City of Peru Public Services Committee met Feb. 13 

Here are the minutes provided by the committee: 

ROLL CALL: Aldermen Waldorf, Lukosus, Ballard and Edgcomb present. OTHER ALDERMEN PRESENT: Aldermen Sapienza, Buffo and Tieman

MINUTES

Alderman Waldorf made a motion to approve the Public Services Meeting minutes of January 30, 2023. Alderman Lukosus seconded the motion; motion carried.

ELECTRIC

Eric Carls, Director of Engineering and Zoning initiated a discussion regarding proposal for an Electric System Study from BHMG and noted the following:

• Study is to evaluate entire electrical distribution system.

• Load reviews

• Load growth analysis

• Power flow analysis

• Evaluate existing infrastructure

• Forecast growth requirements

Electric Operations Manager Max Brandenburg reported on light poles on Water Street (former Red Door area) and stated they will set a new pole and re-light two of the decorative poles and repurpose the ones in front of the former restaurant.

Alderman Waldorf asked about the request for proposals for the property west of the former Red Door. Alderman Sapienza voiced his continued opposition for selling the property and recommended leasing it instead.

Mr. Carls and Alderman Lukosus reported on the IMEA Energy Efficiency program for updating lights at the municipal building.

Mr. Carls reported on IMEA future programing to fund an electric vehicle.

Corporate Counsel Scott Schweickert addressed the property at 1515 Water Street that a potential buyer adjacent to the Water Street Substation. Corporate Counsel Scott Schweickert outlined the review by a structural engineer and Just Masonry indicating a $100,000 tuck point cost and asked for feedback. The Council asked questions but did not provide specific recommendations.

Mr. Brandenburg addressed concerns with the upkeep of the jet generator and the need to evaluate the cost benefit to keep in maintained properly. Mr. Brandenburg outline concerns with the availability of parts. The City receives monthly credits on our purchase of power of approximately $30,000 per month. The Committee recommended reviewing and confirming the credits and budgeting repairs accordingly.

PARKS & RECREATION

Adam Thorson, Director of Parks, Recreation and Special Events presented a recommendation for a new feature at the splash pad. Mr. Thorson stated the feature was destroyed during the derecho and wasn’t clear about an insurance claim was submitted. Clerk Bartley recollected there was a lot of insurance activity at the time because of the damage the city sustained and believes this particular damage at the splash pad was not priorities and a claim was not submitted. Clerk Bartley noted that he sent an email to our insurance carrier at the time and had not heard back. Clerk Bartley additionally commented that based on the amount of time we may not have an option to submit.

Alderman Waldorf made a motion to go into closed session to consider procedures and the use of personnel and equipment to respond to an actual, a threatened, or a reasonably potential danger to the safety of employees, students, staff, the public or public property. Alderman Lukosus seconded the motion. Clerk Bartley called the roll with Aldermen Waldorf, Lukosus, Ballard and Edgcomb voting aye; motion carried.

Closed session began at 5:54 p.m. and ended at 6:24 p.m.

Alderman Ballard made motion to reopen the meeting. Alderman Lukosus seconded the motion. Clerk Bartley called the roll with Aldermen Waldorf, Lukosus, Ballard and Edgcomb present.

ADJOURNMENT

Alderman Ballard made a motion to adjourn the meeting. Alderman Edgcomb seconded the motion; motion carried.

Meeting adjourned at 6:32 P.M.
