City of Ottawa City Council met June 20.

Here are the minutes provided by the council:

Present: Mayor Robert Hasty, Commissioners Wayne A. Eichelkraut Jr., Thomas G. Ganiere, and Marla K. Pearson.

Absent: Brent F. Barron.

Commissioner Eichelkraut presented minutes of previous meeting.

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, June 6, 2023, be approved as recorded in the permanent files of the City Clerk.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of June 9, 2023, in the amount of $509,548.73, be approved and warrants issued. 

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Bimonthly Expense Report.

Moved by Commissioner Eichelkraut that the Bimonthly Expense Report dated June 20, 2023, showing expenses in the amount of $1,184,283.53, be approved and warrants issued.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Monthly Financial Report.

Moved by Commissioner Eichelkraut that the Monthly Financial Report of City Clerk, Shelly L. Munks, for the month of May 2023, be received and placed on file. 

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution approving and authorizing the execution of 3 employment agreements for City Officials in Stacy O’Dell as full time NCAT Route Coordinator, Kathy Thompson as full time NCAT Reservation Specialist, and Susan Conley as full time Reservation Specialist, which has been on file for public inspection since June 6, 2023, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of a proposal between the City of Ottawa and Wipfli LLP, for fiscal year 23 auditing services, which has been on file for public inspection since June 6, 2023, be adopted. 

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution approving and authorizing the execution of an employment agreement for a City Official in Jodie Davidson as full time NCAT Reservation Specialist, which has been on file for public inspection since June 6, 2023, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of an agreement for production services between the City of Ottawa and Floret Events LLC, for the 2023 Chris Kringle Market, be received and placed on file for public inspection. 

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut announced that 675 people attended the first Saturday of Music in the Park. They will continue throughout the Summer.

Commissioner Ganiere presented Resolution.

Moved by Commissioner Ganiere that a Resolution authorizing the execution of an agreement between the City of Ottawa and Handtevy Pediatric Emergency Standards Inc., for software for the Ottawa Fire Department to assist in pediatric care, which has been on file for public inspection since June 6, 2023, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Commissioner Ganiere presented Resolution.

Moved by Commissioner Ganiere that a Resolution authorizing the execution of a proposal between the City of Ottawa and IFCA Fire Consulting Services for a station location analysis, which has been on file for public inspection since June 6, 2023, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Commissioner Ganiere presented Quotes.

Moved by Commissioner Ganiere that the Quotes received from Terry’s Ford in the amount of $78,991.00 after trade to purchase 2 new 2023 Ford Explorers for the Ottawa Police Department, be approved and paid for from the General Corporate Fund. 

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Commissioner Pearson presented Resolution.

Moved by Commissioner Pearson that a Resolution authorizing the execution of a proposal between the City of Ottawa and Hitchcock Design Group, for the Allen Park OSLAD grant improvements, be received and placed on file for public inspection. 

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Commissioner Pearson presented Resolution.

Moved by Commissioner Pearson that a Resolution appropriating $1,510,335.06 of Motor Fuel Tax Funds, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Commissioner Pearson presented Quote.

Moved by Commissioner Pearson that the Quote received from NuToys Leisure Products in the amount of $31,069.00 to purchase train themed playground equipment for Walsh Park, be approved and paid for from the General Corporate Fund.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None

Commissioner Pearson commented that the first 2 days of the pool being open have been busy. Vending machines are coming, but everyone is welcome to bring their own snacks.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of a fireworks display agreement between the City of Ottawa and J & M Displays for the 4th of July fireworks, which has been on file for public inspection since June 6, 2023, be adopted. 

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty a Resolution authorizing an agreement for professional services between the City of Ottawa and Place Dynamics LLC, for a downtown full time housing and short term rental economic recovery plan, which has been on file for public inspection since June 6, 2023, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of a testing and assessment services agreement between the City of Ottawa and Law Enforcement Testing and Assessment LLC, for police officer testing, which has been on file for public inspection since June 6, 2023, be adopted.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution appointing, approving, and authorizing the execution of 4 employment agreements for City Officials in Brent Roalson as Police Chief, Michael Cheatham and Kyle Booras as Police Captains, and Glen Cole as Police Department IT Manager, which has been on file for public inspection since June 6, 2023, be adopted.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution and extension of amendments to the collective bargaining agreement between the City of Ottawa and the Police Benevolent Labor Committee, which has been on file for public inspection since June 6, 2023, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of an electric service agreement between the City of Ottawa and Illinois Power Marketing d/b/a Homefield Energy, which has been on file for public inspection since June 6, 2023, be adopted. 

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution to enter into an agreement with NCICG for administration and coordination services for a community development block grant program housing rehabilitation, be received and placed on file for public inspection. 

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution

Moved by Mayor Hasty that a Resolution authorizing signature authority for an economic development administration grant program to NCICG, be adopted.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Report of Zoning Board of Appeals.

Moved by Mayor Hasty that the Report of the Zoning Board of Appeals meeting held on Thursday, June 15, 2023, considering a variance from the Fence Ordinance from J & J Trust for property located at 601 Christie Street, be received and placed on file. Be it further moved, the Council concur with the recommendations of the Zoning Board of Appeals and the variances from the Fence Ordinance be approved with the conditions that the construction of a 6 foot high wood privacy fence on the South side of Glover Street be a minimum of 12 inches from the survey pins and a minimum of 35 feet from the curb at Christie Street and a solid versus 50% open face construction be allowed and the follow up Ordinance be passed and approved.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Mayor Hasty announced that PADS is closed for the Summer. He received an email from Arukah saying that they have selected a temporary Ottawa location. This should help with our residents’ concerns for our homeless people, as they will have a place to go now during the day.

Mayor Hasty presented motion to adjourn.

Moved by Mayor Hasty that this regular meeting be adjourned.

Second by Pearson.

Nays: None. Council adjourned at 7:18 p.m.
