12.1 Designation of the Crabtree House, 559 Lang's Road under Part IV of the Ontario Heritage Act

Committee recommendation 

That Council issue a Notice of Intention to Designate the Crabtree House, 559 Lang’s Road, under Part IV of the Ontario Heritage Act, according to the Statement of Cultural Heritage Value, attached as Document 5 (as amended). 

13. Finance and Corporate Services Committee Report 2

13.1 Brownfield Grant Application – 2 Montreal Road and 3 Selkirk Street

Committee Recommendations 

That Council:  

Approve the Brownfield Redevelopment Grant application submitted by Riverain Developments Inc. and 2799338 Ontario Inc. (common name Main and Main), owner of the property at 2 Montreal Road and 3 Selkirk Street, for Rehabilitation Grant under the Brownfield Redevelopment Community Improvement Plan (2015), not to exceed a total of $3,648,235 for which the grant payment period will be phased over a maximum of ten years of development, subject to the establishment of, and in accordance with, the terms and conditions of the Brownfield Redevelopment Grant Agreement; the maximum deferral of Development Charges of $3,101,000 under the Development Charge Deferral Program; and the estimated contribution of $817,141 towards the Municipal Leadership Strategy fund;  Delegate the authority to the General Manager, Planning, Real Estate and Economic Development, to execute a Brownfield Redevelopment Grant Agreement with Riverain Developments Inc. and 2799338 Ontario Inc., establishing the terms and conditions governing the payment of the grant for the redevelopment of 2 Montreal Road and 3 Selkirk Street, to the satisfaction of the General Manager, Planning, Real Estate and Economic Development Department, the City Solicitor and the Chief Financial Officer.  

14. Planning and Housing Committee Report 4A

14.1 2024 Development Charge By-law and Community Benefits Charge By-law Review Councillors Sponsor Group

That Council approve: 

Establishing a Councillors Sponsor Group to provide input and advice to the 2024 Development Charge By-law and Community Benefits Charge By-law update, as detailed in this report. 

The Councillors Sponsor Group terms of reference in Document 1. 

15. Planning and Housing Committee Report 5

15.1 Zoning By-law Amendment - 360 Kennedy Lane East

Rising from the Planning and Housing Committee Meeting of 20 March, 2023. 

Committee recommendation 

That Council approve an amendment to Zoning By-law 2008-250 for 360 Kennedy Lane East, from I1B to R4Z[XXXX]SYYY in order to permit a planned unit development consisting of a total of 81 dwelling units (mix of townhouses and stacked townhouses), and the retention of the existing church as detailed in Document 5 and 6. 

15.2 2031 Municipal Housing Pledge

Rising from the Planning and Housing Committee Meeting of 20 March, 2023. 

Committee recommendations 

That Council:  

Endorse Ottawa’s Housing Pledge attached as Document 2; 

Approve that the Mayor be authorized to sign the City of Ottawa’s Housing Pledge; 

Approve that the City Clerk be directed to submit a copy of the signed Pledge and the letter of support from the Greater Ottawa Homebuilders Association, attached as Document 3, to the Minister of Municipal Affairs and Housing by March 22, 2023; 

Approve that Ottawa’s Housing Pledge be considered for approval at the City Council meeting of March 22, 2023 to meet the deadline for submission; 

Approve that staff begin action category 4 of the Pledge to monitor the actions and provide a report to Council on an annual basis.

WHEREAS the Ottawa Branch of the Polish Combatants' Association (Branch No. 8) has celebrated 75th anniversary; and 

WHEREAS the original members of Branch No. 8 were former soldiers of the Polish Armed Forces, who fought alongside the Western Allies, including Canadians, during World War II; and

WHEREAS in the last 75 years, Branch No. 8 and its members have made immeasurable contributions to the community and our city; and

WHEREAS Branch No. 8 has worked with City staff to find a location for a tree to be planted at Centrepointe Park to commemorate this milestone anniversary in the spring of 2023; and

WHEREAS the financial cost of the Commemorative Tree and the accompanying plaque will be borne by the Polish Combatants' Association Branch No. 8; and

WHEREAS Public Works, Parks Maintenance and Forestry Services, will install the city standard flat black polished granite marker flush to the ground; 

THEREFORE BE IT RESOLVED that City Council approve the installation of a plaque in Centrepointe Park to mark the 75th Anniversary of the founding of the Polish Combatants’ Association Branch No. 8; and 

THEREFORE BE IT FURTHER RESOLVED that the plaque read “THIS TREE WAS PLANTED TO COMMEMORATE THE 75TH ANNIVERSARY OF THE FOUNDING OF THE POLISH COMBATANTS’ ASSOCIATION BRANCH NO. 8” in Polish, English, and French.

WHEREAS On February 6, 2023, an incredibly destructive earthquakes 7.8 magnitude earthquake, followed by a series of strong tremors and aftershocks, devastated South-Eastern Türkiye; and

WHEREAS the earthquake has already killed more than 41,000 people and injured more than 87,000; and

WHEREAS more than a million people have been displaced, with at least 47,000 buildings destroyed or damaged; and 

WHEREAS the Canadian and Turkish Women’s Association in Ottawa (CATWAO) are organizing a fundraising event to benefit the victims of the earthquake on April 23rd, recognized as Children’s Day in Turkey, to sell donated used goods, Turkish foods and to host children’s activities; and

WHEREAS CATWAO is seeking the use of Jean Pigott Hall at City Hall to host this fundraising event in support of residents of Türkiye; 

THEREFORE BE IT RESOLVED that Council approve the use of Jean Pigott Hall for this fundraising event on April 23rd and waive the rental fee and associated costs for furniture, equipment and staffing, to support the people of Türkiye following this devastating event.
