City of Peru Finance Committee met June 12.

Here are the minutes provided by the committee:

ROLL CALL: Aldermen Payton, Ballard, Tieman present. Alderman Sapienza absent.

PRESENTATION

PUBLIC COMMENT

None

MINUTES

Alderman Tieman made a motion to approve the Finance Committee Minutes of May 8, 2023 Alderman Ballard seconded the motion; motion carried.

OLD BUSINESS

Finance Officer Tracy Mitchell reported the auditors will be here on June 14th for initial testing.

Human Resources Director Kim Reese presented a proposal from Empower Health Services (same company that performs city biometric screening). Ms. Reese explained the wellness initiative with IPBC and the participation to accumulate wellness fund. Ms. Reese recommended initiating the Empower Incentive Tracking Program and outlined the following:

• Fully customizable program

• Trackable

• Provides incentives/rewards

o Biometric screening

o Nutrition

o Self-Care

o Weight loss

o Volunteering

Committee was in support of the program.

Mayor Kolowski asked about the job posting for the electric department vacancy. Committee asked to review and update the job description. Human Resources Director Kim Reese to send out current job description.

NEW BUSINESS

Committee discussed/recommended annual membership invoice from Illinois Valley Area Chamber of Commerce (IVAC) in the amount of $3,000.00.

Committee discussed/recommended annual membership invoice from NCICG in the amount of $2,968.80.

Alderman Payton stated he would like to initiate a monthly budget “project review” for projects like the Washington Park tennis/pickle ball court rehab or a sewer separation project. Alderman Payton explained he thinks it would be a transparent why to review projects so the public will have a better understanding of the process and cash flow.

CLOSED SESSION

Alderman Payton made a motion to go into closed session to discuss meetings held to discuss litigation “when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting. Alderman Tieman seconded the motion. Clerk Bartley called the roll with Aldermen Payton, Ballard and Tieman voting aye; Alderman Sapienza absent; motion carried.

Closed session began at 5:33 p.m. and ended at 5:42 p.m.

Alderman Payton made a motion to reopen the meeting. Alderman Tieman seconded the motion. Clerk Bartley called the roll with Aldermen Payton, Ballard and Tieman present; Alderman Sapienza absent; motion carried.

ADJOURNMENT

Alderman Payton made a motion to adjourn. Alderman Tieman seconded the motion. Meeting adjourned at 5:44 p.m.
