City of Oglesby City Council met June 19.

Here are the minutes provided by the council:

A regular meeting of the Oglesby City Council was held on Monday, June 19, 2023. The meeting was called to order at 7:00 pm by Mayor Jason Curran.

PRESENT: Mayor Jason Curran, Commissioners Richard Baldridge, Terry Eutis, Gregory McDermott, Tony Stefanelli, City Clerk Becky Clinard and Attorney Pat Barry.

There was no public comment on agenda items.

A MOTION WAS MADE BY Eutis, SECONDED by Baldridge to approve the minutes from the June 6, 2023, meetings. AYES: Baldridge, Eutis, McDermott, Stefanelli, Curran. NAYS: None MOTION CARRIED.

A MOTION WAS MADE BY Stefanelli, SECONDED by Baldridge to approve bills in the amount of $230,941.75 as presented for payment. AYES: Baldridge, Eutis, Stefanelli, Curran. NAYS: None ABSTAIN:

McDermott MOTION CARRIED.

A MOTION WAS MADE BY Eutis, SECONDED by to Stefanelli to approve the lease agreement with ComEd for construction staging near the fire and ambulance building. Attorney Pat Barry told the council that the language in the contract wasn’t exactly what he wanted, but that it didn’t make sense to “beat a dead horse,” as he felt the city was covered. Com-Ed will pay $13,440 for less than two-week period something this fall. AYES: Baldridge, Eutis, McDermott, Stefanelli, Curran. NAYS: None MOTION CARRIED.

A MOTION WAS MADE BY Eutis, SECONDED by McDermott to approve the purchase of a tender truck for the fire department and to enter into an agreement with the Oglesby Fire Protection District. The truck is needed to replace an older one that presents a safety issue. The City will use $200,000 in grant monies and pay $43,280 for its share of the truck. The city will take out a $189,520 loan for the remainder. The OFPD will pay the city back over a span of 15 years. The truck needed to be purchased by July 1. AYES: Baldridge, Eutis, McDermott, Stefanelli, Curran. NAYS: None MOTION CARRIED.

Curran then opened the three bids received for the electric department truck. He explained that one of the bids was from one of the commissioners. Currant said “he didn’t have any concerns,” but mentioned that there could be “perception problems.” Bids were received from Eddie Sadnick ($2,000); Cal Mfg, Inc. ($3,452); and Rich Baldridge ($5,501).

A MOTION WAS MADE BY Stefanelli, SECONDED by Eutis to accept the highest bid pending review of the statutes by Attorney Barry. If Barry finds that the statutes don’t allow a commissioner to purchase city property, the bid would be awarded to the second-highest. AYES: Eutis, McDermott, Stefanelli, Curran. NAYS: None ABSTAIN: Baldridge. MOTION CARRIED.

The council will meet 6 p.m. Wednesday, June 28th for a working meeting.

Public Comment

There was no public comment.

A MOTION WAS MADE BY Eutis, seconded by Stefanelli to enter into executive session for the purpose of “the appointment, employment, compensation, discipline, performance, or dismissal of specific employees, and collective negotiating matters between the public body and its employees” at 7:16 pm. AYES: Baldridge, Eutis, McDermott, Stefanelli, Curran. NAYS: None MOTION CARRIED.

A MOTION WAS MADE BY Stefanelli, seconded by McDermott to reenter into regular session at 7:24 pm. AYES: Baldridge, Eutis, McDermott, Stefanelli, Curran. NAYS: None MOTION CARRIED.

Commissioners’ Reports

• Stefanelli (Accounts & Finance)

❖ Said the city was prepared to fast-track the demolition permit for Cindy’s Restaurant.

❖ Continues to work on the building permit process

❖ Thanked all the city employees for their hard work on Summer Fun Fest and called it an “absolutely amazing” weekend.

• Eutis (Public Health &Safety)

❖ Told the council that the insurance company for Carus Chemical had offered only 85% reimbursement. Eutis said the city was not willing to accept less than 100%.

❖ Thanked all the departments for their work at Summer Fun Fest.

• McDermott (Streets, Sewer & Water)

❖ Work on the fire hydrant project will start June 9

❖ Asked residents to “slow down and be aware” of workers

❖ Thanked everyone for their work on Summer Fun Fest

• Baldridge (Parks and Electric)

❖ Said he “truly appreciated” the effort that went into Summer Fun Fest.

Mayor’s Report:

❖ Thanked those who volunteered for Summer Fun Fest by name and said it was successful. He talked about plans for offering more entertainment next year. Curran said he expects a financial report to come later once all the invoices come in.

❖ Is looking for suggestions for a name of the carved eagle that is in front of city hall.

A MOTION WAS MADE BY McDermott, SECONDED by Stefanelli to adjourn the meeting at 7:36 p.m. AYES: Baldridge, Eutis, McDermott, Stefanelli, Curran. NAYS: None
