City of Ottawa City Council met May 16

Here are the minutes provided by the council:

Present: Mayor Robert Hasty, Commissioners Wayne A. Eichelkraut Jr., Marla K. Pearson, and Brent F. Barron.

Absent: Thomas G. Ganiere.

Commissioner Eichelkraut presented minutes of previous meetings.

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, May 2, 2023, the minutes of the organizational meeting held on Tuesday, May 2, 2023, and the minutes of a special meeting held on Tuesday, May 9, 2023, all be approved as recorded in the permanent files of the City Clerk.

Second by Pearson.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None.

Dick Chavez addressed the Council regarding the Ottawa Skate Park. He is heading up a group that is working with Tami Koppen, the City’s Community Development Specialist. They have determined that the current location of the skate park is the best fit for all involved and would like to enlarge it to 8000 square feet and include an Art Park. An OSLAD grant is also a possibility.

Commissioner Pearson presented Mayson Munson, IESA State Wrestling Champion with his IDOT sign and congratulated him on his accomplishments.

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of May 12, 2023, in the amount of $534,862.31, be approved and warrants issued.

Second by Pearson.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Bimonthly Expense Report.

Moved by Commissioner Eichelkraut that the Bimonthly Expense Report dated May 16, 2023, showing expenses in the amount of $1,590,738.95, be approved and warrants issued.

Second by Barron.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Monthly Financial Report.

Moved by Commissioner Eichelkraut that the Monthly Financial Report of City Clerk, Shelly L. Munks, for the month of April 2023, be received and placed on file.

Second by Pearson.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of a technical assistance grant agreement between the City of Ottawa and IDOT, regarding NCAT, which has been on file for public inspection since May 9, 2023, be adopted.

Second by Barron.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut reminded everyone that this coming weekend is the Kites in flight Event.

Commissioner Pearson presented Resolution.

Moved by Commissioner Pearson that a Resolution authorizing the execution of a design and engineering inspection services agreement between the City of Ottawa and Renwick & Associates Inc., for the 2023 Curb Replacement Project, which has been on file for public inspection since May 9, 2023, be adopted.

Second by Eichelkraut.

Commissioner Barron questioned if any other projects were included like last year.

Commissioner Pearson responded that parking on Madison Street and the City’s parking lot are both included in this year’s plans.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None.

Commissioner Pearson presented Resolution.

Moved by Commissioner Pearson that a Resolution requesting permission from the Illinois Department of Transportation to temporarily close LaSalle Street from Lafayette Street to Main Street on Friday, June 16, 2023, from 4:30 p.m. until 10:00 p.m. for the 25th Annual Cruise Night, be adopted.

Second by Barron.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None

Commissioner Pearson presented Resolution.

Moved by Commissioner Pearson that a Resolution authorizing he execution of a design and engineering inspection services agreement between the City of Ottawa and Renwick & Associates Inc., for the 2023 Street Resurfacing, be received and placed on file for public inspection.

Second by Eichelkraut.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None.

Commissioner Pearson presented Low Bid.

Moved by Commissioner Pearson that the Low Bid received from Opperman Construction Company in the amount of $695,989.00 for the 2023 Curb Replacement Project, be accepted and paid for from the General Corporate Fund.

Second by Barron.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None.

Commissioner Pearson presented Quote.

Moved by Commissioner Pearson that the Quote received from Atlas Bobcat in the amount of $79,007.00 to purchase a new bobcat be accepted, approved and the City Clerk be authorized to obtain financing for this purchase per the budget.

Second by Eichelkraut.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None.

Commissioner Pearson announced that the Vietnam Veteran banners are now installed and will remain up for a month. They also will be put back up for Veterans’ Day. She also thanked Larry and Gayla Johnson for sponsoring the banners.

Commissioner Barron presented Quote.

Moved by Commissioner Barron that the Quote received from Atlas Bobcat in the amount of $41,983.00 after trade in to purchase a new bobcat compact excavator be accepted and approved and paid for from the Water Fund.

Second by Eichelkraut.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of a service agreement between the City of Ottawa and Computer Spa, for computer operation and maintenance services, which has been on file for public inspection since May 9, 203, be adopted.

Second by Barron.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of a fee agreement between the City of Ottawa and the Horton Group Inc., for employee benefit insurance services, which has been on file for public inspection since May 9, 2023, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of a consulting agreement between the City of Ottawa and Torricelli Lobbying & Consulting LLC, which has been on file for public inspection since May 9, 2023, be adopted.

Second by Pearson.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of an engineering consultant agreement between the City of Ottawa and Etscheid, Duttlinger & Associates, which has been on file for public inspection since May 9, 2023, be adopted.

Second by Pearson.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of a legal services agreement for Corporation Counsel with the Cantlin Law Firm, which has been on file for public inspection since May 9, 2023, be adopted.

Second by Pearson.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty a Resolution appointing Kane Farabaugh, term to expire March 2025, to the Plan Commission, be adopted.

Second by Barron.

Ayes: Eichelkraut, Pearson, and Mayor Hasty.

Nays: None. Commissioner Barron abstained.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution reappointing Mike Weygand and Vicky Stacy, terms to expire May 2024, Christine Frangoulis and Judy Fenza, terms to expire May 2025, and appointing Carol Walhstrom and Nathan Weiss, terms to expire May 2026, all to the Ottawa Tree Board, be adopted.

Second by Barron.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Ordinance.

Moved by Mayor Hasty that an Ordinance amending Chapter 18 of the Municipal Code of the City of Ottawa, LaSalle County, Illinois, regarding chickens at large, be passed and approved.

Second by Barron.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Request.

Moved by Mayor Hasty that the Request for a fundraiser from the Ottawa American Legion Auxiliary to hold their Annual Poppy Days on Thursday, May 25, and Friday, May 26 at the intersection of Norris Drive and Columbus Street and also on Monday, May 29, in Washington Square, be approved.

Second by Eichelkraut.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Proclamation.

Moved by Mayor Hasty that a Proclamation declaring May 20 through May 26, 2023, as National Safe Boating Week in the City of Ottawa, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Proclamation.

Moved by Mayor Hasty that a Proclamation declaring May 21 through May 27, 2023, as National Public Works Week in the City of Ottawa, be adopted.

Second by Barron.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Proclamation.

Moved by Mayor Hasty that a Proclamation declaring May 14 through May 20, 2023, as National Police Week in the City of Ottawa, be adopted.

Second by Pearson.

Ayes: Eichelkraut, Pearson, Barron, and Mayor Hasty.

Nays: None.

Mayor Hasty presented motion to adjourn.

Moved by Mayor Hasty that this regular meeting be adjourned.
