City of Ottawa City Council met June 29.

Here are the minutes provided by the council:

Special meeting of the Council of the City of Ottawa, Illinois.

Present: Wayne A. Eichelkraut Jr., Thomas G. Ganiere, Marla K. Pearson, and Mayor Robert Hasty.

Absent: Brent F. Barron.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of an agreement for production services between the City of Ottawa and Floret Events LLC, for the 2023 Chris Kringle market, which has been on file for public inspection since June 20, 2023, be adopted.

Second by Ganiere.

Mayor Hasty added that there should be an exception to the white tents being used in Washington Square, as it took away from the Christmas lights.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of an intergovernmental cooperation agreement between the City of Ottawa and the Sangamon Mass Transit District, regarding NCAT vehicle repairs and maintenance, be received and placed on file for public inspection.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Ordinance.

Moved by Commissioner Eichelkraut that an Ordinance amending the Operating Budget for the fiscal year commencing May 1, 2022, be passed and approved.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None. Motion carried.

Commissioner Ganiere presented Quote.

Moved by Commissioner Ganiere that the Quote received from Cole Radio Communications in the amount of $14,172.70 to outfit the K-9 vehicle, be approved and paid for from the Drug Fund.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None. Motion carried.

Commissioner Pearson presented Resolution.

Moved by Commissioner Pearson that a Resolution authorizing the execution of a proposal between the City of Ottawa and the Hitchcock Design Group, for the Allen Park OSLAD grant improvements, which has been on file for public inspection since June 20, 2023, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None. Motion carried.

Commissioner Pearson presented Resolution.

Moved by Commissioner Pearson that a Resolution authorizing the execution of a license agreement between the City of Ottawa and Ralph Lowers, for Riordan Pool vending machines, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None. Motion carried.

Commissioner Pearson let the Council know that Tom Aussem and his hot dog cart will be at Riordan Pool on Sundays.

A discussion ensued about alcohol in the parks. Mayor Hasty said the current Ordinance allows alcohol in all of the parks, but is limited to special events. He wondered if we should open up the parks for private rentals. Commissioner Eichelkraut reminded that Fox River Park is a family friendly park and has a splash pad that is close to the shelter.

Commissioner Ganiere has no issues with allowing alcohol in the parks. The Police Department would have to be conscious of what is happening. Commissioner Pearson doesn’t think it should be allowed in the parks, except for family reunions. Eichelkraut is adamant about Fox River Park and Thornton Park remaining alcohol free. The Mayor asked about Allen Park. Ganiere wondered if we should charge a fee if the request includes having alcohol due to more garbage and cleanup.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing an administration and coordination services agreement with NCICG for the community development block housing rehabilitation grant, which has been on file for public inspection since June 20, 2023, be adopted.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None. Motion carried.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing an engineering services agreement between the City of Ottawa and Etschied, Duttlinger & Associates Inc., for the Stevenson Road design project, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None. Motion carried.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution appointing Charles Schafer as the Electrical Inspector and authorizing the execution of an employment agreement, be received and placed on file for public inspection.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None. Motion carried.

The Mayor announced that the first regular meeting in July will be moved to July 5 due to the 4th of July holiday.

Mayor Hasty presented motion to recess.

Moved by Mayor Hasty that this Council recess into Closed Session to discuss matters of personnel, collective bargaining, purchase or lease of real estate, sale or lease of real estate and litigation.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None. Motion carried. 

Council recessed at 1:55 p.m.

Mayor Hasty presented motion to reconvene.

Moved by Mayor Hasty that this Council reconvene from Closed Session.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None. Motion carried.

Mayor Hasty presented motion to adjourn.

Moved by Mayor Hasty that this special meeting be adjourned.

Second by Person.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None. Motion carried. 

Council adjourned at 2:43 p.m.
