City of Peru Committee of a Whole met May 22

Here are the minutes provided by the committee:

A Committee Of A Whole meeting was called to order by City Clerk Dave Bartley in the Peru City Council Chambers on Monday, May 22, 2023 at 6:00 p.m.

City Clerk Dave Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno present; Mayor Kolowski present.

PUBLIC COMMENT 

MINUTES  

Clerk Bartley presented the Committee Of A Whole Minutes of April 10, 2023. Alderman Payton made a motion that the minutes be received and placed on file. Alderman Edgcomb seconded the motion; motion carried.

UNFINISHED BUSINESS 

Committee stated there are a lot of unanswered questions regarding the purchase of Vac Truck and referred it to the Public Works Committee.

Adam Thorson, Director of Parks, Recreation and Special Events informed the committee of possible grant opportunity for Sunset Park playground project.

Adam Thorson, Director of Parks, Recreation and Special Events confirmed the 2023 fireworks quote of $32,000 from J & M Displays. Mayor Kolowski reported on one more year of the fireworks being held on Water Street.

Committee discussed purchase of 2016 Sierra 1500 from Jeff Perry in the amount of $28,500 for the parks department.

NEW BUSINESS 

Mayor Kolowski initiated a conversation regarding a carnival at the Peru Mall held June 26th-July 1st.

Mayor Kolowski stated he is working on projects with Director of Engineering and Zoning, Eric Carls for bathrooms at Baker Lake.

Mayor Kolowski stated he would like a walk-through of the new icehouse.

Alderman Sapienza expressed his concerns about the road between Maze and the new surface. Alderman Sapienza stated the road in in poor condition.

Kim Reese, Director of Human Resources, noted the final applicant for administrative assistant. HR will give? 

PUBLIC COMMENT 

CLOSED SESSION 

Alderman Lukosus made a motion to go into closed session to discuss litigation “when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting and meetings where the purchase or lease of real property for the use of the public body is being considered, including meetings held for the purpose of discussion whether a particular parcel should be acquired, or where the public body is considering the setting of a price for sale or lease of its property. Alderman Payton seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno voting aye; motion carried.

Closed session began at 6:33 p.m. and ended at 7:02 p.m.

Alderman Ballard made a motion to reopen the meeting. Alderman Payton seconded the motion. Clerk Bartley called the roll with Aldermen Ballard, Tieman, Payton, Edgcomb, Sapienza, O’Sadnick, Lukosus and Moreno present; Mayor Kolowski present; motion carried.

ADJOURNMENT 

Alderman Ballard made a motion that the meeting be adjourned. Alderman Lukosus seconded the motion and motion carried.

Meeting adjourned 7:03 p.m.
