Village of Ladd Village Board met Tuesday, Dec. 27.

Here are the minutes provided by the board:

The Ladd Village Board met in regular session on Tuesday, December 27, 2022, in the Village Hall. Village President, Frank Cattani called the meeting to order at 6:30 pm and led the pledge of allegiance to the American flag.

Roll Call: Present: Trustees Jim Manning, Dave Margherio, Jan Martin, Dan Nelson, Molly Thrasher, and Mike Urbanowski

In attendance: Clerk Bezely, Treasurer Julie Koch, Superintendent Englehaupt, Atty. Pat Barry, Engineer Adam Ossola

Margherio motioned/Thrasher second to accept the December 13, 2022, regular meeting minutes as presented.

Ayes: Manning, Margherio, Martin, Nelson, Thrasher, Urbanowski - Motion carried 6-0

Martin motioned/Urbanowski second to authorize payment of the bills in the amount of $114,092.03. Ayes: Manning, Margherio, Martin, Nelson, Thrasher, Urbanowski - Motion carried 6-0

Urbanowski motioned/ Thrasher second to accept the Treasurer's Report for November 2022 Ayes: Manning, Margherio, Martin, Nelson, Thrasher, Urbanowski - Motion carried 6-0

Correspondence: A request from a Village resident to obtain Fiberoptic Internet was discussed. Trustee Manning is going to check into Fiberoptic through Comcast. Englehaupt informed the board there is a main Fiberoptic line that runs through Ladd. He is unaware of any Fiberoptic lines to residents. Ladd School has Fiberoptic Broadband. Surf Internet FM is a Fiberoptic Broadband company bringing fiberoptic to the City of Oglesby. Atty. Pat Barry helped explain Fiberoptic Broadband.

Public Comment: None

Committee Reports: Trustee Nelson announced that he saved the Village of Ladd approximately $575.00 in 2022 by cutting the lot where the Community Garden is located. Thank you’s were heard by the Village President and board members.

Engineer’s Report: Ossola informed the board of a change order which is included in the payment request. Nelson asked Ossola about multiple digs behind the post office. Ossola stated there were some issues with a couple of sewer services and water services located in that alley. Ossola said everything is all wrapped up with this issue.

New Business: Pay Request #2 for Superior Excavating & Change Order #3 for Alley Water Main Project: Nelson motioned/Margherio second to approve Change Order #3 for an increase of $658.00 to the contract (to add in a couple of valves and fittings and remove a few items that are not needed for the project.)

Ayes: Manning, Margherio, Martin, Nelson, Thrasher, Urbanowski - Motion carried 6-0 Nelson motioned/Martin second to Approve Pay Request #2 to Superior Excavating for $315,985.23 (2/3rds total job complete) which includes the $658.00 increase (Change Order #3).

Ossola made the council aware of a couple of things. They’re working on the rest of the water services for the next couple of weeks. There will be an addition regarding 1 resident who is located down by the park. A new water main in the house must be completed by the Village of Ladd because the existing service is lead. EPA mandates that the Village of Ladd pays to replace the lead service with a new copper line. Superior Contracting will obtain the plumber for this change. Ossola will obtain pricing for this work for the council. Ossola also explained that there is an additional cost he’d like to bring to the council. There is a line he’d like the Village to authorize change out of the service to Tee Group to remove approximately 300 feet of old main. Superior is going to get Ossola a price and he will bring it to the council.

Superintendent’s Report: Village President thanked Englehaupt and his crew for the great job they did plowing during the last snow event with the wind and also for repairing the water main break on Christmas Eve.

Manning mentioned East Cleveland out past Spring Creek Drive to plank road was solid ice. Manning wondered who is responsible for this. The Village plows to Hall Township’s bridge and then the City of Peru takes over at the welcome to Peru sign. We will keep an eye on this road and in the future, if it remains unattended we will contact them. Englehaupt told the board that some municipalities pulled their plows off the roads over the weekend. Perhaps this is why it wasn’t taken care of.

New Business: IMEA Energy Efficiency Funds: Englehaupt requested direction from the board regarding spending the energy efficiency money available. Tee Group had interest and Englehaupt directed Brik Wedekind to contact Rod at IMEA and no one moved forward with this. Englehaupt told the board there is $5,585.17 that must be used by 4/30/2023. The fund has a total balance of $8,851.93. Englehaupt told the board that the internal decorative heads out in the original subdivision which are 30+ years old. The heads are so bad and Englehaupt felt this money could be best spent replacing these lights with LED and using any extra money for new intersection lights. Atty. Pat Barry told Englehaupt he gives his approval and will notify Rod of this. Englehaupt stated that if the board is in agreement with him he will come back with solid numbers at a future meeting.

Police Chief: Not in attendance

Building Inspector: Not in attendance

Village Attorney: Atty. Pat Barry distributed the new Ordinance from the BPEZ. TriCon Industries has requested adding 9.15 acres on the west side of their facility to the enterprise zone. This is located in Walnut, IL. Margherio asked if there was any negative to approving this change. Atty. Barry stated there is no negative to this approval.

Manning motion/Urbanowski second to Pass an ordinance amending ordinance no 1020-2015 entitled “An Ordinance Establishing an Enterprise Zone Within the Village of Ladd, Illinois, Said Enterprise Zone Being a Portion of a Larger Enterprise Zone Encompassing Contiguous Portions of the Cities of Princeton, and Spring Valley, The Village of Granville, Hennepin, Ladd and Mar, and the Counties of Bureau and Putnam, Illinois.

Ayes: Thrasher, Nelson, Manning, Martin, Margherio, Urbanowski, Cattani - Motion carried 7-0

1/1/2023 Family Bereavement Leave Act: Atty. Pat Barry requested this will be discussed at the January 10, 2023 Meeting.

New Business: Liquor License Ladd Fire Department: Nelson motioned/Thrasher second to approve a Liquor License for the Ladd Fire Department Annual Fundraiser to be held on February 18, 2023. Ayes: Manning, Margherio, Martin, Nelson, Thrasher, Urbanowski, Cattani - Motion carried 7-0

Announcements: Village President Cattani spoke to the board about putting a display out at LaSalle’s Celebration of Lights. The cost is a $100 one-time fee. Then the Village would choose a lighted display at approximately $350 for a choice out of a catalog or if the Village wants to do a custom display those start at $1,000. Manning stated they do ask for a donation yearly. Margherio felt that it is a great idea but he feels we need to spend our money on Ladd. Englehaupt informed the board that with the last storm 4 wreaths came down and are not repairable. He suggests some new decorations be purchased. They have been hanging in Ladd for some time. It’s time to get some new ones. Bezely will help connect the council to some catalogs to look at. The company we originally purchased these from is out of business. This will be placed on the next agenda. We will not be pursuing a display at Rotary Park.

Bezely asked the board about enacting a pillow tax. The council felt to hold off for now. We only have 1 Airbnb in town currently. The gal that cleans the community center mentioned the floor is awful. She asked about having it stripped and waxed or replaced. The council would like to hold off until a decision is made on the future of this building. Bezely asked the board if they still would like to go out for a bid on our Non

Union Employee's Health Insurance. Manning felt it is beneficial to get bids every so many years just to make sure we’re getting the best price. Atty. Barry told Bezely this should be put in the paper requesting bids. The bids must be for existing coverage no less. Bezely announced the sale of 336 S. Main will take place on Thursday 12/29/2022. Thrasher asked if we’ve had any interest in the lot on Hennepin Ave. There has not been.

Thrasher motioned/Margherio second to adjourn.
