City of Ottawa Board of Fire and Police Commissioners met June 21.

Here are the minutes provided by the board:

Ken Brown called the meeting to order at 10:00 a.m. 

Public Comment 

Commissioner Ganiere asked a question regarding the rules for lateral transfers. He wanted further explanation on the following that can be found in the Rules and Regulations of the Board of Fire and Police Commissioners.

Patrolman hired pursuant to the Lateral Transfer provisions of CHAPTER III, Section 2, shall be given credit for two (2) years of active consecutive service and will be eligible for promotion to the rank of Corporal upon successful completion of the twelve (12) month probationary period on or before applications are closed for promotion. 

He felt this may be unfair to employees were hired not by lateral transfer. The board informed him this change was on the recommendation of the Chief of Police.

Minutes 

Moved by Steve Malinsky second by Tim McTaggart, to approve the minutes of the May 10, 2023, meeting as written. All ayes. Motion passed.

Fire Testing Process 

105 candidates took the written exam for an entry level Firefighter and of those 105, 87 passed with a score of 70% or higher. 82 candidates reported for their oral interview and there were 5 no shows so there is an initial eligibility register of 82 candidates. Candidates have until 4:30pm June 30th to submit for preference points. After this the final eligibility list will be completed. There was a rules discussion if once the final list is complete, can you jump to a candidate with an EMT-B. The rules only allow for those with Paramedic license to be considered before other candidates on the list. A brief discussion about preference points as many candidates have called or emailed with questions regarding what documentation will be accepted for requesting preference points.

Police Hiring 

The Board received a request from Commissioner Thomas Ganiere to hire one patrol officer due to the retirement of one officer and promotion of another officer.

Moved by Ken Brown, second Steve Malinsky to offer conditional employment to the next eligible candidate on the current Police Patrolman Eligibility Register. All ayes. Motion passed.

This will exhaust the current eligibility register for an entry-level Patrol Officer. The Police Department would like to keep with the remote testing option offered by Stanard for the next written exam.

Police Promotions 

The Board received a request from Commissioner Thomas Ganiere authorizing two sergeant promotions and one corporal promotion.

Moved by Tim McTaggart, second Steve Malinsky to promote Marc Hoster to Sergeant effective August 1, 2023. All ayes. Motion passed.

Moved by Steve Malinsky, second Tim McTaggert to promote Matt DeVries to Sergeant effective August 1, 2023. All ayes. Motion passed.

Moved by Ken Brown, second Steve Malinksy to promote Andrew McLaughlin to Corporal effective August 1, 2023. All ayes. Motion passed.

The eligibility register for Sergeant’s has been exhausted.

Police Testing  

Agreement with LETA has passed City Council so a date can now be set for promotional testing for Sergeant.

New Business 

None.

Old Business 

The Police Department would like at the next meeting to reopen laterals with the new pay structure.

Next meeting is scheduled for July 5, 2023, at 10:00 a.m.
