 Village of Seneca Village Council met April 4

Here are the minutes provided by the council:

The Seneca Village Council held a regularly scheduled Council meeting at Seneca Village Hall on April 4, 2023 and the meeting was called to order at 6:00 p.m.

Roll Call:

Present: Mayor Jeff Olson, Commissioners Higgins, Victor, Weber and Wood

Absent: None

Also Present: Attorney Robert Russo and Village Clerk Jennifer Peddicord

All stood for the Pledge of Allegiance to the Flag of the United States of America.

A motion was made by Comm. Wood and seconded by Comm. Higgins to approve the March 21, 2023 council meeting minutes as presented. Comm. Victor noted that the cost of the truck for water/sewer was $2,243.00 cheaper than originally stated.

Ayes: Olson, Higgins, Victor, Weber and Wood

Nays: None

A motion was made by Comm. Higgins and seconded by Comm. Victor to approve the payment of bills as presented. Comm. Weber pointed out that the bills were much lower this month.

BUSINESS SPOTLIGHT PRESENTATION:

None.

COMMUNICATIONS, PETITIONS, REPORTS AND ADDITIONAL AGENDA ITEMS: 

None.

OLD BUSINESS: 

Wood: A motion was made by Comm. Wood and seconded by Comm. Higgins to approve the adoption of Ordinance 23-08, An Ordinance Amending the Seneca Code of Ordinances Pertaining to Employee Holidays.

Roll Call:

Ayes: Olson, Higgins, Victor, Weber and Wood

Nays: None

A motion was made by Comm. Wood and seconded by Comm. Victor to approve the adoption of Ordinance 23-09, An Ordinance Amending the Seneca Code of Ordinances Personnel Policy Regarding Sick Days and Pay. Comm. Weber noted that this ordinance is helping the village as much as the employee, by allowing the sick days to build up over time and carry over from year to year.

Ayes: Olson, Higgins, Victor, Weber and Wood

Nays: None

COMMISSIONER'S REPORT AND NEW BUSINESS: 

PUBLIC PROPERTY, WATER & SEWER - VICTOR: 

A motion was made by Comm. Victor and seconded by Comm. Weber to approve an expenditure to Vortex Technologies in the amount of $1,950.00 for calibration of meters at water and wastewater treatment plants.

Nays: None

ACCOUNTS AND FINANCE - WEBER: 

None.

STREETS - WOOD: 

None.

PUBLIC HEALTH AND SAFETY - HIGGINS: 

None.

PUBLIC AFFAIRS – OLSON: 

A motion was made by Comm. Weber and seconded by Comm. Victor to approve the terms of engagement with Klein, Thorpe & Jenkins regarding the Spicer/Hardgrove deannexation matter and authorizes Mayor Olson to execute same. Mayor Olson advised that he and Clerk Jennifer Peddicord met with attorneys from Klein, Thorpe & Jenkins and they believe the village has a case and is willing to represent the village in this matter. Comm. Weber advised that this firm has a good reputation and is well qualified to handle this matter.

Nays: None

A motion was made by Comm. Wood and seconded by Comm. Higgins to approve the letter of endorsement for Helping Hands of Seneca and authorizes Mayor Olson to execute same. Mayor Olson reminded everyone that Shirley Bodett spoke at the last council meeting and the Helping Hands of Seneca program will be a great addition to the village.

PUBLIC COMMENT:

None.

EXECUTIVE SESSION: 

A motion was made by Comm. Victor and seconded by Comm. Higgins to enter into executive session at 6:08 p.m. to discuss the Purchase or Lease of Real Estate - Section 2(c)(5).

A motion was made by Comm. Weber and seconded by Comm. Higgins to adjourn the April 4, 2023 council meeting. A voice vote was held. All ayes. No nays. The council meeting was adjourned at 6:27 p.m.
