City of Oglesby City Council met June 6.

Here are the minutes provided by the council:

Regular meeting of the Council of the City of Ottawa, Illinois.

Present: Mayor Robert Hasty, Commissioners Wayne A. Eichelkraut Jr., Thomas G. Ganiere, and Marla K. Pearson.

Absent: Brent F. Barron.

Commissioner Eichelkraut presented minutes of previous meetings.

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, May 16, 2023, and the minutes of a special meeting held on Thursday, May 25, 2023, both be approved as recorded in the permanent files of the City Clerk.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Mayor Hasty swore in our new K-9 Officer, Muskie Anderson and then read a Proclamation for Pridefest.

Glenn Borvansky from Marseilles addressed the Council as a former crew member of the LST 325. He inquired if the City was interested in trying to get the ship to Ottawa. He is going to try and make Ottawa a destination stop in 2024.

Chuck Stanley of the Ottawa Canal Association announced that together with the Reddick Mansion Association and the Ottawa Historical and Scouting Heritage Museum that Ottawa Canal Day will be July 8, 2023. Events will take place in and around the Canal.

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of May 26, 2023, in the amount of $504,606.33, be approved and warrants issued.

Second by Ganiere.

Commissioner Eichelkraut presented Bimonthly Expense Report.

Moved by Commissioner Eichelkraut that the Bimonthly Expense Report dated June 6, 2023, showing expenses in the amount of $2,311,037.75, be approved and warrants issued.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution approving and authorizing the execution of 3 employment agreements for City Officials in Stacy O’Dell as full time NCAT Route Coordinator, Kathy Thompson as full time NCAT Reservation Specialist, and Susan Conley as full time Reservation Specialist, all be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of a proposal between the City of Ottawa and Wipfli LLP, for fiscal year 23 auditing services, be received and placed on file for public inspection.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution approving and authorizing the execution of an employment agreement for a City Official in Jodie Davidson as full time NCAT Reservation Specialist, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut announced that Music in the Park is starting earlier this year on Saturday, June 17, 2023.

Commissioner Ganiere presented Report of Police Chief.

Moved by Commissioner Ganiere that the Report of Police Chief, Brent A. Roalson, for the month of May 2023, be received and placed on file.

Second by Eichelkraut.

Nays: None.

Commissioner Ganiere presented Report of Fire Chief.

Moved by Commissioner Ganiere that the Report of Fire Chief, Brian Bressner, for the month of May 2023, be received and placed on file.

Second by Pearson.

Commissioner Ganiere presented Quote.

Moved by Commissioner Ganiere that the Quote received from Knox Company in the amount of $27,429.68 for the mounting boxes and equipment for the Fire Department trucks, be approved and paid for from the General Corporate Fund.

Commissioner Ganiere presented Quote.

Moved by Commissioner Ganiere that the Quote received from Roll n Rack Hose Management System to purchase a power roller and coordinating equipment in the amount of $10,335.00, be approved and paid for from the General Corporate Fund.

Commissioner Ganiere presented Resolution.

Moved by Commissioner Ganiere that a Resolution authorizing the execution of an agreement between the City of Ottawa and Handtevy Pediatric Emergency Standards Inc., for software for the Ottawa Fire Department to assist in pediatric care, be received and placed on file for public inspection.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Commissioner Ganiere presented Resolution.

Moved by Commissioner Ganiere that a Resolution authorizing the execution of a proposal between the City of Ottawa and IFCA Fire Consulting Services for a station location analysis, be received and placed on file for public inspection.

Second by Pearson.

Nays: None.

Commissioner Ganiere acknowledged our employees that were involved with the young boy being attacked by a dog.

Commissioner Pearson presented Resolution.

Moved by Commissioner Pearson that a Resolution authorizing he execution of a design and engineering inspection services agreement between the City of Ottawa and Renwick & Associates Inc., for the 2023 Street Resurfacing, which has been on file for public inspection since May 16, 2023, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Commissioner Pearson presented Resolution.

Moved by Commissioner Pearson that a Resolution authorizing the execution of an amendment to the master equipment lease purchase agreement #5054 between the City of Ottawa and BB Community Leasing Inc., for the 2023 Mack Truck, which has been on file for public inspection since May 25, 2023, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Commissioner Pearson presented Proposal.

Moved by Commissioner Pearson that the Proposal received from Liebhart Construction Inc. in the amount of $20,100.00 for the Ottawa Police Department’s evidence room expansion, be approved and paid for from the General Corporate Fund.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Commissioner Pearson presented Quote.

Moved by Commissioner Pearson that the Quote received from Smith’s Sales & Service to purchase 2 Exmark mowers in the amount of $31,610.00 for the Public Works Department, be approved and paid for from the General Corporate Fund.

Commissioner Pearson presented Quote.

Moved by Commissioner Pearson that the Quote received from Bonnell Industries Inc. to purchase 2 snow plows in the amount of $14,693.84 for the Public Works Department, be approved and paid for from the General Corporate Fund.

