March 20, 2023

6:00pm - City Hall Council Chambers

Chairman Bacidore Called the Meeting to order at 6:20pm

ROLL CALL

Present: Chairman Bacidore, Aldermen Reynolds, Lavieri, Jeppson, Herndon, Crane

Absent: Alderman Ptak

Others Present: Mayor Jeff Grove, Finance Director John Duncan, Deputy Clerk Brent Bader, Director of Public Works Patrick Watson, Fire Chief Jerry Janick, Economic Development Director Curt Bedei, City Treasurer Virginia Kochanowski, City Attorney James McPhedran, Police Chief Mike Smudzinski

A quorum was present.

Moved by Alderman Reynolds and seconded by Alderman Crane to approve the minutes from March 6, 2023 meeting.

Voice vote, all ayes. Motion carried.

Alderman Herndon said it was the Committee’s understanding that there was originally a sign on Walnut Road for “No Parking from Here to Curb” but an Ordinance could not be found. Alderman Herndon made a motion to place a sign there.

Pat Petlin from the community said there is parking on both sides of the street and that the street is very narrow. One resident suggested no parking on the whole street. Chairman Bacidore said that isn’t currently on the agenda and any change to the agenda would require a different meeting. 

Chairman Bacidore said the Committee will get this item done now and can revisit the issue later if needed. Alderman Herndon made a mortion to place the sign on the south side of the street, from the backside of the house to the corner.

Moved by Alderman Herndon and seconded by Alderman Crane to approve the request for a “No Parking from Here to Curb” sign on the southside of Walnut Street from the backside of the western house to the corner.

MOTION CARRIED: 6-0

Alderman Crane asked if Superintendent of Public Works Watson was able to look into the cost of blinking lights on stop signs. Watson said they are $1,700 and are solar powered. A resident from the neighborhood said it’s a safety issue and people from out of town are not aware of the stop sign due to limited visibility and may not see it until they are right on top of it. City Engineer Brown asked Police Chief Smudzinski if there are many accidents there. He said they haven’t had many there. City Engineer Brown suggested a double height stop sign on the north and south sides in lieu of spending money on flashing lights. Alderman Herndon said he likes that option before spending money on lights.

Moved by Alderman Herndon and seconded by Alderman Lavieri to place dual-height stop signs on the north and south portions of 5th and Bucklin Streets.

MOTION CARRIED: 6-0

Alderman Crane said Mayor Grove spoke to the resident as did Alderman Crane. He said they live further west of the site and believes there is a miscommunication about where the speed bump should go. Chairman Bacidore asked if anyone from the public was here to discuss this issue. Deputy Clerk Bader received email correspondence from a resident who was not in support of the speed bump. Chairman Bacidore said the City usually does not place speed bumps unless they are near schools or parks. Alderman Herndon said this would not be advisable being so close to the Veterans Home.

Moved by Alderman Herndon and seconded by Alderman Reynolds to deny the request for a speed bump on Oconor Avenue between Tonti and Crosat streets.

NAY: None Absent: Alderman Ptak Abstain: None

MOTION CARRIED: 6-0

The aldermen did not have any old business or new business to discuss

There were no more questions or comments from the public.

Moved by Alderman Reynolds and seconded by Alderman Herndon to adjourn the meeting.

Voice vote, all ayes. Motion carried.

Chairman Bacidore adjourned the meeting at 6:27 pm.
