City of Ottawa City Council met July 5

Here are the minutes provided by the council:

Present: Mayor Robert Hasty, Commissioners Wayne A. Eichelkraut Jr., Thomas G. Ganiere, and Marla K. Pearson.

Absent: Brent F. Barron.

Commissioner Eichelkraut presented minutes of previous meetings.

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, June 20, 2023, and the minutes of a special meeting held on Thursday, July 29, 2023, both be approved as recorded in the permanent files of the City Clerk.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

A presentation was held next that recognized our first responders that helped 5 year old Jace Kuhn, after he was bit by a dog on June 1, 2023. These employees were acknowledged; Telecommunicator Mindi Jahp, Telecommunicator Ashley Verdun, Telecommunicator Jaci Mertel, Corporal Adam Jobst, Corporal Joe Hilton, Officer Cole Klicker, Officer Nicholas Pagan, Detective Matt Najdanovich, Detective Randy Nelson, Firefighter Connor Laube, Firefighter Mike Cuchiara, Firefighter Mike Williams, Firefighter Cameron Lair, Lieutenant Bryce Johnson, and Captain Kevin Theis. Jace Kuhn then presented Officer Brett Wiedeman with the Medal of Valor award and Lieutenant Jake Niewinski with the EMS Medal of Courage.

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of June 23, 2023, in the amount of $554,655.77, be approved and warrants issued. 

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Commissioner Eichelkraut presented Bimonthly Expense Report.

Moved by Commissioner Eichelkraut that the Bimonthly Expense Report dated July 5, 2023, showing expenses in the amount of $516,862.93, be approved and warrants issued.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Commissioner Ganiere presented Report of Police Chief.

Moved by Commissioner Ganiere that the Report of Police Chief, Brent A. Roalson, for the month of June 2023, be received and placed on file.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Commissioner Ganiere presented Report of Fire Chief.

Moved by Commissioner Ganiere that the Report of Fire Chief, Brian Bressner, for the month of June 2023, be received and placed on file.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Commissioner Ganiere presented Estimate.

Moved by Commissioner Ganiere that the Estimate received from All Star Inflatables Inc. in the amount of $11,070.00 to purchase an inflatable firehouse, be approved and paid for from the First Aid Fund.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Commissioner Pearson presented Resolution.

Moved by Commissioner Pearson that a Resolution authorizing the execution of a proposal for professional engineering services by Chamlin & Associates Inc., for the City Hall stair replacement project, be received and placed on file for public inspection. 

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None

Mayor Hasty presented Report of Registrar.

Moved by Mayor Hasty that the Report of Registrar, Shelly L. Munks, for the month of June 2023, be received and placed on file.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Report of Parking Administration.

Moved by Mayor Hasty the Report of the Parking Administration Department showing fines collected of $2,257.00 for the month of June 2023, be received and placed on file. 

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Report of Building Official.

Moved by Mayor Hasty that the Report of Building Official, Mathew W. Stafford, for the month of June 2023, be received and placed on file.

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Report of Sidewalk Program.

Moved by Mayor Hasty that the Report of the Sidewalk Program showing 2 participants in the amount of $1,970.00 for the month of June 2023, be approved and paid for from the General Corporate Fund.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the Mayor to execute engagement agreements for Police entry and promotional testing with Stanard & Associates and Law Enforcement Testing & Assessment LLC, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the Mayor to execute multiple health benefit contracts, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing an extension and amendments to the collective bargaining agreement between the City of Ottawa and the Police Benevolent Labor Committee, be received and placed on file for public inspection. 

Second by Pearson.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Mayor Hasty presented Resolution.

Moved by Mayor Hasty that a Resolution authorizing the execution of an agreement between the City of Ottawa and Advanced Information Mapping Systems Inc., for GIS services, be received and placed on file for public inspection.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Pearson, and Mayor Hasty.

Nays: None.

Mayor Hasty presented motion to adjourn.

Moved by Mayor Hasty that this regular meeting be adjourned.

Second by Eichelkraut.
