Coal City Village Board met March 15.

Here are the minutes provided by the board:

At 5:30 p.m. on Wednesday, March 15, 2023, the Village Board met for a Budget Meeting in the Boardroom of the Village. In attendance was Mayor Terry Halliday, Trustees Dave Togliatti, Ross Bradley, Dan Greggain, Dave Spesia, Tim Bradley and Sarah Beach. Also in attendance were Police Chief Chris Harseim, Village Administrator Matt Fritz, and Kristi Wickiser, Financial Assistant.

This Budget meeting is for discussion of the Police Department and EMA (Emergency Management Agency)

Mr. Fritz explained the budget cover memo for the FY24 Budget. He made comparisons of the present & past years revenues and expenditures as contained in the proposed budget. There was an increase in expenditures and a spending down of fund balances. He stated that the Board could consider increasing the gaming machine sticker annual fee to generate additional revenues. Also discussed:

• Inflation & increase in line items expense

• Impact of the AFP (American Recovery Program) Funds

• Capital Projects Summary

• Addition of a Patrol Officer

a. Staffing Capability

b. Salaries

c. Overtime-staffing with vacation hours

POLICE DEPARTMENT

Harseim distributed handouts to the Board members regarding current staffing and shifts for 14 officers, along with a list of interesting statistics of the police department.

Program Overview:

• Training hours/Mandated training

• Officer on administrative leave-discussion of replacement if he doesn't return to the force

• Eight officers covering 24 hours

• One officer possibly will be leaving the force

• Local Adjudication

• Staff & Command Training for Sergeants

• Grundy County dispatch fee increase New server-replaced the 10 year old server

• Code RED-benefit to both police department & water & sewer department

• Scheduled vehicle replacement

• Body Cameras- FY25 budget

EMA (EMERGENCY MANAGEMENT AGENCY)

A brief overview of the EMA department was presented, including the Auxiliary Police Unit. Also discussed:

• Dresden Emergency Disaster Drill -March 28, 2023

• 198 total man-hours in 2022

• 21 incident requests in 2022

• Grant funding requests

• Police Department donation of a car to the EMA

The next Budget Meeting is scheduled for Wednesday, March 22, 2023 at 5:30 p.m. Discussion will include Community Development, Water & Sewer and Maintenance Department.

The meeting was adjourned at 7:15 p.m.
