City of Peru Public Services Committee met April 24

Here are the minutes provided by the board:

ROLL CALL: Aldermen Lukosus, Ballard and Edgcomb present. Alderman Waldorf absent.

OTHER ALDERMEN PRESENT: Aldermen Sapienza, Payton and Tieman

MINUTES

Alderman Lukosus made a motion to approve the Public Services Meeting minutes of March 13, 2023. Alderman Edgcomb seconded the motion; motion carried.

PRESENTATION

PUBLIC COMMENT

Residents Courtney Skoog and Erin Michaelson addressed the committee and provided a petition in support of keeping the stop sign at the intersection of 26th Street and Bryant Blvd.

STREETS & ALLEY

ELECTRIC

Committee discussed seeking bids for 20 - 60’, 10 - 70’, and 9 - 75’ poles from Brown Wood Preserving Co. for $79,686.10 for storm repairs.

Committee discussed purchase of towable diesel air compressor from United Rentals for $17,000.00 to replace the 1979 unit.

PARKS & RECREATION

McKinley Park Traffic Control

Alderman Tieman initiated a discussion regarding additional traffic control at McKinely Park to promote compliance with the stop sign. PSM/Fire Chief Jeff King recommended painting the crosswalk. Alderman Ballard suggested adding additional Kids Playing signage. Clerk Bartley asked about speed bump options. Police Chief Sarah Raymond explained the challenges with it being a temporary fix and the placement relative to the stop sign is problematic.

Wiggly Field Improvements

Adam Thorson, Director of Parks, Recreation and Special Events initiated a discussion of improvements to Wiggly Field. Mr. Thorson recommended a plan to expand the dog park to the north and east. Mr. Thorson reviewed estimates from Illinois Valley Fence and Pool and Ladzinski Concrete. The committee favorably recommended for the next agenda. 

Baker Lake Maintenance Building 

PSM King recommended the purchase of a maintenance building from Supan’s for the storage of mowing equipment and supplies with a cost not to proceed $11,000. Alderman Ballard made a motion to approve the purchase. Alderman Edgcomb seconded the motion. Clerk Bartley called the roll with Aldermen Lukosus, Ballard and Edgcomb voting aye; Alderman Waldorf absent; motion carried.

R&R Landscaping Invoice/Veteran’s Park

Alderman Edgcomb made a approve final invoice from R&R Landscaping for paver block and wall installation at Veteran’s Park in the amount of $12,880.00. Alderman Ballard seconded the motion. Clerk Bartley called the roll with Aldermen Lukosus, Ballard and Edgcomb voting aye; Alderman Waldorf absent; motion carried.

CODE ENFORCEMENT/BUILDING & ZONING

ENGINEERING

Eric Carls, Director of Engineering and Zoning reviewed the following projects:

General Fund Street Program

All milling is complete and curb work is ongoing.

MFT Program

Paperwork has been completed for submittal.

NE Watermain Project

Project is ongoing.

Airport Taxiway Project

Project is near completion.

GAF Utility Extension

Roadway is prepping to bid.

IT REPORT

BUILDING & GROUNDS

Eric Carls, Director of Engineering and Zoning reported on an issue at South Shore Boat Club with a significant structure issue with a failing separating the sea wall.

OLD BUSINESS

NEW BUSINESS

Mayor Kolowski and Police Chief Sarah Raymond reported on an ongoing issue with panhandlers. Chief Raymond noted it is not illegal to panhandle and recommended a possible counter measure is to place signage to encourage people to not support or donate.

Mayor Kolowski asked for input on new committee structure and times. Alderman Payton stated he supports conducting committee meetings on the non-regular meeting weeks.

CLOSED SESSION

Alderman Lukosus made a motion to go into closed session to discuss minutes of meetings lawfully closed under the act either for purposes of approval by the body of the minutes or semi-annual review of the minutes required by the act and to discuss the appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee or legal counsel for the public body to determine its validity. Alderman Ballard seconded the motion. Clerk Bartley called the roll with Aldermen Lukosus, Ballard and Edgcomb voting aye; Alderman Waldorf absent; motion carried.

Closed session began at 6:26 p.m. and ended at 6:33 p.m.

Alderman Edgcomb made a motion to reopen the meeting. Alderman Ballard seconded the motion. Clerk Bartley called the roll with Aldermen Lukosus, Ballard and Edgcomb present; Alderman Waldorf absent.

ADJOURNMENT

Alderman Lukosus made a motion to adjourn the meeting. Alderman Ballard seconded the motion; motion carried.

Meeting adjourned at 6:34 p.m.
