City of LaSalle Street, Alleys and Traffic Committee met May 30.

Here are the minutes provided by the committee:

Chairman Bacidore Called the Meeting to order at 6:17pm

ROLL CALL

Present: Chairman Bacidore, Aldermen Ptak, Reynolds, Jeppson, Crane Excused Absence: Alderman Lavieri, Alderman Herndon

Others Present: Others Present: Finance Director John Duncan, Deputy Clerk Brent Bader, Economic Development Director Curt Bedei, Fire Chief Jerry Janick, City Treasurer Virginia Kochanowski, City Engineer Brian Brown, Police Chief Mike Smudzinski

A quorum was present.

Moved by Alderman Reynolds and seconded by Alderman Crane to approve the minutes from May 15, 2023.

Voice vote, all ayes. Motion carried.

Mary Kay Pytel, LaSalle Township Supervisor, is requesting a “15-Minute Parking” sign and a “Handicapped” Parking sign in front of 931 First St., LaSalle Township Office. They currently have two temporary ones because they have a lot of traffic of senior citizens coming in for senior exemptions and veterans' exemptions. They have to come out to vehicles often to have the residents sign papers. The township office also has other things that residents are stopping by for quickly and these signs would help out the senior citizens.

Engineer Brian Brown questioned the “Handicapped” Parking sign request. He believes that it should be near a ramp and the township office is in the middle of the block. Committee Members used google maps and had a discussion of the location of the current handicap sign on this block.

Brown suggested doing two 15-minute spots.

Moved by Alderman Ptak and seconded by Alderman Reynolds to add two “15-Minute Parking” signs in front of 931 First St.

Alderman Bacidore is unsure as to this request for a “No Parking” sign on the north side of the 400 Block of Sixth Street, because the resident does have a double driveway. Alderman Thompson tried to explain to the committee how the resident is unable to cut into the street from his drive when others park across from his drive and close to the edge of his drive. Thompson mentioned that the only people that park on that side are people that are visiting people across the street and they all have off street parking except for one house.

Alderman Thompson suggested a sign on the whole north side of the street.

Brown mentioned that they can’t park across a drive if it's not 31 feet wide. Thompson said that it appears to be wide enough.

Alderman Jeppson mentioned that he walks that block every day and there are only three houses on that block that are parking on that street. All other houses on that block do have access to garages.

Moved by Alderman Bacidore and seconded by Alderman Crane to add a “No Parking from here to corner” sign on the east side of the resident’s drive, from the 400 Block of Sixth Street, to the Wright St. Corner.

Voice vote, all ayes. Motion carried.

Alderman Bacidore mentioned that there was already a “Caution: Children Playing” sign on a post. Alderman Jeppson mentioned that the residents at 455 9th Place that put out a moveable “Slow Down – Children Playing” sign that they put out daily. The committee agrees that the moveable signs are more effective than a sign anyway.

Moved by Alderman Reynolds and seconded by Alderman Ptak to deny the request of adding a “Caution: Children Playing” sign on Wright Street between 9th Place and 11th St.

Voice vote, all ayes. Motion carried.

Deputy Clerk Bader shared images from 1015 6th St. when the committee began their discussion of adding a “Resident Only Parking” sign. Bader mentioned that Lighted Way did contact the city and mentioned that they apologized for any parking issues, knowing that some of the parking in that area currently is from some of their workers.

Alderman Crane asked if this sign is necessary because the Lighted Way and the Ax Church will both be leaving this area soon so some traffic congestion will free up.

Resident Paula Hicks mentioned there is more parking during the week than one might think and they also park and block their driveway at 1015 6th St.

Moved by Alderman Ptak and seconded by Alderman Reynolds to approve the request to add a “Resident Only Parking” sign at 1015 6th St.

Voice vote, all ayes. Motion carried.

Alderman Crane began the discussion in regards to adding an additional “Dead End” sign south of 2295 Washington St. Crane mentioned that there is currently a “No Turn Around” sign right at the driveway of 2295 Washington St. There is also a sign at the end of Baker Ave. currently. The resident is looking for a second sign to help with this issue of turning around in his driveway.

Moved by Alderman Crane and seconded by Alderman Ptak approved to add two dead end signs, one on each side of Baker Ave at entrance of Washington St.

Voice vote, all ayes. Motion carried.

Mayor Grove began discussion in regard to relocating the “No Parking Sign” to the north side of St. Mary’s Park. He mentioned that foul balls are really not too much of an issue to affect parking on the south side of the road. Finance Director Duncan mentioned that if they open up the south side of the road, they will relieve some parking congestion with the veteran’s home employee parking.

Moved by Alderman Ptak and seconded by Alderman Jeppson to approve the request to relocate the “No Parking Sign” to the north side of St. Mary’s Park.

Voice vote, all ayes. Motion carried.

Alderman Crane asked if the city could freshen up the curb at corner of 2163 Crosat and Baker Ave.

There were no more questions or comments from the public.

Moved by Alderman Reynolds and seconded by Alderman Jeppson to adjourn the meeting.

Voice vote, all ayes. Motion carried.

Chairman Bacidore adjourned the meeting at 6:38pm
