Presentation from Illinois Valley Sunrise Rotary and La Salle Rotary regarding a large scale Pollinator Field proposed for Rotary Park and potential action therein and related matters.

APPROVAL OF MINUTES 

Minutes of the Regular City Council meeting held April 3, 2023.

DISCUSSION AND POTENTIAL ACTION ON THE FOLLOWING PETITIONS: 

Request for a Raffle License from Cops 4 Cancer and related matters.

Request from La Salle Softball Little League to amend their previous Tag Day Collection application for Friday, April 21 and Saturday, April 22 to collect at 11th and Bucklin streets as well as 24th and Chartres streets instead of Raccuglia Drive and Chartres streets and related matters.

Request to add streets lights on Richard Hallett road and related matters.

Request from Tammy Humpage of St. Jude Run for a Special Event Permit to allow an extension of hours for outdoor music on Saturday, June 17 at Nick’s on 6, 328 3rd Street, for a “Dueling Pianos for a Cure” event and related matters.

REPORTS OF CITY OFFICERS 

Treasurer’s Report for February 2023 showing total cash balances in La Salle State Bank of $14,434,069.35 and in Hometown National Bank of $7,104,416.08

Treasurer’s Report for March 2023 showing total cash balances in La Salle State Bank of $14,010,787.78 and in Hometown National Bank of $7,153,137.06

Annual Treasurer’s Report for the City of La Salle for the Fiscal year ending April 30, 2022.

Building Inspector’s Report for March 2023 showing total fees collected of $2,888 with total value of construction of $295,720.

COMMUNICATIONS

BIDS 

Review, consideration and possible approval of Ground Maintenance bid and related matters.

APPOINTMENTS 

STANDING COMMITTEES 

Discussion and potential action regarding the recommendation of the Streets, Alleys and Traffic Committee regarding a request from the owner of 851 First Street to remove a “Handicap Parking” sign from in front of the address and related matters.

SPECIAL COMMITTEES 

OLD BUSINESS 

Confirmation and ratification of a straw vote regarding a request for a monument to be placed by the flagpoles at Rotary Park for the La Salle 33 and related matters.

Authorization of Pay Request #8 for Municipal Well & Pump totaling $318,116.10 for work completed to date on New Well Supply, Well #13 project and related matters.

Authorization of Pay Estimate #1 for John Pohar & Sons, Inc. totaling $133,103 for work completed to date on Hegeler Park to Sobieski/Walnut Street Sewer Separation – 2023 project and related matters.

Presentation from the Sierra Club regarding their continued efforts following the Carus Chemical fire and related matters.

NEW BUSINESS 

DISCUSSION AND POTENTIAL ACTION ON THE FOLLOWING ADDITIONAL ORDINANCES/RESOLUTIONS: 

An Ordinance fixing wages for employees of the City of La Sale, Illinois commencing May 1, 2023 and ending April 30, 2024 and related matters.

Ordinance authorizing ARPA subrecipient agreement with La Salle County Illinois and related matters.

An Ordinance authorizing lease of small portion of municipal property fronting 821 First Street, La Salle, Illinois, and related matters.

COMMENTS 

EXECUTIVE SESSION 

Regarding pending and/or potentially imminent litigation and related matters: Collective bargaining and related matters, and acquisition and/or sale of city real estate and related matters and the employment, discipline, appointment, performance and/or compensation of non-union and/or union personnel and related matters pursuant to the Open Meetings Act including 5-ILCS 120 Section 2(c)1-2,5,6,11 thereof.

APPROVAL OF BILLS 

Total Submitted: $1,547,353.32 (Total Payroll $199,122.39, Bills to be Paid $259,857.99, Total Bills Paid $1,088,372.94).
