City of LaSalle Street, Alleys and Traffic Committee met April 3

Chairman Bacidore Called the Meeting to order at 6:05pm

Present: Chairman Bacidore, Aldermen Ptak, Reynolds, Lavieri, Jeppson, Herndon, Crane
Absent: NONE
Others Present: Others Present: Finance Director John Duncan, Deputy Clerk Brent Bader, Alderman Thompson, City Building Inspector Andy Bacidore, Economic Development Director Curt Bedei, Director of Public Works Patrick Watson, Fire Chief Jerry Janick, City Treasurer Virginia Kochanowski
A quorum was present.
Moved by Alderman Reynolds and seconded by Alderman Herndon to approve the minutes from March 20, 2023.
Voice vote, all ayes. Motion carried.
Robert Donavan, owner of the Dog House, began his explanation as to why he is requesting additional signage denoting “No Parking” zone in front of his garage at 848 First St. He stated how the area is currently a no parking zone. He is not looking to remove any current parking spaces. The picture that was used was an old picture and he now currently has 12-inch letters asking not to block the drive. He also has installed a sign that states that they will tow any vehicle away. He is aware that he may not have authority to do so but he wanted to at least put it up to see if it would help. He feels that official city signage could help him out with this problem even more. He would like to see a city sign with possible a fee amount attached.
Alderman Herndon suggested a portable sign to be used, but Alderman Lavieri stated how this business may need access to their drive 24 hours.
Chairman Bacidore suggested adding a pole to the other side of the drive because there is currently already one on the one side of the drive. The sign could state “no parking between the signs” with a $100 fine post attached.
Alderman Lavieri questioned if there may be a parking ordinance that does allow for a fine. Lavieri also asked if these were Mr. Donovan’s customers or other customers from downtown. Donovan stated that there has been a new bar that recently opened. He is worried that with food truck season approaching, he will return with the truck at late hours and issues may arise from the parking at the new bar that is located on the corner.
Alderman Ptak asked how long the signage has been posted on his garage door. He felt it was very large to see. Donovan stated that it has been on there for 4-5 years.
Alderman Laveri suggested striping the part of the driveway between the two signs yellow.
Alderman Ptak asked if he has called the cops when he sees this parking occurring. He has and most of the time they have moved before the officer gets there. The last time that he did call the person did receive a ticket.
Moved by Alderman Ptak and seconded by Alderman Reynolds to approve Mr. Donovan’s request from the Dog House to place two signs on each side of drive and to paint a portion of the drive yellow.
Voice vote, all ayes. Motion carried.
Alderman Herndon asked a resident in the audience if his parking ticket has been resolved. The resident did talk to the chief and he did work it out. Herndon just wanted the resident to know that there used to be a sign there in the past. Herndon did mention that the city will be painting the curb here shortly.

Moved by Alderman Reynolds and seconded by Alderman Crane to adjourn the meeting.
