermen Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; Alderman Ballard absent; motion carried.

AN ORDINANCE ABATING 2022 TAX LEVY AS PROVIDED BY BOND ORDINANCE NO. 6532 ENTITLED: “AN ORDINANCE OF THE CITY OF PERU, LASALLE AND BUREAU COUNTIES, PROVIDING THE ISSUANCE OF GENERAL OBLIGATION BONDS, SERIES 2021” DULY PASSED AND ADOPTED DECEMBER 21, 2020.

Alderman Sapienza made a motion the ordinance be adopted as written and read. Alderman Buffo seconded the motion. Clerk Bartley called the roll with Aldermen Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; Alderman Ballard absent; motion carried.

AN ORDINANCE ABATING 2022 TAX LEVY AS PROVIDED BY BOND ORDINANCE NO. 6656 ENTITLED: “AN ORDINANCE OF THE CITY OF PERU, LASALLE AND BUREAU COUNTIES, PROVIDING THE ISSUANCE OF GENERAL OBLIGATION BONDS, SERIES 2022” DULY PASSED AND ADOPTED MAY 9, 2022.

Alderman Sapienza made a motion the ordinance be adopted as written and read. Alderman Tieman seconded the motion. Clerk Bartley called the roll with Aldermen Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; Alderman Ballard absent; motion carried.

Finance Officer Tracy Mitchell reported to the Council that a total of $2.5 million of taxes were abated with these multiple ordinances. Mitchell noted the savings to the Peru tax payers.

AN ORDINANCE AUTHORIZING THE EXECUTION OF A MEMORANDUM OF UNDERSTANDING WITH, AND SALE OF CERTAIN CITY-OWNED SURPLUS REAL ESTATE TO, HABITAT FOR HUMANITY OF LASALLE-BUREAU-PUTNAM COUNTIES, INC. (1124 Buffalo Street, Peru, IL 61354 - PIN# 17-16-411-004)

AN ORDINANCE AUTHORIZING THE EXECUTION OF AN ASSIGNMENT OF LAND LEASE AGREEMENT DATED APRIL 6, 2015, FROM OSF AVIATION, LLC, TO OSF HEALTHCARE SYSTEM.

Alderman Waldorf made a motion to approve selected candidate for the position of Public Works Laborer. Alderman Lukosus seconded the motion. NEW BUSINESS

Alderman Buffo made a motion to appoint John Atkins to the Peru Pension Board for a two-year term. Alderman Payton seconded the motion. Clerk Bartley called the roll with Aldermen Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; Alderman Ballard absent; motion carried.

PETITIONS AND COMMUNICATION

Clerk Bartley presented a communication from Douglas J. Schweickert of Schweickert Law Group, LLC and Schweickert Law Group resigning as Corporate Counsel for the City of Peru. Alderman Waldorf made a motion communication be received and placed on file. Alderman Lukosus seconded the motion; motion carried.

Clerk Bartley presented a communication from Blake Frund requesting permission to hold 9U-10U Cinco De Mayo Baseball Tournament at Veteran’s Park May 5-7, 2023. Alderman Buffo made a motion the communication be received, placed on file and permission granted. Alderman Tieman seconded the motion; motion carried.

MAYOR’S NOTES

Mayor Kolowski thanked the crews for work on water main breaks.

Mayor Kolowski thanked the PSM/Fire Chief Jeff King and Electric Operations Manager Max Brandenburg teams for putting up Christmas decorations.

Adam Thorson, Director of Parks, Recreation and Special Events reported there were 35 entries in the Lighted Christmas Parade and thanked PSM/Fire Chief Jeff King, Police Chief Sarah Raymond and Carus Corporation volunteers. Mayor Kolowski recognized and thanked CSO Officer Blake Frund.

PSM/Fire Chief Jeff King reported they served over 300 people for the Breakfast with Santa event.

Mayor Kolowski complimented the Pearl Harbor parade participants.

Mayor Kolowski noted the Red and Blue Christmas event with 47 families: 170 children receiving gifts.

PSM/Fire Chief Jeff King reported on the surplus personal property auction listed on HiBid.com and reported on the positive feedback.

CLOSED SESSION

Alderman Edgcomb made a motion to go into closed session to meetings held to discuss the appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee or legal counsel for the public body to determine its validity and meetings where the purchase or lease of real property for the use of the public body is being considered, including meetings held for the purpose of discussion whether a particular parcel should be acquired, or where the public body is considering the setting of a price for sale or lease of its property. Alderman Waldorf seconded the motion. Clerk Bartley called the roll with Aldermen Tieman, Payton, Edgcomb, Waldorf, Sapienza, Lukosus and Buffo voting aye; Alderman Ballard absent; motion carried.

Closed session began at 7:37 p.m.; ended 8:31 p.m.
