Village of Seneca Village Council met April 18

Here are the minutes provided by the council:

The Seneca Village Council held a regularly scheduled Council meeting at Seneca Village Hall on April 18, 2023 and the meeting was called to order at 6:00 p.m. 

Roll Call: Present: Mayor Jeff Olson, Commissioners Victor, Weber and Wood 

Absent: Commissioner Higgins 

Also Present: Attorney Robert Russo, Engineer Casey McCollom and Village Clerk Jennifer Peddicord 

All stood for the Pledge of Allegiance to the Flag of the United States of America. 

A motion was made by Comm. Wood and seconded by Comm. Victor to approve the April 4, 2023 council meeting minutes as presented. 

Roll Call: Ayes: Olson, Victor, Weber and Wood 

Nays: None 

Absent: Higgins 

A motion was made by Comm. Victor and seconded by Comm. Wood to approve a correction to the March 21, 2023 council meeting minutes. At the bottom of page 1, Attorney Justice was mistakenly referred to as Attorney Spicer. That correction has been made. 

Roll Call: Ayes: Olson, Victor, Weber and Wood 

Nays: None 

Absent: Higgins

A motion was made by Comm. Wood and seconded by Comm. Victor to approve the February treasurer's report, payroll and payment of bills as presented. Comm. Weber pointed out that the lawn service for Crotty Park would not be paid for all at once. The gravel from Fatlan was put in at Graves Park. The bills were higher than usual due to a $37,500.00 payment to Grundy County Dispatch, which is an annual payment.

BUSINESS SPOTLIGHT PRESENTATION: 

None. 

COMMUNICATIONS, PETITIONS, REPORTS AND ADDITIONAL AGENDA ITEMS: 

Margi Weber gave a presentation regarding the Community Activity Center To Unite Seneca (CACTUS) at the Seneca High School West Campus, which is funded by the Peg Davis Civic Fund. The community center is open every Friday to all ages. Ms. Weber is looking for volunteers to do demonstrations and/or crafts. She is open to suggestions for any future programming. 

Additional Agenda Item: 

Mayor Olson: New: May 2, 2023 council meeting will begin at 4:00 p.m., instead of 6:00 p.m. 

OLD BUSINESS: 

None. 

COMMISSIONER'S REPORT AND NEW BUSINESS: 

PUBLIC PROPERTY, WATER & SEWER - VICTOR: 

A motion was made by Comm. Victor and seconded by Comm. Wood to approve an expenditure to Tom Higgins Lawn Maintenance in an amount not to exceed $4,500.00 for lawn care at the boat launch, Crotty Park and the community garden for 2023 season. This was put out for bid and multiple bids were received.

Nays: None

A motion was made by Comm. Victor and seconded by Comm. Wood to approve an expenditure to Christmas Light Installers NWI by Greater Life Services, Inc. in an amount not to exceed $7,500.00 for Crotty Park holiday lighting. There was a discount applied for entering into a contract early.

A motion was made by Comm. Victor and seconded by Comm. Weber to approve an expenditure to Spring Grove Nursery in an amount not to exceed $2,000.00 for replacement trees for Graves Park. Twelve trees were damaged by deer.

A motion was made by Comm. Victor and seconded by Comm. Wood to approve an expenditure to Erickson Landscaping in an amount not to exceed $1,800.00 for replacement of damaged trees at Graves Park.

A motion was made by Comm. Victor and seconded by Comm. Weber to approve the village clean-up days for June 23 and 24, 2023 at Olson's Scrapyard.

ACCOUNTS AND FINANCE - WEBER: 

A motion was made by Comm. Weber and seconded by Comm. Wood to approve an expenditure to Old National Bank Visa in the amount of $3,093.37 for credit card expenses. This includes a $3,000.00 vendor payment that was paid by check twice and returned both times due to a closed mailbox.

STREETS - WOOD: 

None. 

PUBLIC HEALTH AND SAFETY - HIGGINS: 

Due to the absence of Comm. Higgins, Comm. Weber presented his agenda item. 

A motion was made by Comm. Weber and seconded by Comm. Wood to approve an expenditure to Simple Communications in the amount of $3,000.00 for migration of police department email. 

Roll Call: Ayes: Olson, Victor, Weber and Wood 

Nays: None 

Absent: Higgins 

PUBLIC AFFAIRS – OLSON: 

Mayor Olson reported that the recent electronics recycling event was a success. The total weight collected was 14,459 pounds and 18 pallets. It was a well-run event. 

Mayor Olson advised that the May 2, 2023 council meeting will begin at 4:00 p.m., instead of 6:00 p.m. This is a one-time change. 

PUBLIC COMMENT: 

Melissa Klicker thanked numerous businesses, individuals and organizations for their help with Easter in the Park and for their donations to the event. The Easter egg hunt was a great success with approximately 300 children participating. 

She advised that village wide garage sales will take place on June 10. 

A motion was made by Comm. Wood and seconded by Comm. Weber to adjourn the April 18, 2023 council meeting. A voice vote was held. All ayes. No nays. The council meeting was adjourned at 6:22 p.m.
