Village of Diamond Village Board met Feb. 14.

Here are the minutes provided by the board:

The scheduled meeting of the Diamond Village Board was held on Tuesday, February 14, 2023, at 6:00 p.m. with Mayor Teresa Kernc presiding. Upon roll call Commissioners present were Mark Adair, Dean Johnson and Jeff Kasher. Absent: Dave Warner.

Approval of 01-24-2023 Minutes 

MOTION was made by Commissioner Kasher, SECOND by Commissioner Adair to approve the 01/24/2023 regular meeting minutes and place on file. All Ayes: Motion Carried. 

Approval of February 14, 2023, Bill List 

MOTION was made by Commissioner Johnson, SECOND by Commissioner Adair to approve the February 14, 2023, bill list and place on file. All Ayes: Motion Carried.

Approval of the January 2023 Treasurer’s Report 

MOTION was made by Commissioner Johnson, SECOND by Commissioner Kasher to approve the January 2023, Treasurer’s Report, and place on file. All Ayes: Motion Carried.

New Business 

Approve Change Order for Synagro Sludge Removal 

Mayor Kernc stated Synagro did decrease the change order by $4,000.00 from the previous change order. The contract price is $79,925.00. MOTION was made by Commissioner Kasher, SECOND by Commissioner Adair to Approve the Change Order for Synagro Sludge Removal. All Ayes: Motion Carried. 

Approve IGA Agreement for Multimodal Multijurisdictional Transportation Master Plan Mayor Kernc stated this is for the cost of the study for Grundy County. The cost is based on population by county. Diamond’s share is $3,972.80. MOTION was made by Commissioner Adair, SECOND by Commissioner Kasher to Approve. Ayes: Motion Carried. 

Approve Ordinance #2023-02, Amending Open Burning Ordinance 

Mayor Kernc stated the amendments were discussed at the January 24, 2023, meeting. Changes to the size of the pit increased to 5ft x 5ft x 5ft. Village Attorney John Gallo stated he also described more specifically what recreational fires were and grilling. He also described what a fire pit is in more detail. MOTION was made by Commissioner Johnson, SECOND by Commissioner Adair to Approve Ordinance #2023-02, Amending the Open Burning Ordinance. All Ayes: Motion Carried.

Approve Bid Contract for Lead Line/Water Meter Replacement 

Village Engineer Mike Perry stated the bid openings were held this morning. Ferguson Enterprises, LLC bid for all the meters and parts needed for the replacement of the meters which totaled $149,535.75. Bids received for installation were United Meters at $115,273; Calumet City Plumbing at $164,990.00 and D Construction at $661,900.00. Perry stated the totals came in under the estimated budget. Perry stated these are awarded contingent on EPA’s review and approval. MOTION was made by Commissioner Johnson, SECOND by Commissioner Kasher to Approve Contingent Award to Ferguson Enterprises in the amount of $149,535.75 and Approve Contingent Award to United Meters in the amount of $115,273.00 contingent on EPA review and approval. All Ayes: Motion Carried. 

Discuss Landlord-Water Payment Procedures 

Item passed.

Contractual Police Services Agreement with Grundy County Sheriff’s Office Mayor Kernc presented the contractual agreement. The charge will be $40.00 per resident. The charge is based on the 2020 census for the Village with a population of 2640. The amount due for 2023 is $108,768.00 with a 3% increase annually for subsequent years. MOTION was made by Commissioner Kasher, SECOND by Commissioner Johnson to approve the Contractual Police Services Agreement with Grundy County Sheriff’s Office in the amount of $108,768.00. All Ayes: Motion Carried.

Grundy and Will County Sheriff’s Monthly Update 

Mayor Kernc presented the Will County Sheriff’s Monthly Update. Nothing out of the ordinary to report.

Public Works Department Updates 

Public Works Department Supervisor Jim Dunning stated all VFD’s have been installed for the raw pumps. There is a control issue with one of them. The new John Deere Gator has been delivered. Dunning discussed projects for the upcoming months. Dunning also stated Public Works employee Clayton Lindemulder will be attending water operation classes at the end of the month.

Mayor Kernc 

Mayor Kernc presented a resolution for the STP funding for Will Road, IL 113 to Spring Road which needs to be submitted on or before February 25, 2023. She would like a consensus to submit and will have official approval for the resolution at the February 28, 2023, meeting. A unanimous consensus was given. 

Adjournment to Closed Session 2 (c) (5) Land Acquisition 

MOTION was made by Commissioner Johnson, SECOND by Commissioner Kasher to enter closed session at 6:32 p.m. All Ayes: Motion Carried.

MOTION was made by Commissioner Kasher, SECOND by Commissioner Johnson to enter open session with no action taken at 6:41 p.m.

Adjournment 

MOTION was made to adjourn at 6:42 p.m. by Commissioner Adair, SECOND by Commissioner Johnson. All Ayes: Motion Carried.