Second by Eichelkraut.

Nays: None.

Commissioner Pearson presented Quote.

Moved by Commissioner Pearson that the Quote received from Atlas Bobcat to purchase a bobcat compact track loader in the amount of $60,880.00 after trade for the Public Works Department, be approved and the City Clerk be authorized to secure financing for said bobcat.

Second by Ganiere.

Nays: None.

Commissioner Pearson presented Quote.

Moved by Commissioner Pearson that the Quote received from Bonnell Industries Inc. to purchase a 2023 Ford F550 truck with snow fighter package in the amount of $126,055.43, for the Public Works Department, be approved and the City Clerk be authorized to secure financing for the vehicle.

Second by Eichelkraut.

Nays: None.

Commissioner Pearson presented Ordinance.

Moved by Commissioner Pearson that an Ordinance amending Section 86-126 of the Municipal Code of the City of Ottawa, LaSalle County, Illinois, regarding the sidewalk replacement program costs, be passed and approved.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Report of Registrar.

Moved by Mayor Hasty that the Report of Registrar, Shelly L. Munks, for the month of May 2023, be received and placed on file.

Mayor Hasty presented Report of Parking Administration.

Moved by Mayor Hasty that the Report of the Parking Administration Department showing fines collected of $2,255.00 for the month of May 2023, be received and placed on file.

Mayor Hasty presented Report of Building Official.

Moved by Mayor Hasty that the Report of Building Official, Mathew W. Stafford, for the month of May 2023, be received and placed on file.

Mayor Hasty presented Report of Sidewalk Program.

Moved by Mayor Hasty that the Report of the Sidewalk Program showing 1 participant in the amount of $850.00, for the month of May 2023, be approved and paid for from the General Corporate Fund.

Mayor Hasty presented Quote.

Moved by Mayor Hasty that the Quote received from Drydon Equipment Inc. in the total amount of $108,200.00 for the NPW filter replacement project at the Wastewater Treatment Plant, be accepted and paid for from the Wastewater Fund.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing and ratifying contracts executed by the former Council of the City of Ottawa, be adopted.

Moved by Mayor Hasty that a Resolution appointing Ron Henson and Matt Mooneyham, terms to expire June 6, 2025, to the Flood Plain Management Commission, be adopted.

Moved by Mayor Hasty that a Resolution appointing Gina Stoudt, Jake Strabala, Keith Conrad, Don Harris, and Jeff Hettrick, terms to expire June 6, 2026, all to the Brownfields Redevelopment Action Committee, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of a fireworks display agreement between the City of Ottawa and J & M Displays for the 4th of July fireworks, be received and placed on file for public inspection.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty a Resolution authorizing an agreement for professional services between the City of Ottawa and Place Dynamics LLC, for a downtown full time housing and short term rental economic recovery plan, be received and placed on file for public inspection.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the Mayor to execute engagement agreements between the City of Ottawa and I/O Solutions for fire department testing, be adopted.

Moved by Mayor Hasty that a Resolution authorizing the execution of a testing and assessment services agreement between the City of Ottawa and Law Enforcement Testing and Assessment LLC, for police officer testing, be received and placed on file for public inspection.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution appointing, approving, and authorizing the execution of 4 employment agreements for City Officials in Brent Roalson as Police Chief, Michael Cheatham and Kyle Booras as Police Captains, and Glen Cole as Police Department IT Manager, all be received and placed on file for public inspection.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution and extension of amendments to the collective bargaining agreement between the City of Ottawa and the Police Benevolent Labor Committee, be received and placed on file for public inspection.

Mayor Hasty presented Report of Plan Commission.

Moved by Mayor Hasty that the Report of the Plan Commission meeting held on Monday, May 22, 2023, considering the Final Plat from First Choice Real Estate Group LLC for property located at 610 Bellevue Avenue, be received and placed on file. Be it further moved, the Council concur with the recommendation of the Plan Commission and the Final Plat be approved and the follow up Ordinance be passed and approved.

Nays: None.

Mayor Hasty presented Ordinance.

Moved by Mayor Hasty that an Ordinance adding Section 18-10 to the Municipal Code of the City of Ottawa, LaSalle County, Illinois, prohibiting roosters in the City limits, effective June 20, 2023, be passed and approved.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Ordinance.

Moved by Mayor Hasty that an Ordinance amending Article 8 of Chapter 74 of the Municipal Code of the City of Ottawa, LaSalle County, Illinois, which extends the Growth Impact fee pilot program for an additional 4 years until August 21, 2027, be passed and approved.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of an electric service agreement between the City of Ottawa and Illinois Power Marketing d/b/a Homefield Energy, be received and placed on file for public inspection.

Mayor Hasty presented Request.

Moved by Mayor Hasty that the Request from Ottawa Youth Football League to hold their annual Fill the Helmet fundraiser on Saturday, August 12, 2023, from 8:00 a.m. until 2:00 p.m. at the intersection of Columbus Street and Norris Drive, be approved.

Second by Pearson.
